Job Description:

ECS is seeking a Project Manager to work in a hybrid remote / on-site capacity in our Fairfax, VA office (~3 business days per week, at the Project Manager's direction). The successful candidate will provide project support to management and technical teams supporting a highly visible DoD Mission Partner network enclave. The candidate must be able to work in a demanding, high-energy environment that requires innovative solutions to business challenges. The candidate will work closely with stakeholders to include the DoD, commercial vendors, and traditional federal contractors to translate customer requirements into formal agreements and plans that meet the customer's mission needs. The candidate will work with the customer to identify their objectives and develop a proposed solution. The candidate will lead a technical team in initiating, planning, controlling, and executing initiatives in support of sensitive and critical priorities. This candidate will take full ownership and accountability for tasks and deadlines; work with limited/no supervision; and commit to high quality results and deliverables. This candidate is also highly adaptable, detail-oriented, and has well-developed written, verbal, and interpersonal skills.

This position is responsible for supporting project teams, activities, and stakeholders as follows:

  • Plan, organize, and direct the completion of projects on time, on budget, and within scope.

  • Lead phased project initiation, planning, execution, monitoring and closing activities.

  • Coordinate all project meetings: create agendas, facilitate meetings, publish minutes, mitigate risks, and track action items to closure.

  • Develop and maintain project documentation (e.g., charters, CONOPS, requirements, design documents, implementation plans, test plans, schedules, monthly status reports, programmatic reviews, etc.)

  • Coordinate and facilitate project meetings with end-users through high-level government stakeholders to corporate executive management.

  • Assign project tasks, track timely task completion, and communicate / mitigate task delays as needed.

  • Identify and assist in the development and finalization of required project deliverables.

  • Support development and maintenance of Plans of Action and Milestones (POA&M)

  • Support contract actions and financial tasks as needed.

  • Communicate status and escalate issues to Leadership as appropriate.

  • Provide user management, support, training, and troubleshooting as needed.

  • Conduct maintenance window pre- and post-window testing.

Required Skills:

  • U.S. Citizen required per contract.

  • Active DoD Secret security clearance with the ability to obtain a Top Secret clearance.

  • Local resource with the willingness to work in a hybrid onsite/remote capacity. Ability to travel to customer site in Falls Church, VA as needed.

  • DoD 8570 Compliant, minimum IAT Level II (e.g., CompTIA Security+ or higher); must either be current, or achieved within 45 calendar days of employment.

  • 7+ years of project management experience.

  • Bachelor's degree in Computer Science; Information Systems Management; or similar Science, Technology, Engineering and Mathematics (STEM) discipline; 7 years of relevant, hands-on, professional experience may be substituted for a degree.

  • Experience working with Department of Defense (DoD) organizations or performers.

  • Project Management Professional (PMP) or Certified Associate in Project Management (CAPM) certification.

  • Advanced proficiency in Microsoft Office tools and O365, including Excel, Word, PowerPoint, and Teams.

  • Hands-on experience and/or pertinent knowledge of Atlassian's Jira and Confluence.

  • Proven ability to interact with stakeholders at all levels, from end-users to executive leadership.

  • Experience in detailed requirements gathering, interpretation, analysis, and validation to develop strategic plans to meet customer mission requirements.

  • Demonstrated ability to apply an understanding of operations to proactively identify and remediate day-to-day technical and operational challenges.

  • Experience leading technical and non-technical teams in the many components of project management, including financial management, program documentation, scheduling, deployment, customer service, quality control, and others.

  • Experience working with cloud technologies (Amazon Web Services, Microsoft Azure, etc.).

  • Proactive, organized, and exceptionally detail-oriented.

  • Exceptional planning, problem-solving, data collection, and analytical skills.

  • Excellent written and verbal communication skills to effectively communicate with both technical and non-technical individuals.

  • Thrives in a fast-paced environment with firm deadlines and critical, quick turnaround and ad-hoc tasks.

  • Strong ability to operate in a fluid, high operational tempo environment. Demonstrates flexibility and has the ability to change directions rapidly, when required.

  • Flexible; comfortable with ambiguity, competing priorities, matrixed organizations, and multiple stakeholders.

  • Ability to travel to CONUS / OCONUS locations and installations, if needed.

  • Political savvy to confront difficult problems in a positive and creative way.

  • Demonstrated ability to expertly balance multiple, competing priorities and execute accordingly.

  • A motivated, self-starter who enthusiastically tackles challenging operational problems and can quickly grasp and implement creative solutions.

Desired Skills:

Preference shown to candidates with:

  • Active DoD Top Secret clearance.

  • Amazon Web Services (AWS) Cloud Practitioner certification.

  • Azure Fundamentals certification.
