About the Position: The position is in the Special Projects Branch, Planning, Programs and Project Management Division with the Omaha District, U.S. Army Corps of Engineers. The office is located in downtown Omaha, NE, near the Missouri River and the city's wide array of parks, museums, historic sites, restaurants, and entertainment venues.

Responsibilities

  • Responsible for planning, scope, development, design, construction and direction of important civil works/military projects.

  • As the project team leader, implements corporate decisions, guidance, laws, regulations and policies in the development of the project and intermediate products in support of the project.

  • Negotiates and integrates all District functions sponsor/customer needs and other agencies' commitments in support of assigned project into a comprehensive management plan.

  • Integrate schedule, milestones, budget, responsibility of the participating parties, assumptions and risks, contingencies and performance measurement criteria.

  • Coordinates planning, design, cost-engineering, construction and environmental restoration, etc., for engineering or planning projects.

  • Controls and manages project milestones and budgets from planning through construction and initial operations.

  • Allocates project funds to District elements, consistent with progress attained, and monitors performance to ensure commitments are being maintained.

  • Reviews and analyzes cost reports to ensure charges are all authorized and appropriate; identifies unauthorized charges and ensures corrective actions are taken for the ultimate disposition of inappropriate charges.

  • Monitors progress, measures performance and takes necessary corrective action to maintain agreed-upon schedule and cost.

FOR GS-09

Specialized Experience: One year of specialized experience which includes 1) Experience assisting project managers with the direction of project management functions, such as integration and oversight of planning, design, or construction of facilities. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

OR

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Accounting, Business Management. (Note: You must attach a copy of your transcripts.)

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

FOR GS-11

Specialized Experience: One year of specialized experience which includes 1) Experience directing project management functions; AND 2) Experience ensuring projects are within budget and on schedule.. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

OR

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Accounting, Business Management. (Note: You must attach a copy of your transcripts.).

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

FOR GS-12

Specialized Experience: One year of specialized experience which includes 1) Experience directing project management functions; 2) Experience ensuring projects are within budget and on schedule; 3) Experience performing construction project management and contract administration; AND 4) Experience in military installation support for minor renovation/construction OR major fueling system repairs/renovation. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

You will be evaluated on the basis of your level of competency in the following areas:

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
