The Project Manager manages, plans and coordinates the full life-cycle of projects. This position ensures that all project goals and objectives are accomplished within the prescribed timeframe, budgetary parameters and to the customer's satisfaction. The Project Manager provides project team leadership necessary to meet defined project deliverables and maintains positive working relationships with the customer and key stakeholders.


Essential duties and responsibilities include the following. Other duties may be assigned.

Maintains a solid customer relationship, and assures customer satisfaction with the successful execution of the project.

Interfaces with internal project teams, management, customers and suppliers. Maintains timely communications, and develops collaborative rapports with solutions-oriented approaches.

Seeks opportunities to expand business. Participates in proposal and solution development for additional project opportunities.

Manages project scope, deliverables, cost, profitability, schedule, quality and resources. Meets both on time delivery and budgetary objectives.

Develops project plans and budgets to guide the execution and control of the project.

Communicates project plans, objectives, timelines, schedules, job assignments, responsibilities and reporting relationships.

Sets, manages and communicates project expectations to team members and stakeholders.

Ensures staffing levels / skills are appropriate for the project scope and deliverables. Actively participates in the hiring of new and replacement project staff. Provides performance assessments and feedback to employees.

Tracks project milestones and deliverables.

Collects and disseminates performance information, such as project review data, status reports, progress measurement and forecasting.

Identifies and manages project dependencies and critical path.

Proactively manages changes in project scope. Identifies potential crises, and devises contingency plans.

Develops Statement of Work. Assigns, manages and monitors activities for subcontractors. Performs time collection, invoice approvals and status reporting.

Oversees the conduct and delivery of the Primary Project Objectives as defined in the contract Statement of Work. Identifies relative quality standards, and ensures the highest quality of services are met.

Performs overall project management and reporting functions related to multiple activities being performed across multiple task areas.

Implements industry best practices, project management tools and methodologies.

Responsible for aiding in own self-development by being available and receptive to any training made available by the company.

Plans daily activities within the guidelines of company policy, job description and supervisor's instruction in such a way as to maximize personal output. Responsible for aiding in own self-development by being available and receptive to all training made available by the company.

Responsible for keeping own immediate work area in a neat and orderly condition to ensure safety of self and coworkers. Will report any unsafe conditions and/or practices to the appropriate supervisor and human resources. Will immediately correct any unsafe conditions to the best of own ability.


Bachelor's degree in a related field of study. Must meet minimum years of experience requirement as specified below or have equivalent combination of education / experience.

Project Manager 1: Required degree and minimum of 3 years relevant experience

Project Manager 2: Required degree and minimum of 6 years relevant experience

Project Manager 3: Required degree and minimum of 8 years relevant experience

Project Manager 4: Required degree and minimum of 10 years relevant experience


Project Management Professional (PMP) Certification preferred


Strong working knowledge and proficiency in MS Project

Ability to provide complete Earned Value Management (EVM) reporting to the client / company

Skilled in facilitating teamwork and coordinating efforts for the successful achievement of goals

Excellent supervisory and management skills with ability to resolve conflicts, grievances, confrontations or disagreements in a constructive manner

Exceptional organization skills with ability to effectively manage multiple projects and priorities

Excellent verbal and written communication skills with solid presentation skills and ability to write federal contract proposals

Exceptional customer service and relationship-building skills

Ability to plan and oversee projects through the use of project management software tools and methodologies

Ability to schedule, plan and lead meetings


Ability to read, analyze and interpret common scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community.

Ability to write speeches and articles for publication that conform to prescribed style and format. Ability to effectively present information to top management, public groups, and/or boards of directors.


Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.


Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

Specific vision abilities required by this job include close vision, distance vision, depth perception, and ability to adjust focus. Exposed to general office noise with computers printers and light traffic.

The Project Manager will be primarily responsible for the health of their cohort project. The Project Manager will be responsible for performing, delegating and managing the activities within the cohort project team, working closely with direct business partners and vendor teams. He/she will actively participate in the development and delivery of program and quality management services and associated deliverables. The Project Manager will work under the direct leadership of the PMO Program Manager. Job Responsibilities Include: * Primary point of contact for vendor/cohort * Responsible for the health and quality of the vendor/cohort project * Responsible for keeping all phases of the vendor/cohort project on time * Oversee daily activities of the vendor/cohort team including making assignments and maintaining control over the assignments, schedule, and performance of the project team members * Develop and maintain a project schedule and monitor key milestones and deliverables * Manage and report on project issues * Perform review / assessment of project deliverables, project work products, and other activities necessary of an effective PMO team * Assess project risk and evaluate the effectiveness of mitigation strategies applied * Support NTT Project Management methodology, process and implementation guidance * Assist with the development, maintenance, and execution of the Program Management Plan and Integrated Project Plans * Monitor progress and quality against the established Project Management Plan * Evaluate whether the Contractor work plans, including tools and resource allocations, are appropriate and reasonable in meeting project timeframes * Participate in project activities and review and comment on essential project documents to ensure an effective project management process (including, but not limited to risk management, schedule and cost management, change management and issue resolution) is consistent with approved project plans * Monitor outcomes of project controlling activities such as risk identification and mitigation, issue resolution, budget status, change requests affecting scope, etc. to ensure processes are being utilized, are effective, and updated as needed * Prepare or contribute to status reports and agendas for weekly, bi-weekly, and monthly meetings * Participate in and communicate organizational project strategy decisions Basic Qualifications: * Minimum 6 years of experience as a Project Manager * Minimum 3 years of experience managing Medicaid Projects * Minimum 3 years of strong hands-on experience with Microsoft Project * Minimum 2 years of experience with Medicaid Enterprise Certification Toolkit and CMS procurement requirements * Minimum 1 year performing procurement work (developing RFIs/RFPs, vendor selection and evaluation, etc.) * Minimum 1 year with Medicaid Information Technology Architecture (MITA) 3.0 including the maturity matrix and the Seven Conditions and Standards * Bachelor's degree in computer science, information systems or similar field or equivalent work experience.
