Job Summary

The Project Manager I manages multiple Anchorage School District (ASD) minor maintenance projects and related contracts. The position has a retirement association with the Public Employee's Retirement System (PERS).

Job Requirements

The following are required:

  • A high school diploma or equivalent.

  • Four years' experience managing minor maintenance projects or supporting project teams

  • Currently enrolled in a 4-year course of study in an accredited college or university leading to a degree in professional architecture/engineering or construction/project management

  • Experience developing scope, schedule and cost estimates for small-scale projects.

  • Experience negotiating with contractors, suppliers and owners.

  • Knowledge of bidding/contracting procedures and general construction practices.

  • Ability to prepare Requests for Proposal (RFP), Invitation to Bib (ITB) for solicitation.

  • Ability to coordinate and lead community-based and in-house plans and specification reviews.

  • Ability to identify, coordinate and communicate effectively with key stakeholders.

  • Ability to read and interpret construction documents including plans, specifications, shop drawings and product data.

  • Ability to proficiently interpret written and oral instructions and to originate written reports, letters, and technical documents.

  • Ability to establish and maintain effective, productive working relationships with others.

  • Ability to multi-task and work autonomously.

  • A valid Alaska driver's license.

The following are preferred:

  • A bachelor's degree in construction management or engineering.

  • Project Management Professional (PMP) certification

  • Ability to use project management software and Microsoft Office.

  • Knowledge of current building codes and Municipality of Anchorage permitting process.

  • Working knowledge of general electrical, plumbing, painting, structural, landscaping, HVAC, and electronics systems.

  • Knowledge of asbestos and other hazardous materials abatement.

Essential Job Functions

  • Works independently to oversee and manage minor maintenance contracts typically ranging in value from $25,000 to $2,000,000.

  • Coordinates with users to develop scope and resolve identified facilities problems.

  • Identifies project risks and determines appropriate management actions to ensure a successful project.

  • Prepares project cost estimates and project budgets.

  • Monitors project budget and schedule to ensure the project is completed on time and on budget.

  • Solicits services in accordance with ASD procedures.

  • Negotiates fees.

  • Prepares bid documents in accordance with ASD procedures.

  • Conducts pre-bid conferences.

  • Monitors project bids and procedures. Recommends award of lowest qualified responsive bidder.

  • Coordinates projects with user groups and shop maintenance staff.

  • Performs quality control inspections of construction projects to assure compliance with construction codes and contractual requirements.

  • Identifies, coordinates and resolves construction and contract compliance issues.

  • Performs warranty inspections.

  • Prepares reports, letters, and documents as assigned.

  • Prepares draft Anchorage School Board memorandums.

Physical /Mental Demands

The physical demands of this job require frequent standing, walking, sitting, speaking and hearing. Specific visual abilities are also required. The employee is regularly required to reach with his/her hands and arms and occasionally lift items weighing less than 40 lbs. Additionally, the employee must be able to understand vague and implicit instructions, be able to readily recall facts and details, handle conflict and make effective decisions under pressure. The employee must have the ability to effectively manage the stress of working with students, parents, and other employees representing diverse cultures, personalities, and work styles in a dynamic work environment.

Work is performed in a professional environment with a wide variety of individuals having differing functions, personalities and abilities, including working with diverse groups of people in a variety of different settings.

While performing the duties of this job the employee may be regularly exposed to a video display. The employee may be exposed to outdoor weather conditions. The noise level in the work environment is usually moderate.
