Project Manager Energy and Climate Action (Construction/Maintenance Project Manager II) Salary $81,382.29 - $135,637.01 Annually Location FAIRFAX (EJ32), VA Job Type FT Hourly W BN Job Number 24-02152 Department County Executive Opening Date 09/07/2024 Closing Date 9/20/2024 11:59 PM Eastern Pay Grade S28 Posting Type Open to General Public Description Benefits Questions Job Announcement The Office of Environmental and Energy Coordination (OEEC) is seeking a Senior Project Manager to implement community-facing energy and climate action programs and projects that support the Community-wide Energy and Climate Action Plan (CECAP) and Resilient Fairfax, the county's climate adaptation and resilience plan. The senior project manager will develop and manage community programs and projects that promote and facilitate energy efficiency, renewable energy, clean transportation, resilience, or other community climate action through new and existing programs like Charge Up Fairfax, Green Business Partners, and HomeWise.

Roles and responsibilities include but are not limited to: Manage all phases of programs and projects from engaging and coordinating with community stakeholders and partners, developing programs and workplans, contracting consultants, preparing schedules, coordinating project teams, administrating budgets and grants, and tracking and reporting progress. Build networks and facilitates partnerships with non-profits, community organizations, residents, businesses, and other stakeholders to help increase capacity and improve program and project delivery.

Provide leadership and directs the work of teams from within and outside the OEEC to include county agencies, partners, and consultants. Coordinate with property owners, stakeholders and project teams to conduct site feasibility assessments, scope projects and participate in project progress meetings and reviews. Identify emerging trends and new opportunities to advance equitable community-facing programs that facilitate climate action.

Independently conduct advanced-level research and analysis and drafts white papers, reports, memoranda other documents regarding best practices, policies and legislation related to community facing climate action programs. Serve on regional planning initiatives and collaborates with other local jurisdictions on climate action programs. Prepare and present program updates to senior management, the Board of Supervisors, Planning Commission, and/or other Boards, Authorities and Commissions.

Prepares solicitations for services and directs the consultant selection process; Functions as project team leader and coordinates completion schedules with multiple contractors and/or vendors; Supervises professional, paraprofessional technical and administrative personnel assigned to the project; Ensures that all contracts and on-site processes and work are in compliance with Federal, State and County codes; Develops requests for proposals, scopes of services, bid packages, contracts, amendments and other documents for the selection and contracting of consultant services; Reviews work in progress for cost and compatibility with County standards, operational needs and regulatory/permit compliance; Facilitates and conducts meetings with public groups, citizens and other stakeholders to gain support for projects, explain issues and resolve conflicts; Ensures clear and thorough communication with public and/or involved parties on all aspects of projects; Prepares and presents reports to citizen groups, boards and commissions; Attends meetings and conferences. Ability to plan, monitor, direct and coordinate the work of a multi-disciplinary team(s) and/or subordinates; Ability to work effectively with construction contractors, design professionals, engineers, code enforcement and zoning personnel; Ability to prepare technical reports and to present findings in a clear and concise format; Ability to communicate and interact effectively with the public, senior County and State officials and citizen groups; Ability to coordinate, conduct and facilitate meetings with public groups, citizens and other project stakeholders; Employment Standards MINIMUM QUALIFICATIONS:

Any combination of education, experience, and training equivalent to the following: (Click on the aforementioned link to learn how Fairfax County interprets equivalencies for "Any combination, experience, and training equivalent to") Graduation from a four-year college or university with a bachelor's degree in Civil Engineering, Landscape Architecture, Environmental or Life Sciences, Construction Management, Business Administration, Facilities Management or related; PLUS Five years of experience in the management of large and complex construction or maintenance projects to include two years managing multi-disciplinary teams with multiple contractors. NECESSARY SPECIAL REQUIREMENTS: The appointee to this position will be required to complete a criminal background check to the satisfaction of the employer.

Ability to attend evening meetings is essential. PREFERRED QUALIFICATIONS: At least four years of experience in and knowledge of energy and climate action project management and implementation including but not limited to areas such as greenhouse gas emissions, strategies and actions to achieve carbon neutral goals in key sectors such as building energy, renewable energy, and transportation or climate resilience; Experience leading community engagement initiatives related to environmental energy, and/or climate action.

At least five years of experience working in public sector environment. Experience presenting information to various groups. At least four years of experience developing and managing community-facing programs and projects.

Experience with programs and projects working in collaboration with a variety of partners including county agencies, residents, community organizations, businesses, non-profits, and other stakeholders; Demonstrated experience in managing projects, including overseeing internal and external team members, administering project budgets and grants, and ensuring project deadlines are met; At least four years of experience in developing and implementing strategic and annual work plans as they relate to environmental and energy programs and goals; Experience working in a local government environment with elected officials; Ability to apply principles of leadership, creative problem solving, collaboration, decision making, and team building. PHYSICAL REQUIREMENTS: Job is generally sedentary in nature; however, employee must be sufficiently mobile to attend meetings and make presentations.

Employee may be required to lift and carry up to 15 pounds. Incumbent must be able to work on electronic equipment such as a computer monitor, typing on a keyboard, and are essential to this position, including the ability to input, access, and retrieve information. Ability to communicate effectively with the public verbally and in writing.
