JLM Strategic Talent Partners is currently looking for a Project Manager with experience in the construction industry to be a part of a major project in Norfolk, VA. This is an exciting opportunity to join a major project with a leading company in the industry. The Project Manager is responsible for the overall direction, completion, and financial outcome of a construction project.


  • Overall responsibility for safety, quality, and budget for projects ranging in size
  • Direct reports include: Field Superintendent, Project Engineer, Office Manager, QC, and Safety
  • Prepare project status reports and works to ensure work adheres to contract specifications
  • Lead and direct the work of others
  • Communicate district and corporate information to the project team as well as keeping DM/ADM updated
  • Direct and supervise work of project administration, project superintendents, and engineers to establish operation priorities and maintain satisfactory relationships
  • Establish/Define/Promote values, expectations, and performance standards for team and individual members in accordance with Lane's mission, vision, and values
  • Create and execute project work plans
  • Responsible for the overall management of the project (e.g. resources, schedule) to ensure complete solution is delivered on time and within budget.
  • Assist the District Manager and Corporate with setting up major equipment and Plant/Project needs.
  • Manage cost and program documentation.
  • Effectively oversee subcontract management
  • Coach and develop staff
  • Implement and monitor Safety and Hazard communication programs
  • Monitor Quality Control and hold supervisors accountable for their products
  • Carry out job duties while maintaining Lane values
  • And other duties as assigned


  • BS in Civil Engineering or Construction Management preferred but not mandatory
  • MUST have a minimum of 10 years of project experience in tunnel construction
  • Minimum 5 years of project management experience in construction
  • Familiar with grading, drainage, paving (asphalt and concrete), bridge construction, retaining walls, and all other highway construction scopes
  • Creativity and innovation are a must
  • Must have excellent team building skills
  • Strong working knowledge of Excel and Word
  • Strong prioritization and organizational skills; detail-oriented
  • Excellent verbal and written communication skills

Job Description: * Performs as a technical expert and overall project lead, with responsibilities for project cost, schedule and performance. * Directly contributes to project definition, development and/or enhancement efforts including cost management/avoidance, schedule estimation and tracking, contract performance management, risk management, requirements analysis, and quality assurance activities. * Ensures proper performance of tasks necessary to achieve the most efficient and effective execution of the project objectives. * Utilizes expert communication skills needed to direct the skilled technical resources and report on the technical progress, issues, and problem areas, as well as write and review technical documents. * Manages assigned projects developing software, solutions or systems engineering efforts to support cyber-focused development. * Familiar with multiple development methodologies (e.g. Agile, Scrum, TDD, waterfall) * Tasks may include Graphical User Interfaces (GUI's), middleware, data transformations, statistical and big data analysis. * Communicates status with leadership and customers. * Interacts with senior external personnel on significant technical matters often requiring coordination between organizations. * Applies extensive technical expertise and has knowledge of other related disciplines. * Lead and/or support the following activities: * Allocate resources (staffing, facilities, and budgets) on the contract * Review and approve all earned value, Estimate-To-Complete, Funds and Man-hour Expenditure Report, or other financial reports as appropriate * Review and propose the Integrated Project Baseline (or resource loaded schedule) * Review all financial and technical reports before release to the Government * Communicate issues and solutions to the Government PM in a timely and transparent manner * Communicate issues and solutions to the broader ManTech program management structure as requested by senior leaders * Rapidly assemble and execute focused cross-disciplinary Government/Contractor teams to address urgent or unexpected cost, schedule, or technical Project/contract issues Qualifications: * Minimum Education: B.S. or relevant experience in related field. * 2-5 years' experience as a Project or program manager in leading projects and contracts of similar technical scope, type, and complexity is required. * Demonstrated experience in managing multi-task contracts and subcontracts of various types and complexity, as well as experience in leading a multi-vendor environment is required. * Shall be knowledgeable of the guidelines provided by the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS), DoD 5000 series, and ICD 801 policies. * Must have demonstrated experience in conducting technical project requirements analysis, resource allocation, project costing, deliverable tracking, schedule and financial data monitoring, and reporting. * PMP preferred or Defense Acquisition Workforce Improvement Act (DAWIA) Level 2 certification in Project Management. * Technical experience preferred with IT and cybersecurity infrastructure, web-based IDE, Cloud/AWS technology, RMF process to achieve ATO, and application of data science. * Familiar with multiple development methodologies (e.g. Agile, Scrum, TDD, waterfall).
