DTE Energy's Gas, Storage, Pipelines Division has an opportunity for a Project Manager based in Canonsburg, PA.

Job Summary

Manages the development and implementation of multiple intermediate-to-large natural gas midstream capital projects encompassing multiple operating units.

Manages engineering, procurement, and commissioning of multiple projects within the constraints of scope, quality, time, and cost to deliver project outcomes in accordance with specified requirements. Provides leadership and project work direction to project engineering, procurement, project controls, and construction or outage personnel, but does not supervise; this is an individual contributor job.

Key Accountabilities

  • Manages slip repair work and/or other site and civil construction.

  • Managesmultiple intermediate-to-large ($5-plus million) capital projects and/or multiple small projects. Ensures the constructability of the scope of work, engineering and design of the project.

  • Manages the progress of a construction project or outage, from the scoping phase through the design, construction and closeout phases. This is inclusive of project scope, schedule and cost estimate development; engineering and construction; through the completion of installation, testing, and commissioning into service and project closeout. Manages cost and schedule forecasting, and scope, budget, quality, and schedule change control.

  • Manages project expenditures and the procurement of equipment and materials.

  • Manages and integrates project construction with Operations ensuring coordination between management and the general contractor or multiple individual contractors; coordinates with Supply Chain Management in conducting bid meetings and reviews, supplier selections and evaluations; determines contracting strategy congruent with labor utilization strategies.

  • Manages project scope, schedule & cost changes ensuring that all project requirements and/or objectives and the execution of changes are properly documented, justified, approved by management, and vigorously pursued via regular reporting, forecasting final targets, reviews and audits; implements approved changes in a timely manner.

  • Manages communications, risk management, scope verification, and information distribution during project development & implementation; ensures compliance with safety, environmental, and other regulatory requirements.

  • Interfaces with the respective project stakeholders and provides contract administration services for blanket orders or other subcontractors and vendors. Provides administrative support to the Supervisor - Projects Management.

Knowledge, Skills, & Abilities

MINIMUM: Associate degree in an engineering discipline, construction management, business or a similarly relevant discipline and the knowledge/capabilities typically acquired through 4-plus years of job-relevant experience, inclusive of substantive project management and/or experience with building trades & labor agreements, labor & trades jurisdictional issues, contract administration, negotiation, dispute resolution, and safety.

PREFERRED: Bachelor's degree in engineering, engineering technology, construction management, business or a similarly relevant curriculum; Project Management Institute certification as a Project Management Professional.

  • At a minimum five years of experience in natural gas midstream projects, including project management experience.

  • Experienced skill set managing mulitiple construction packages simultaneously, with proven strategies for streamlining workflow, optimizing permitting, design, and construction schedules.

  • Multi-tasking capabilities: prioritizes, delegates & manages time and work flow effectively.

  • Analytical & decision-making abilities: makes decisions systematically; anticipates and mitigates problems, and understands decisions' business implications.

  • Adapts to change; open to new ideas and willingly takes on new responsibilities.

  • Excellent communication skills (written & verbal): creates reports, designs and conducts presentations at all levels of the Corporation.

  • Good listening and negotiating skills.

  • Influencing skills: provides feedback and coaching; works well in groups and with other departments and organizations.

  • Motivates and challenges employees; develops subordinate employees' skills.

  • Knowledge of PC & computer-based scheduling and financial tools (e.g. Excel, Word, PowerPoint, Primavera, MS Project, SAP & Maximo).

Essential Responsibilities * Ensures that electrical projects are competed timely in accordance with established quality standards and procedures. * Scheduling of field personnel and equipment to the various ongoing projects. * Managing both small and large complex projects; insuring maximum job safety, efficiency and profitability. * Order all parts and materials required for projects. * Set-up and schedule projects arrange for required power outages and insure field personnel have all the necessary paperwork and materials to perform the work. * Review all completed test reports and write the executive summary with recommendations. * Performs job estimates and proposals/quotes for customers. * Maintains Work In Progress Reports (WIPs), insures all project invoicing is completed delivered and assist with AR issues on projects. * Assists in training of other employees as directed. * Takes emergency calls, assesses situation and calls out technicians as required. * Review and approve contractor bids, RFI's, submittals and change requests. * Inspect or direct the inspection of work to ensure conformance to specifications, schedules, and safety regulations. * Achieve high customer satisfaction through effective communication of both technical and non-technical topics with all levels of the organization both verbally in writing. * Exhibit project leadership, and effective decision making and throughout each project and consistently deliver projects that meet all stakeholder requirements and are fully commissioned, qualified and ready for start-up/occupancy. * Ensure all safety regulations are closely adhered to; completes related documentation as required. * Works with and takes direction from the Regional Manager. * Perform other duties as assigned. * Job duties may be modified at any time.
