Provide Project Management support to the CDM Phase 1 System Owner and ISCM CDM Program Manager using industry standards, e.g. Project Management Book of Knowledge (PMBOK) and concepts to achieve project deliverables on time, in scope and cost. Coordinate with ISCM CDM stakeholders and customers across the USDA enterprise to realize benefits of the program. Support the Program Manager in cost accounting, budget planning and execution as well as overall portfolio management. Support Earned Value Management (EVM), as required, and in accordance with Federal and Department regulations. Based on the level of work the Government expects four dedicated individuals would be required to meet this need. One of the individuals would be in direct support of the CDM Phase 1 System Owner, located in Kansas City, MO. One of the individuals would be in direct support of the ISCM CDM Program Manager working at the Program level and maintaining an Integrated Master Schedule, located in Washington, D.C. The rest of the individuals, located in Washington, D.C., would be managing the anticipated 20+ projects (includes CONOPs efforts) across Phases 1 and 3 (not Phase 2). Of note, ISC will be implementing ServiceNow solution during the Period of Performance (PoP) to use for Project Plans/Schedules, as well as EVM and Portfolio Management, vice MS Project or other solutions. ISC will be

transitioning project plans and schedules from MS Project to the new ServiceNow solution during the Period of Performance (PoP). Project management is an ongoing task to ensure that all aspects of the project are delivered on time and within budget. Key project management tasks include:

  • Developing, executing and managing a project plan and a work breakdown structure (WBS).

  • Creating weekly activity reports.

  • Creating monthly status reports.

  • Creating monthly financial reports.

  • Coordinating and planning meetings with stakeholders.

  • Communicating regularly with stakeholders. This includes formal project status briefings at monthly ISCM CDMIntegrated Project Team (IPT) meetings.

  • As determined by project, implementing and hosting project status meetings with stakeholders. These may be weekly or bi-weekly depending on project.

  • Post all project documentation on the ISCM CDM SharePoint data repository and as needed in the ISC ServiceNow system.

  • Providing timely notification to the ISCM CDM Program Manager and Contracting Officer's Representative (COR) when problems or issues occur. The Contractor will provide all deliverables to the ISCM CDM Program Manager, CDM Phase 1 System Owner, COR as appropriate and if requested, to the Contracting Officer.
