Responsible for providing leadership to a team committed to achieving specified goals of a project. Provides high quality and cost effective project management, analytic support services and technical expertise for a broad array of issues. This is the first job in a three level Project Manager Ladder. At the entry level, a Project Manager may lead projects that impact a single functional area or service area. It is responsible for working on problems of moderate scope where analysis of data requires evaluation of identifiable factors. Position will exercise judgment within defined procedures and practices to determine appropriate action.

Essential Functions:

  • Leads and provides technical leadership to projects.

  • Sets strategic direction of projects.

  • Develops project plans which identify key issues, problems, approaches, performance metrics and resources required.

  • Designs processes to address identified problems.

  • Establishes team membership and negotiates time commitments and resource allocation.

  • Provides staff leadership to multi-disciplinary teams.

  • Motivates team members and facilitates team meetings.

  • Acts as liaison, problem solver, and facilitator.

  • Cultivates and reinforces appropriate group values, norms, and behaviors.

  • Provides guidance to team on performance and productivity issues.

  • Designs research plans for data gathering and analysis.

  • Actively participates or may lead in analyzing data and developing recommendations and action plans.

  • Accountable for the development of project documentation for senior executives and other key clients to facilitate sharing of project outcomes and best practices.

  • Plans and facilitates meetings.

  • Makes formal presentations to various senior level audiences.

  • Assesses project impact on the workforce.

  • May include developing training program for different levels of audiences.

  • May develop and manage a department, including recruiting, coaching, performance evaluation of staff.

Basic Qualifications:


  • Minimum three (3) years of experience in specified technical area.


  • Bachelor's degree OR four (4) years of experience in a directly related field in business administration, health care administration, operations research, public health administration, or other related field.

  • High School Diploma or General Education Development (GED) required.

License, Certification, Registration

  • N/A.

Additional Requirements:

  • Ability to determine key business issues and develop appropriate action plans from multi-disciplinary perspectives.

  • Demonstrated ability to conduct and interpret quantitative and qualitative analyses.

  • Good project management and consulting skills.

  • Excellent verbal and written communication skills.

  • Must be able to work in a Labor/Management Partnership environment.

Preferred Qualifications:

  • Project management experience in health care preferred.

  • Master's degree or clinical licenses (RN, MD, etc.) preferred.

  • California Licensed Pharmacy Technician strongly preferred.

  • Inpatient Pharmacy Technician experience strongly preferred.

Provides pharmacy professional participation in local, regional and national committee structures to ensure safe and effective medication use processes. Assists in Leading regional and national initiatives, work groups and collaboratives. Essential Responsibilities: Responsible for design, development and implementation of assigned Pharmacy medication safety and quality systems, processes and databases to improve medication use and safety on a regional and national level. Develops and coordinates data and reports to enhance medication safety at the local, regional and national level. Facilitates and leads the design and implementation of regional and national scorecards/dashboards to improve performance in quality related measures and practices. Assists in Coordinating Quality and/or Medication safety data tracking and trending on a regional and national basis. Works toward One Pharmacy, as aligned with National Pharmacy Programs and Services strategy, with respect to designing and implementing medication safety processes and safeguards into pharmacy operational work flows. Serves as pharmacy representative to assigned regional and national committees and task forces dealing with medication safety and medication risk management. Provides oversight/auditing for safety practices to be incorporated into information systems that support pharmacy operations. Assists in leading investigation and resolution of national trending for medication safety and Pharmacy quality. Develops a good working relationship and manages interactions within the organization including leadership from Hospital/Health Plan, the Permanente Medical Groups, Quality Leaders and regional Pharmacy Leaders. Works closely with National Pharmacy Compliance to ensure compliance with local, regional and national policies and procedures related to safety and quality. Serves as a business owner(s) for Pharmacy Adverse Drug Event and Drug Furnishing Incident database and other safety and quality related Pharmacy programs. Provides oversight of pharmacy professional practices to maintain the safety of medication therapy and quality of services at the member level. Develops and implements training and education related to Medication Safety and Quality service for pharmacy staff, residents and members. Assists with oversight of the High Alert Medication Program. Basic Qualifications: Experience Minimum three (3) years of leadership-level experience and documented record of success. Education Degree in pharmacy required License, Certification, Registration Licensure as a registered pharmacist in a KP region required. Additional Requirements: Demonstrated ability to utilize/apply knowledge of Outpatient, Inpatient and Clinical Pharmacy operations, design, systems, technology, and personnel management; quality assurance, quality improvement/management and medication safety processes and systems, patient care evaluation, data analysis and presentation, utilization review, risk management, accreditation and licensing processes, survey research methodologies; Pharmacy and related Medical, Nursing and other health care laws, regulations and standards. Demonstrated ability to work collaboratively with physicians and health care administrators. Demonstrated ability to lead and manage professionals and others through influence and collaboration across multiple sites. Demonstrated ability to successfully lead and direct peer group and interdisciplinary project teams. Demonstrated ability to apply knowledge of personnel management principles and techniques. Excellent presentation and communication skills (written and verbal) required. Strong ability to direct and motivate others required. Strong ability in the use of influence and change management skills required. Strong strategic and systems thinking skills required. Strong ability to analyze, understand and communicate complex issues and trends required.
