Job Description:

Since 1912 Sturgeon Electric has been providing comprehensive electrical construction services to clients throughout the western United States. Sturgeon Electric's Commercial and Industrial (C&I) electrical construction division specializes in large-scale commercial electrical projects, telecommunications, traffic signalization, gas distribution, high voltage distribution service and maintenance to clients. Sturgeon Electric has experience performing projects under Integrated Lean Project Delivery methods, and also offers pre-construction services, in-house pre-fabrication capabilities, and Building Information Modeling (BIM) capabilities.

We are currently hiring a Project Manager to run commercial electrical construction projects in the Seattle area.

Project Manager Duties:

  • Effective Leadership

  • Preparation of project construction schedules

  • Submission of Request for Information to clients

  • Manage day to day activities of assigned projects

  • Act as the main point of contact for project personnel

  • Coordinating meetings, scheduling updates, submitting deliverables and addressing outstanding 'open items' as requested by clients

  • Preparation of look-ahead documents and weekly, monthly progress reports and billing information

  • Reviewing and monitoring job costs versus budgets

  • Reporting to management team

  • Change Request/order pricing

  • Other duties as assigned

Job Requirements


Project Manager Skills/Qualifications:
  • Candidate must have electrical construction experience (licensed electrician preferred).

  • Must have knowledge and understanding of construction drawings, specifications, proposals, and other documentation to prepare time/cost/labor estimates for projects and services

  • 5 years or more of experience in the electrical industry and/or possessing project management experience within commercial and industrial electrical construction projects is preferred

  • Experience with Accubid software is preferred

  • Ability to prepare construction schedules in Microsoft Project and/or Primavera

  • Bachelor's degree in Construction Management, Engineering, or related field is desirable

  • Valid driver's license and ability to travel as required throughout WA and surrounding areas

  • Must have excellent analytical, organizational, verbal, written, and communication skills

  • Must be a team player and be able to work with various partners from start to finish

  • Knowledge of Lean construction methodologies and principles is critical

  • Must be very well organized and methodical

  • Demonstrate professionalism in how you look, what you do, and what you say.

  • Demonstrate personal accountability

  • Must be self-driven and have the ability to stay on-task for extended periods of time

  • Familiarity with Microsoft Office applications including Excel, Word, and Project is required

Location of position: There is one position in GSA, Public Buildings Service to be filled in either Auburn, WA or Portland, OR. Location to be determined upon selection. We are currently filling one vacancy, but additional vacancies may be filled as needed. Learn more about this agency Responsibilities Project Management * Project Planning - Leads the development of project plans including methodology, resource requirements, timelines, priorities and budget impact. Directs and performs budget planning. Establishes evaluation criteria and measurements to assess projects. Prepares timelines for project completion, implementing a system for review, control, and reporting on project status. Determines project risk and assesses project activities and resources to mitigate risk. Leads the analysis to determine client facility needs, and identifies key technical and resource personnel to work on various aspects of projects. * Project Execution - Ensures that projects delivered meet agreed to customer requirements. Manages all aspects of the project's finances. Ensures the latest trends and state of the art technologies in facility design, construction, alterations, space management, contracting, negotiations, and knowledge management are applied. * Balances competing objectives between GSA and its customers. * Negotiates and coordinates project plans, budget objectives and schedules. Monitors action in support of project plans and schedules and reports deviations and problems to appropriate GSA and other agency officials. * Leads and facilitates the efforts and expertise of a wide range of disciplines. * Oversees project reviews, including readjustments in funding and timelines. Resolves problems or conflicts impeding progress, ensuring that contractor and agency staffs work effectively as a team to complete the project in accordance with the timeline. * Project Closeout - Ensures the completion of project documents and makes certain they are uploaded into all necessary systems of record in order to track established performance metrics and historical trends. Conducts and documents lessons learned analysis. Relationship Management * Customer - Negotiates and coordinates project plans, budget objectives and schedules with customer agencies to establish and/or manage customer expectations. Informs customer officials of project status and any requirements for additional agency initiated action. * Stakeholders - Works with stakeholders and key leadership in various Federal agencies, State and local governments, non-profits, community organizations, special interest groups, and environmentalists. Maintains and/or oversees continuous contact with Federal, State and local officials, and the media (in coordination with Public Affairs reps) with regard to project issues and status. Briefs key leadership on costs, impact, feasibility, alternatives, issues, recommendations and status of project development and implementation. * GSA Relationships - Leads and facilitates the efforts and expertise of a wide range of disciplines. Serves as a mentor for team members and others. Contract Management * Directs the acquisition and management of large numbers and types of contracts supporting all aspects of leasing and/or Federal construction projects. Monitors progress and evaluates performance against contract requirements. * Prepares or assists the Contracting Officer and/or the COR in the preparation of statements of work, determinations, findings and solicitation documents. * In conjunction with the Contracting Officer and/or the COR, directs the preparation and issuance of necessary modifications and may serve as lead negotiator for assigned projects. Oversees and/or reviews project designs and coordinates development of design and specification packages for purposes of bid and determines construction completion times and prepares/reviews overall cost estimates. Participates in the A/E and/or Lessor selection process and in the negotiations for design supervision and post -construction contract award services. Coordinates the activities of all appropriate professional goods and services contractors during all phases of the project. Business Transaction Management * Negotiates the business transaction with customer agencies including utilization rates and financial obligations; develops complex, accurate requests for funding and tracks financial obligations and expenses throughout the planning, execution and close-out of projects. To qualify, you must have at least one year of specialized experience equivalent to the GS-11 level or higher in the Federal service. Specialized experience is utilizing project management practices and tools to simultaneously manage multiple construction and/or repair and alteration projects in a real estate environment. This experience must include: * Managing projects (balancing scope/quality, schedule and budget) requiring the services of multiple disciplines (i.e., construction, design, IT, telecommunications, interior furnishings, etc.) from project initiation phase through financial closeout; * Interpreting customer needs and developing them into actionable requirements; * Developing, managing, and balancing project plans, budgets, and schedules; * Coordinating and facilitating decisions by managing multiple stakeholders * Applying procurement knowledge and experience to manage contracts supporting assigned projects; and * Negotiating sound real estate business transactions.
