Under moderate supervision, provides project management oversight and direction to ensure overall success of a limited number of initiatives by developing appropriate project implementation plans to include but not limited to scope, goals, scheduling and deliverables that support business goals in collaboration with management.

  • Plans, schedules and tracks project timelines, milestones and deliverables using appropriate tools.

  • Estimates resources and participants needed to achieve project goals and determines the need for additional staff and/or consultants and makes appropriate request for additional personnel.

  • Manages relationships across organization and divisions to develop a thorough understanding of core business functions and align project with overall business objectives.

  • Conducts quality assurance audits in support of project quality plan including project post-mortem assessments and suggest improvements in process and/or procedure.

Bachelor's degree in business or related field and two-years (2) experience in project management or realted field specific to the assigned project(s) and/or equivalent combination of education and experience.

Under general guidance from City Council, exercises a high degree of independence, initiative, and professional expertise in the administration and day-to-day management of the City in accordance with policies set forth by Council as well as City, State, and Federal laws, regulations, and guidelines. JOB RESPONSIBILITIES: 25% (1) Fiscal Management * Competently oversees the financial affairs of the City to ensure maintenance of its sound financial condition and continued clean and favorable audits. Works with the Finance Director to manage the planning, preparation, presentation, and administration of a realistic annual budget in line with City Council's goals, objectives, and short and long-range vision and plans. Assures identification and analysis of potential revenue sources and makes appropriate recommendations to Council. Controls costs through the economic utilization of manpower, materials, and equipment. Oversees the City's capital projects to ensure completion within budget. Contracts for services and signs contract payment vouchers. With the Department Directors, plans and coordinates five-year maintenance prioritization and Capital Improvement Plan. Monitors research and development of specifications for equipment purchasing, maintenance contracts, and professional services. Stays abreast of the bidding process, reviews bids, and oversees the resulting recommendations to City Council. Encourages and supervises research, planning, and preparation of grant applications and proposals to obtain outside funding. 25% (2) Long Range Planning, Policy Development and Oversight * Works closely with City Council, the Law Director, boards and commissions, and a variety of public, private and community organizations and citizen groups in innovating, developing, implementing and overseeing policies, projects and programs to achieve City priorities, solve community challenges and seek opportunities. Develops ambitious annual goals and objectives and provides Council with ongoing updates. Directs, conducts, and coordinates analyses and special studies and provides recommendations and reports to City Council, citizen committees and outside agencies. Organizes, plans, and schedules resource allocation and activities. Monitors and maintains the City's Comprehensive Development Plan, keeping it at the forefront of activities. Scrutinizes proposed development for fit within the Comprehensive Plan and compliance with zoning code, development regulations, and construction standards. Emphasizes ongoing community maintenance, aesthetics, and neighborhood improvement efforts. Ensures Council remains continuously informed and knowledgeable of the City's plans and activities. 20% (3) Leadership and Personnel Management * Works with the Management Team to develop and retain highly competent, diverse, public-service oriented staff through selection, compensation, training, and day-to-day management practices that support the City's mission, operating plans and objectives. Provides leadership, mentorship and direction and works to ensure a high-energy, service-oriented work environment consistent with sound and productive management principles. Encourages teamwork, innovation, and effective problem-solving. Oversees the creation and maintenance of comprehensive, effective human resource management programs, policies and systems. Monitors the work of all City departments to ensure operations and services comply with the policies and direction set by City Council, applicable laws and regulations. Meets and communicates with staff regularly and effectively fosters employee morale, identifying departmental needs and directing improvement to operations and outcomes. Evaluates Department Directors' and reporting Managers' performance and sets the tone of conduct and business by strong, visible example. Insists accountability for performance and compliance with City policy and procedures. Works with Directors and Managers to correct deficiencies and implement discipline and termination procedures as warranted. Supports staff participation in continuing education, professional development programs and activities. Ensures development and maintenance of an adequate succession plan. Monitors safety, risk management and loss prevention activities of all departments and takes remedial action where necessary. Stays abreast of industry trends through participation in professional organizations and regular attendance at conferences and trainings. Demonstrates regular and predictable attendance, acknowledging the need for 24-hour availability in the event of emergency notification or call-out. 15% (4) Outreach and Public Relations * Regularly represents the City and its elected officials by maintaining visibility and identity in the community and beyond through involvement and communication with citizens, City Boards and Commissions, public and private organizations, businesses, and regional partners. Works to build symbiotic relationships throughout the community and region for the betterment of the City and encourages staff members to follow suit. Strives to identify partnership opportunities in beneficial areas. Works to encourage passage of legislation favorable to the City. Encourages outreach by City Departments through sponsorship and promotion of special events and opportunities for citizen/stakeholder participation and involvement. Provides personal leadership for projects and programs that are sensitive, political, or controversial. Provides prompt, effective customer service, including timely follow through on citizen requests, disputes, and complaints, either personally or through appropriate staff. Monitors problem resolution and follow-up. Personally, and through appropriate staff, maintains strong media relations and oversees regular preparation of press releases, social media posts, promotions, and materials for dissemination to the media and the public and, as required by City Charter, publication of an Annual Report. 10% (5) Oversight of City Operations and Official Proceedings * As prescribed by City Charter, serves as Clerk of Council and Public Safety Director. Oversees and monitors the overall operations and activities of all departments and divisions within City government. With assistance from the Deputy Clerk of Council, develops Council meeting agendas. Attends and participates in all City Council meetings, presents information, provides reports and makes recommendations deemed necessary or as Council Members request. Assures maintenance of the City's records including but not limited to financial, infrastructure, official proceedings, and legislative documentation. Supervises and assists in preparation of routine correspondence and notices as required. Regularly communicates and advises City Council regarding operations and issues within the City. 5% (6) Performs other job-related duties as necessary. MINIMUM QUALIFICATIONS: * Exceptional experience and abilities. A Master's Degree in an appropriate discipline is preferred. * Ten years of related managerial experience. * Strong financial acumen. * Experience with business retention, community development and planning. * A vision for the future and a love for people and collaborating with them. You Should Expect: * A vested interest, involvement and interaction with the Vandalia community. * Residency within the City must be considered and is highly encouraged. * There will be evening and weekend obligations.
