Project Manager

Basic Qualifications:

  • Must have a bachelor's degree or higher in Engineering, Architecture, Construction Management, Project Management, or similar field.

  • Must have previous project management experience with federally funded infrastructure or construction projects within the last five (5) years.

  • Knowledge of construction and permitting processes in Puerto Rico

  • Must have obtained OSHA 30 hours training certification.

  • Bilingual; have the ability to speak, read, write, and effectively communicate in Spanish and English.

Preferred Qualifications:

  • Contracting license and/or construction trade or inspection certifications valid in Puerto Rico.

  • Direct experience in the management and implementation of CDBG-DR economic development and infrastructure projects.

Roles and Responsibilities:

  • Support the Deputy Program Manager in daily operations and identified responsibilities at the project level.

  • Oversee and enforce performance of awarded entities in accordance with established performance goals, regulatory compliance, and quality standards as set by Program Manager, IPG Program and/or contractual requirements; recommend corrective action and/or performance plan for underperforming awarded entities.

  • Coordinate, conduct, and document all necessary meetings, including outreach activities, trainings and workshops.

  • Act as main point of contact between program and awarded or applicant-entities for day to day project development and implementation. Establish direct communications with applicant-entity points of contact during the pre-application and full application evaluation and implementation of projects under IPG Programs; provide day-to-day technical assistance to potential applicants, applicants and awarded entities.

  • Develop one or more Notice of Funding Availability (NOFA) until all funds are committed, and coordinate submissions from applicant-entities.

  • Prepare recommendation notifications and reports to communicate which projects will be awarded funds and those that are not eligible for award.

  • Monitor and evaluate contract provisions and requirements of assigned executed IPG Program agreements with PRDOH to ensure compliance with requirements, timely expenditure of funds, and other requirements.

  • Coordinate all necessary reporting activities to communicate the status of all executed applicant-entity agreements.

  • Coordinate with all assigned applicant-entities and participate in any required applicant entity meetings.

  • Review, provide comments, and provide recommendations/comments to applicant entity applications, Draw Requests, Change Orders, Applicant-entity Agreement Amendments, Budget Revisions, and Closeout Documentation package.

  • Perform field and on-site visits as necessary.

  • Manage construction oversight staff to perform at least one monthly visit to monitor construction progress, consistency with applicant-entity Agreement, secure environmental clearance documents, and health and safety plan implementation during applicant-entity IPG funded construction projects.

  • Organize and store all documentation of applicant-entities related to IPG programs using all available tools and access to the System of Record implemented by the PRDOH.

  • Provide all necessary support in the development, preparation and submission of required deliverables to PRDOH.

  • Provide feedback to applicant-entity health and safety officers or representatives based on the observations obtained after conducting monitoring visits.

  • Assist to develop revision checklist for construction document reviews at predetermined milestones throughout construction.

  • Monitor all applicant-entity procurement activities and keep PRDOH informed of compliance, regulatory and performance issues that may affect the IPG program.

  • Validate that the applicant-entities include provisions in the construction contract documents that stipulates that the contractor must develop and implement a health and safety plan in compliance with the PRDOH OSH Policy, available at: https://www.cdbgdr.pr.gov/en/resources/general-policies/ and the Puerto Rico OSHA-approved State Plan and the policies of the Puerto Rico Occupational Safety and Health Administration found here: https://www.osha.gov/stateplans/pr and https://www.trabajo.pr.gov/prosha/index.asp.

  • Identify and promote any other necessary functions in support of the successful achievement of program's objectives

What you must have: * Bachelor's degree, in engineering, planning, surveying, computer science, geography or a related field.
