Position Description

POSITION OVERVIEW:

The Project Manager is responsible for the delivery of drainage and/or road & bridge infrastructure projects throughout Harris County. The Project Manager will manage 5-7 complex projects, including the project scope, schedule, and budget from study and design through construction and project close-out. This includes maintaining solid working knowledge of the project's scope and objectives to rapidly respond to inquiries from the client or management, identify systemic challenges, and initiate solutions.

The Project Manager ensures that quality assurance, risk management, regulation compliance, utility coordination, ROW acquisition, and permitting is properly executed during all project phases. The Project Manager performs project delivery and client briefings with limited oversight from Senior Project Manager.

JOB DUTIES:

  • Develops project scope, goals, and deliverables to ensure client needs and project limitations are captured in the contract documents, design efforts, and construction. Ensures that project goals and objectives are achieved.

  • Assists with consultant, sub-consultants, and contractor procurement.

  • Manages and supervises consultants, contractors, and other subject matter experts in the preparation of planning and construction documents, and in the implementation of construction.

  • Ensures quality assurance, risk management, regulatory compliance, utility coordination, ROW acquisition, and permitting are properly executed during all phases of the project utilizing the Project Management Institute (PMI) business model.

  • Balances details and technical aspects with functional requirements such that project expectations are met within budgetary and schedule constraints.

  • Communicates effectively with senior management, elected officials and their staff, stakeholders, and other public agencies.

  • Identifies and addresses critical schedule, budget, or performance issues with team members and engage management as necessary to resolve issues and mitigate risks before they negatively impact the project.

  • Coordinates with the Purchasing Department to ensure that projects are advertised on a timely manner.

  • Monitors and reports on project budgets, schedules, and project status with e-Builder.

  • Assists Construction team as needed during the construction phase of the project.

  • Performs other duties as assigned.

Requirements

Education:

  • Bachelor's degree in civil engineering, Engineering Technology, Construction Science or Construction Management from an accredited university.

Experience:

  • A minimum of five (5) years of professional experience in the management of multi-disciplined projects in architecture, engineering, or construction fields.

  • Experience managing projects in design and construction required.

  • Experience managing project teams.

Knowledge, Skill & Abilities (KSAs):

  • Registered Professional Engineer in Texas, or able to acquire licensure within six (6) months.

  • Strong written and verbal communications skills.

  • Excellent organizational skills.

  • Ability to coordinate efforts with consultants, contractors, and internal resources to ensure the project runs smoothly from inception through end of construction.

  • Demonstrated experience in the administration of finances as associated with project management, i.e. cost estimation and budgeting.

  • Able to read and comprehend construction plans, estimates, surveys, and specifications.

  • Must be able to lead negotiations with consultants, contractors, other agencies, and stakeholders to procure resources and formalize cooperative relationships that achieve project goals.

  • Excellent interpersonal and conflict resolution skills.

  • Exercise flexibility in accommodating shifting priorities, demands, and schedules.

  • Able to deal tactfully with a diverse group of people in a professional manner in a complex organization.

  • Be able to drive a county or personal vehicle to various job sites as needed to accomplish tasks.

  • Strong Microsoft Outlook, Excel, Word, PowerPoint skills.

Preferences

Experience:

  • Five (5) of more years or related experience with drainage and road & bridge projects.

  • Two (2) or more years of experience managing project delivery for Harris County Engineering Department Road and Bridge or Drainage Infrastructure projects.

  • In-depth knowledge of e-builder, and how to manage a project through the use of processes, forms, the cost module, and the schedule module.

  • Experience with Federal and State Grant Programs.

Knowledge, Skill & Abilities (KSAs):

  • PMP Certification.

Position Type, and Typical Hours of Work:

  • Full-Time | Regular | 40 hours per week.

  • Hybrid schedule: Three days in the office and two days working from home.

  • Subject to early mornings, late evenings, weekends, and holidays at times, depending upon the project or workload.

Salary:

  • Commensurate with experience, based on 26 pay periods.

Physical Demands and Environmental Exposure:

Most assignments will be performed in an office, meeting, or operations command center environment, but some field work may be required. May be required to work extended work hours during activation of disaster recovery operations for an unspecified length of time (varies based on the extent of the event).

This position requires bending, stooping, and lifting up to 25 lbs., frequent walking, standing, sitting, reaching, and ascending/descending stairs.
