Leads development of comprehensive and detailed project plans including methodology, resource requirements, timelines, priorities and budget impact.
Acquires and manages fiscal resources for each major development initiative.
Directs and performs budget planning and execution to support each step in development.
Establishes evaluation criteria, and measurements to assess projects on an ongoing basis.
Exercises full responsibility for the administration and management of the entire project including the direction and control of project planning programming budgeting site selection and acquisition appraisal design and construction contract evaluation technical contract administration etc.
Identifies, manages, integrates and/or adapts resources to achieve project goals while effectively managing scope, schedule and budget for assigned projects.
50% or less - 25% to 50% of travel is expected.

The GS-12 salary range starts at $74,228.00 in Austin, TX per year.
The GS-12 salary range starts at $78,482.00 in Dallas, TX per year.
The GS-12 salary range starts at $78,482.00 in Fort Worth, TX per year.
The GS-12 salary range starts at $83,787.00 in Houston, TX per year.
The GS-12 salary range starts at $73,375.00 per year for the following locations:

To qualify, you must demonstrate one year of specialized experience equivalent to the GS-11 level of Federal Service. Specialized experience is experience that demonstrates the ability to perform project management on construction and/or repair and alteration projects, knowledge of resource allocation models required to develop cost and personnel budgets; knowledge of procurement practices and techniques; ability to accomplish work through others and to maintain cooperative work relationships; skill in negotiation techniques to conduct contract negotiations and knowledge of contract administration.
