The City of Anaheimseeks aProject Manager IIto independently perform a variety of professional level duties and responsibilities involved in the administration of the more complex projects in the Economic Development Department. Economic Development leads investment and business growth, retention, and expansion in Anaheim, including revitalization of the commercial hubs of our city's neighborhoods.

Candidates must possess at least three (3) years of responsible program and project management experience in redevelopment planning supplemented by a Bachelor's degree from an accredited college or university with major course work in business administration, public administration, urban planning, environmental science, architecture, engineering, finance, or a related field. An equivalent combination of experience and education sufficient to perform the essential job functions and provide the required knowledge and abilities is qualifying.

An ideal candidate will be an excellent communicator and possess a strong understanding of principles and practices governing real estate transactions, urban planning and economic development; pertinent federal, state and local laws, codes, regulations including real estate and redevelopment laws; agency relocation guidelines; principles, practices and procedures of real estate title search; legal and real estate terminology and conditions of title; procedures and techniques for correct legal document preparation; principles and practices of property appraisal; environmental assessment and remediation practices and procedures; condemnation procedures; financial analysis; current issues and sources of information related to property acquisition, disposition and relocation; business letter writing and basic report preparation; office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, and databases; principles and procedures of financial record keeping and reporting, development and entitlement disciplines. Prior municipal government / public agency work experience is highly desirable.

Essential Functions

The following functions are typical for this classification. Incumbents may not perform all of the listed functions and/or may be required to perform additional or different functions from those set forth below to address business needs and changing business practices.

  • Meet with developers to discuss development proposals; negotiate terms and conditions of various development, economic development, and/or affordable housing agreements; conduct financial analysis of developer proformas to determine project feasibility; make recommendations to City Council on project approval.

  • Manage project budget, scope of work, and schedule of performance; ensure that all required project entitlements and permits are obtained in a timely manner; monitor projects and agreements for compliance with federal, state, and local laws, regulations, and guidelines.

  • Coordinate and work closely with other City departments regarding redevelopment requirements for various projects; meet with neighborhood and other groups to discuss the status of redevelopment projects.

  • Prepare a variety of operational reports regarding former redevelopment project areas; prepare various staff reports for submission to the Orange County Oversight Board, California State Department of Finance, Successor to the Anaheim Redevelopment Agency, and City Council.

  • Manage the development of plans and designs for site development proposals for an assigned projects.

  • Monitor the professional services of design and planning consultants; ensure compliance with project specifications and requirements; monitor projects and agreements for compliance with federal, state, and local laws, regulations, and guidelines; ensure timely processing and payment of invoices.

  • Manage, coordinate, and assist in developing redevelopment project and department budgets; coordinate and assist in the update of department cash flows and inventory on land held for resale.

  • Prepare and evaluate Request for Proposals/Request for Qualifications for site development and professional consultants.

  • Answer questions and respond to requests for economic development data and information from councils, commissions, developers, consultants, and the general public; investigate complaints and recommend corrective action as necessary to resolve complaints.

  • Review development plans and proposals; recommend proposal adoption to the appropriate committees and commissions; assess design concepts; coordinate redevelopment design and planning services for projects.

  • Analyze the impact of public improvement requirements on redevelopment projects; prioritize and determine public improvement project completion dates.

  • Research and analyze information related to development projects; identify alternative approaches to redevelopment activities; oversee and coordinate capital improvements; review Environmental Impact Reports; .

  • Perform legislative affairs analysis; assist senior management staff in analyzing and responding to various legislative issues affecting redevelopment.

  • Perform related duties as required.

  • Work with other City departments to negotiate and implement economic development agreements; work with other City departments to establish City economic development policy including incentive programs.

  • Conduct various types of research and monitor operations of significant redevelopment projects to ensure success and stability.

  • Research and seek grant opportunities, submit grant applications for the creation of economic development incentives, and environmental clean-up grants.

  • Assist in the management of Agency-owned properties including lease management, tenant relocations, demolitions, and site clearance activities.

  • Assist in the implementation of City and Agency Brownfields Program activities including preparation of grant applications, administration of EPA grants, preparation of agreements, and monitoring environmental expenditures.

  • Assist in the review of environmental assessments of properties proposed for acquisition; assist in the review of preliminary environmental site data to determine property suitability for intended use and/or need for further environmental testing; provide assistance with the analysis of site remediation alternative for feasibility, reliability, and cost effectiveness.

Qualifications

  • Three years of responsible program and project management experience in economic development, real estate or development, urban planning, finance, business, and/or public administration. supplemented by a Bachelor's degree from an accredited college or university with major course work in business administration, public administration, urban planning, environmental science, architecture, engineering, finance, or a related field. An equivalent combination of experience and education sufficient to perform the essential job functions and provide the required knowledge and abilities is qualifying.

  • Knowledge of principles and practices of urban and redevelopment planning and architectural design; principles and practices of public infrastructure and capital improvements construction administration;; principles and practices of contract administration; principles and practices of project and construction management; land use entitlement and building permit process for the development and reuse of commercial projects; principles and procedures of financial accounting, budgeting, and financial analysis; methods and techniques of effective technical, administrative, and financial record keeping, report preparation, and presentation; principles of business letter writing; pertinent federal, state, and local laws, codes, and regulations; office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, and databases.

  • Ability to interpret construction administration documents and site plans; prepare plans, specifications, and bid documents; interpret and explain redevelopment policies and procedures; interpret and explain affordable housing policies and procedures; understand, interpret, and apply general and specific administrative and departmental policies and procedures as well as applicable federal, state, and local policies, laws, and regulations; properly interpret, ensure compliance with, and make recommendations in accordance with laws, regulations, and policies; analyze and interpret developer financial statements and proformas; work cooperatively with other departments, City officials, and outside agencies; respond tactfully, clearly, concisely, and appropriately to inquiries from the public, City staff, or other agencies on issues in area of responsibility; organize and prioritize timelines and project schedules in an effective and timely manner; manage consultant contracts; prepare and administer project budgets; prepare clear and concise reports; operate and use modern office equipment including a computer and various software packages; communicate clearly and concisely, both orally and in writing; and establish and maintain effective working relationships with those contacted in the course of work.

  • Possession of an appropriate, valid driver's license.
