Leidos has an opportunity for a Project Manager. This position supports the Human Research Program's Life Sciences Data Archive (LSDA) project at Johnson Space Center (JSC) under the Health and Human Performance Contract (HHPC). The Deputy LSDA Project Lead (Dep PL) works with the LSDA Project Lead (PL) who manages resources, schedules, and Customer priorities concerning the implementation the LSDA project. The Dep PL will primarily have oversight responsibilities for the research archivist activities, in coordination with the PL. This position will require the candidate to work on-site at the Johnson Space Center a minimum of 3 days per week, on average, to enable in-person interactions with the Project Lead, customers, colleagues, and teammates. Only existing HHPC LSDA employees will be considered, as the successful candidate will retain a significant number of their current technical assignments.

The Dep PL will be responsible for using their understanding of the intent, scope, and outcome of NASA-funded studies in biology, psychology, and physiology to provide oversight of the curation of the resulting data and findings from these studies. Resulting human data may be privacy protected and therefore access restricted to approved personnel.

The successful candidate will, amongst other duties, be required to monitor deliverables, develop processes and manage schedules of archiving tasks. The successful candidate will also participate in fiscal year planning activities and staffing decisions, as well as maintain a portfolio of current and future curation tasks.

Archiving tasks include, but are not limited to, developing research data submission agreements (RDSAs) with principal investigators, populating the LSDA databases with information and metadata captured in the RDSA and curation of the resulting datasets submitted to the archive. Other duties also include scoping, assigning, or fulfilling data requests from intra-and extramural investigators requesting curated data for secondary use. A working knowledge of privacy laws and polices is essential.

The LSDA also includes a large information technology component; therefore, the successful candidate is also expected to participate in developing software requirements and testing of the LSDA applications, which include a publicly accessible website and an internal content management system.

US Citizenship or US Permanent Residency and the ability to obtain a Public Trust Security Clearance are required.

Primary Responsibilities

  • Assisting the PL with fiscal year planning and financial reporting, specifically focused on curation of HRP-funded research investigations

  • Maintaining confidentiality of all financial information to which access has been granted

  • Providing technical leadership to the LSDA team and mentors team members, enabling successful efforts

  • Responding to customer's data inquiries and concerns regarding archiving and data curation tasks, addressing issues promptly

  • Providing weekly status reports of work activities to PL, Customers, or Task Order Manager

  • Providing metrics on archiving accomplishments and status, upon request

  • Assisting with staffing decisions, including interviews

  • Entering/Updating research study data into various databases and performing data updates and audits

  • Extracting data using manual and electronic processes for release to approved investigators

  • Supporting development of presentations for poster sessions, publications, and NASA reports

  • Maintaining confidentiality of all medical and personal information to which access has been granted

  • Participating in software requirements definition and user interface/database testing

  • Other duties as assigned by the PL

  • Responsible for compliance with Safety, Health, and Environmental plan; must be committed to a high standard of safety and be willing and able to comply with all safety laws and all of the Company's safety policies and rules and must be willing to report safety violations and potential safety violations to appropriate supervisory or management personnel

  • Responsible for compliance with the Quality Assurance Plan, policies, and procedures

  • Must maintain regular and acceptable attendance level as determined by the Company

  • Responsible for completing all assigned training

Basic Qualifications:

  • MUST BE CURRENT HUMAN HEALTH AND PERFORMANCE CONTRACT EMPLOYEE

  • A Master of science degree in a life sciences discipline or data science degree with emphasis on life or biological sciences discipline, with a minimum of 5 years experience of directly-relevant experience

  • Must have completed the Kepner-Tregoe Project Management course

  • On-site/in-person presence at JSC (minimum 3 days per week)

  • Knowledge of regulatory and legislative requirements related to PII, PHI and data privacy laws

  • Proficiency in working with digital repositories

Preferred Qualifications:

  • Formal leadership training or past team leadership responsibilities

  • Familiarity with HRP solicitation processes

Pay Range:

Pay Range $81,250.00 - $146,875.00
