MaPTCC is one of 17 US EPA-funded Environmental Justice Thriving Communities Technical Assistance Centers (TCTACs). The purpose of MaPTCC is to deliver effective, no-cost technical assistance (TA) to individuals and organizations committed to energy and environmental justice in Region 8, especially representatives of underserved and overburdened geographies among the region's 28 federally recognized tribes and in urban, remote and rural locations. MaPTCC's TA offerings aim to build capacity among program participants in the participate and engage effectively in environmental and energy justice decision-making (including clean energy development).To accomplish this objective, the program involves collaborations among multiple universities and non-profit organizations organized in a hub-and-spoke model in which MSU acts as the administrative lead and main point of contact with the project sponsor (US EPA).The primary role of this position is senior-level project management of all aspects of MaPTCC.

The project manager oversees programming and communications, has responsibility for project timelines and budgets, leads strategic planning and evaluation efforts, supervises and manages all subawards and leveraged partnerships, coordinates the mentorship and training of field staff, and manages administrative and fiscal support staff. In addition to administrative leadership, the Project Manager works with project partners to ensure the TCTAC represents and responds to the priorities and concerns of diverse program participants throughout the region, particularly those in underserved, remote and Rural, and Tribal communities. To this end, the Project Manager will be expected to travel throughout Region 8 to connect widely with program participants and key MaPTCC stakeholders-the position is anticipated to be in travel status no less than 4 days per month, with certain periods of grant performance requiring more travel.

The Project Manager is expected to uphold the highest and most meaningful standards of community engagement and diversity, equity, inclusion, and accessibility both within the MaPTCC partnerships and in all outward-facing work.The Project Manager reports to an MSU internal advisory team while also receiving mentorship and assessment from the MaPTCC Executive Steering Committee. Three staff report directly to the Project Manager.We are seeking an exceptional candidate that possesses a strong track record in project management and a demonstrated commitment to social justice, community development, and environmental and/or energy justice issues. The successful candidate will bring relationships and expertise in Region 8 along with a working knowledge of federal agencies, current environmental and energy justice initiatives.

Demonstrating a skillset in managing large, multi-sector projects is an important asset, as is familiarity with the project sponsors, the US EPA and DOE. Individuals with lived experience which directly informs their understanding of environmental and energy justice challenges are especially encouraged to apply.

Duties and Responsibilities

Refine and implement a detailed project plan and calendar for the implementation of the project's technical assistance programming, including establishing protocol and software for team-wide communications and document/asset management.
Maintain an active and dynamic expert knowledge of funding opportunities and policy strategies relevant to the MaPTCC's priority about empowering community-led energy and environmental justice solutions.
Direct and/or coordinate the hiring, mentorship, professional development and evaluation of administrative and field staff.
Lead internal project management meetings.
Supervise data management protocols.
Coordinate and implement regular strategic planning and advisory board meetings.
Co-develop and supervise the implementation of an internal communication strategy.
Manage and implement the Community Infrastructure Center (CIC) project management platform.
Act as a strategic advisor and collaborator to support the MaPTCC Partnership and Network Coordinator in developing a robust and systematic set of public and partnership relations materials and processes.
Implement and monitor the project's diversity, equity, inclusion and accessibility guidance for all activities.
Supervise the timely and accurate completion of all required sponsor documents.
Ensure compliance with sponsor and institutional guidelines and requirements in all project activities and timely reporting by funded partners.
Represent or direct representation of the MaPTCC at public-facing events, conferences and at meetings among other TCTACs and related partners/stakeholders. This will require travel throughout the grant period.

Required Qualifications

  • Experience, Education, Knowledge & Skills

Master's degree or an equivalent amount of education and/or experience.
Three or more years of professional experience managing complex projects in academic, non-profit, and/or public sector settings.
Demonstrated ability to communicate effectively, , motivate, and organize diverse audiences and team members.
Demonstrated knowledge of and commitment to the environmental justice and/or energy justice priorities of Region 8's rural, remote, Tribal, and other underserved communities.
Demonstrated ability to design and implement project management in leading software/online environments.
Demonstrated ability to develop and apply diversity, equity, inclusion and accessibility strategies.
Demonstrated ability to develop and implement extensive project evaluation and reporting strategies.

Preferred Qualifications

  • Experience, Education, Knowledge & Skills

Experience with technical writing and grantsmanship, preferably in the context of EPA and similar federal funding programs.
Familiarity with the operation of cooperative agreements with federal sponsors.
Demonstrated supervisory and leadership experience, including facilitation.
Experience in data management.
Aptitude with Microsoft 365 Products.
