JOB SUMMARY:

This is a responsible managerial position and includes work in the planning, design, and construction of capital projects as well as oversight of a wide variety of projects. Employees in this class participate in the design and construction of City facilities and infrastructure and public utilities improvements. Duties require the application of skills and knowledge, and exercise of considerable independent judgment in developing and completing projects. Assignments are normally received in the form of broad instructions or general program objectives. Supervision may be exercised over both in-house employees as well as consultants engaged in various design, construction, inspection, maintenance, or clerical operations. Work is reviewed for general adherence to established norms. Supervision is received from a professional superior who reviews work in progress and upon completion to insure achievement of objectives.

ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES:

  • Schedules, assigns, performs, and supervises engineering design projects; directs and coordinates plan design and preparation, cost estimate development, and specification preparation; participates in the development and design of projects.

  • Performs, supervises, and participates in the analysis and review of design studies prepared by both in-house staff as well as professional consultants; prepares recommendations for the consideration of professional and administrative superiors and committees.

  • Conducts special studies and projects relating to technical and administrative aspects of the public utilities function; prepares reports and recommendations for consideration and action by municipal administration.

  • Serves as first technical/engineering support resource for operation and maintenance discussions.

  • Conducts analysis of problems encountered in City facilities and infrastructure and the utility system. Provides suggestions and procedures to resolve the problem.

  • Oversees the development and preparation of designs and plans for City projects; oversees preparation of specifications, assesses project costs; generally responsible for overall design and construction management of projects.

  • Interprets plans and specifications; approves design changes in the course of construction; reviews contractor's change orders and payment requests, and generally responsible for overall construction administration of projects.

  • Prepares operation/construction permit application for Public Utilities.

  • Reviews plans, specifications and cost estimates prepared by professional and sub-professional personnel.

  • Prepares reports and recommendations for consideration and action by various City, county and state regulatory and administrative boards.

  • Conducts and supervises instructional programs for subordinates as required.

  • Participates in the selection of design consultants and construction managers, including contract negotiations, as required.

  • Must effectively and positively represent the City in delivering and performing work with colleagues and clients, irrespective of gender, race, religion, age, disability, political affiliation or belief, or sexual orientation.

  • Must establish and maintain effective and professional relationships with work colleagues, supervisors and managers.

  • Performs other job duties as assigned.

The Requirements

EDUCATION/EXPERIENCE:

To perform this job successfully, an individual must be able to perform each essential function satisfactorily. The requirements listed below are representative of the knowledge, skill and/or ability required. Required:

  • Bachelor's Degree from an accredited college or university with major course work in civil engineering, architecture and construction management.

  • Five (5) years progressively responsible experience in the area of design and construction management.

Preferred:

  • Master's Degree from an accredited college or university with major course work in civil engineering, architecture and construction management.

  • Seven (7) years progressively responsible experience in the area of design and construction management.

  • Florida Registration in one of the following disciplines: Professional Engineer, Professional Architect or General Contractor.

Additional education and experience or an equivalent combination of training and experience may be substituted for the above requirements.

CERTIFICATES, LICENSES, REGISTRATIONS:

  • Certification as aProfessional Engineer, Professional Architect or General Contractor in the State of Florida is preferred.

  • Valid Driver's License: With proof of automobile insurance

  • Background Check: Must have an acceptable background record

  • Driving Abstract: Must have an acceptable driving record

KNOWLEDGE, SKILLS, ABILITIES:

  • Thorough knowledge of the principles and practices of design and construction management as applied to the design, construction, and maintenance of public utilities facilities in the area of specialization.

  • Knowledge of the current literature, trends, products, technology and developments in the field of civil engineering.

  • Knowledge of the principles of supervision, organization and administration.

  • Knowledge of the laws, regulations and codes applicable to the design and construction of public utilities projects.

  • Demonstrated skill in theoversight, planning, and implementation of major programs and services for an organization.

  • Skilled in theuse of complex technical, scientific, or mathematical concepts that increases the efficiency and effectiveness of the organization.

  • Ability to adapt approved methods and standards to the design, construction, and inspection of a variety of public utilities projects.

  • Ability to use and learn new software packages to complete civil engineering drawings and designs.

  • Ability to express ideas clearly and concisely, orally and in writing.

  • Ability to establish and maintain effective and professional working relations with fellow employees, contractors, consultants, supervisors, managers and the public.

  • Ability to supervise a group of subordinates in a manner conducive to full performance and high morale.

PHYSICAL DEMANDS:

The physical abilities described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job, the employee is regularly required to walk, sit, write, hear, speak andmay occasionally be required to exert up to 20 pounds of force occasionally, and/or up to 10 pounds of force to move objects. May require fingering: picking, pinching, typing, or otherwise working, primarily with fingers rather than with the whole hand as in handling. Specific vision abilities required by this job include close and distance vision, peripheral, and depth perception. WORK ENVIRONMENT:

The Examination

Required Education and Background Information: Look over the announcement carefully to determine your eligibility. Please note minimum education and experience requirements. Closed competitive positions are open only to employees while open competitive positions are open to anyone who meets the minimum qualifications for the position. Evidence of a GED test score is required if submitted for high school diploma. Applicants are responsible for clearly documenting work experience and/or providing all relevant information at the time of application. Examination: Depending on the number of applicants and the quality of their education and experience, the examination may consist of one or more of the following tests: written examination, performance examination, education and experience evaluation, oral examination and/or other job related examinations.

You will be notified of the time and place of your examination when you file or later by mail. A passing grade is required on each part of the process. Repeated participation in any examination for which the same test is used is limited to once every 6 months. Your examination results will be sent by email as soon as possible after the grading is completed.

Final passing grades are used to determine a candidate's position on the eligibility list of successful candidates. Departments fill vacancies from this list. The top three names are considered for each vacancy unless otherwise modified. Those not appointed are returned to the eligibility list for further consideration in accordance with the Civil Service Ordinance. Your name will remain on a register for one year for open competitive examinations and two years for closed competitive except where labor contract conflicts.

Your name may be removed from an eligibility list prior to one year according to Hollywood's Civil Service Ordinance or labor contracts. Your eligibility may be canceled if you refuse a position or if you are not available for work. You are responsible for notifying the Employment Office, in writing, of any change in your address or telephone number.

EMPLOYMENT OF RELATIVES: The City of Hollywood has an Ordinance which regulates the employment of relatives of City employees. Effective January 28, 2008, a relative may only be hired under the following additional conditions:

  • The relative must have competed in an appropriate examination process as determined by Human Resources and be placed on a civil service eligibility list;

  • The relative must be among the top three ranked candidates available on the certified eligibility list unless expanded by the Civil Service Board;

  • The Department or Office Director and the Director, Human Resources must demonstrate that it is in the best interests of the City of Hollywood to hire the relative of a public officer or employee.

As of 12/15/2005 the City will require all newly hired employees to sign an affidavit affirming non-usage of tobacco or tobacco products within the last year prior to submission of application and will continue to be a non-user of tobacco products throughout employment with the City of Hollywood.
