Job Description:

GDIT is seeking a Project Manager III in support of the Naval Health Research Center (NHRC) Operational Readiness Directorate. NHRC is a Navy Medical Research and Development (R&D) Command charged with conducting medical research, development, testing, evaluation, and surveillance to enhance deployment readiness of Department of Defense (DOD) personnel worldwide.

Duties:

  • Serve as project leader to ensure timely completion of project tasks objectives.

  • Coordinate the transition from Project Development to Project Implementation to Project Completion.

  • Organize Team Resources, including Steering Committees, Project Teams and Work Groups, as needed.

  • Develop high-level project plan and achieve buy in on task responsibilities and timelines from the appropriate team members.

  • Define communications, issue management and scope management strategy and achieve approval from the appropriate team members.

  • Solicit input from appropriate staff to evaluate cross-system impact.

  • Evaluate project risks and develop contingency plans, as appropriate.

  • Define project objectives and define success measurements.

  • Develop and communicate appropriate project documentation, including project overview, scope, team structure, status reports, issues management reports, change control reports, meeting notes, etc. as required and in a timely manner.

  • Coordinate development and approval of appropriate requirements and design documentation.

  • Ensure Approval of developed requirements and design.

  • Develop detailed project plan.

  • Coordinate both execution and monitoring/controlling phases of Project Implementation Process.

  • Complete close out phases of the Project Processes.

  • Ensure team consensus of project completion.

  • Complete project close out documentation, especially Lessons Learned.

  • Coordinate and support steering committee, project team and work group meetings, as required.

  • Support and communicate project status to team members and executive staff, including management of project website, consistent status reporting and presentations.

  • Identify, document and assist with project issues and escalate, as appropriate, to achieve timely resolution.

  • Ensure compliance with regulatory agencies including meeting deadlines, when applicable.

  • Ensure integrity and security of institutional data.

  • Demonstrate ability to multi-task effectively.

Education: PhD or Master's Degree in a relevant field or equivalent experience

Experience: - Minimum 6 years' experience in relevant field

Under general direction, working within a team, this position is responsible for analyzing internal business and technical processes to evaluate, consult and develop new and modified business processing systems. Consult and acknowledge business needs that lead to the elicitation of requirements from the key business stakeholders. Partner with the various business functions to define, analyze, determine, document and communicate the objectives, business requirements and priorities for information systems and solutions; works with application (Windchill) and technical experts on the solution design, implementation, support, maintenance, and enhancements required by the business. Exercises considerable judgment within broadly defined practices and precedents to contribute to the development of new concepts, techniques and standards to ensure activities meet overall objectives. Responds to inquiries, identifies issues, and aids in the development on innovative solutions to complex and diverse challenges concerning a variety business data, some of which contain confidential and sensitive information. DUTIES & RESPONSIBILITIES: * Analyzes, researches, validates and develops business and technical process requirements; develops systems requirements, techniques and controls; and leads implementation efforts of requirements including documentation of testing plans and training development. * Supports an enterprise Windchill PLM system. * Acts as an advocate of Product Lifecycle Management (PLM) best practices, methods, and processes. * Gathers cross functional business requests for enhancements and will provide a collated list to the business unit PLM lead for prioritization. * Provides support to enhancements, configuration changes, end user issue resolution, report development, and interface development/management. * Works closely with the business to elicit and document requirement in support of business requested breakfixes and enhancements. * Partners with IT in support of business on topics pertaining to user tickets and system maintenance of the Windchill PLM. * Coordinates and participates in the user testing activities pertaining to Windchill enhancements and breakfixes. Will summarize test results and communicate to Business unit lead and IT. * Provides analysis and verification to ensure consistency, traceability, feasibility and completeness; recommends and implements process improvement. * Develops hard copy and electronic reports as required; utilizes analysis models, prototypes and scenarios. * Interprets and implements requirement practices and processes; and develops policies, procedures and tools. * Researches and analyses application upgrades; proposes new product features and updates. * Responsible for mapping of regulatory, compliance standards within Windchill to applicable process documents. * Gathers cross functional business requests for enhancements and will provide a collated list to the business unit PLM lead for prioritization. * Works closely with the business to elicit and document requirement in support of business requested break fixes and enhancements. * Must be customer focused * Need to understand relational databases and deep dive into the back-end database information to continue to maintain and develop QMS reporting * Maintains the separate Windchill repository with current revisions of procedures with DCMA access. * Responsible for observing all laws, regulations and other applicable obligations wherever and whenever business is conducted on behalf of the Company.
