The Contractor shall facilitate collaborative efforts to include, but shall not be limited to: assessment and accountability data collection planning, report development requirements, planning and delivery and other cross unit project efforts, of IMS, Assessment and Accountability Units at CDE to ensure communication and alignment in the execution of their respective unit goals and objectives.
Provide Project Management guidance and coordination of the Assessment and Accountability Reporting Project for the 2018-2019 school years. This project will result in a work breakdown structure to aid in keeping Assessment data reporting on track.
Participate in the facilitation of the Financial Transparency Online Application transition to operations and help manage the enhancements for the Financial Transparency website required by ESSA compliance.
Manage the use of financial transparency data as it is applied to outcomes associated with existing
accountability and other work divisions within the CDE.
Provide Project Management for the Public Data Reporting project to include, but shall not be limited to: gathering the requirements for the Data Services Unit Education Statistics page which includes navigation, reporting data, request process and Americans with Disabilities Act (ADA) compliance. Also includes engaging CDE units that report public data; getting buy-in and feedback from them as well as adjusting delivery, based on feedback.
Completion of the public data reporting inventory, in parallel with gathering requirements for the development of reports to address all three defined levels of audiences.
Provide consultations and guidance to CDE project manager to collaborate with CDE's IMS Infrastructure Team to develop a communications plan for the OAAM (Oracle Adaptive Access Manager) implementation. This communication plan shall target all users of our Identity Management (single sign on) System and shall communicate upcoming changes and improvements planned for that system.
Implement the OOAM multifactor authentication pieces in process learning mode.
Coordinate efforts to connect data from multiple data sources from multiple state agencies as required. These efforts must conform to processes under the data privacy and data governance constraints established by CDE and State and Federal laws.
Provide support to CDE's IMS Unit in the areas of data governance, assisting with Data Sharing Agreements, documenting process flows, and process definitions related to CDE's privacy and governance programs.
Provide Project Management for CDE's information technology projects onsite, as required, from initiation through implementation including phases such as planning, analysis, design, development, testing, and implementation using a formal project lifecycle methodology set forth by the Information Management Services (IMS) Unit.
Back-up fiscal note support process for bills with IMS or information technology implications.
Meet with users, business sponsors, and executive management to understand and document requirements.
Create test plans and user acceptance documents that map to defined requirements.
Provide senior management consulting services on IMS projects as needed in the areas related to personnel management, program management and data management.
Minimize exposure to risk on projects and alert the Project Management Office Supervisor and the CIO to those risks.
Submit monthly detailed status reports to the project teams and to CDE's Project Management Office Supervisor.
Schedule and facilitate project team meetings.
Augment and include processes and controls as necessary to ensure data privacy and security on assigned projects.
Must have 15 or more years of experience managing multiple, concurrent high priority and complex projects and programs comprised of multiple projects.
The Senior IT Project Manager will need to be able to assume management of projects in a variety of stages in the project lifecycle.
Must be familiar with State of Colorado data privacy implications and how to mitigate related risks within education industry.
Must demonstrate an understanding of State of Colorado current and future legislation related to financial transparency, assessments, identity management, data privacy, and accountability systems.
Must have strong oral and written communication skills.
Must have experience managing personnel in both direct and matrix organizations.
Must have the ability to directly address conflicts and escalate issues where appropriate.
Must have experience with writing requirements, overall test plans and user acceptance documents that cover all system components and requirements.
Must have familiarity with Department's current technology stack and business processes.
The Senior IT Project Manager must have 12 years of experience in the area of Colorado K-12 Education and have successfully managed multiple projects that impact multiple entities.
The Senior IT Project Manager must have experience in communicating with senior leadership/executive staff on the progress of the high impact projects that he or she shall lead.
Contractor shall be required to pass a criminal background check.
