Job Summary

The Project Manager, leads the execution activities for capital projects through the Front-End Loading, Detailed Design, Construction, Start-up and Project Closeout phases of the project cycle. The Project Manager works directly with the Project Engineering Manager to lead the multi-discipline engineering effort for a capital project. The Project Manager coordinates with all support stakeholders such as Operations, Maintenance, Procurement and OH&SS for field executed work. Project Manager will lead both brownfield and greenfield construction and testing in order to ensure completion of projects as efficiently, effectively and safely as possible. Project Manager monitors, reports, and controls progress and performance against the project schedule plan. This position will also support Business Development as needed in screening and evaluating the feasibility of potential opportunities including, fatal flaw analysis, scope definition, planning, order of magnitude cost estimates, and identification and control of impacts to existing facilities.

Location/Travel Information

This position is primarily based at the Headquarters of Freeport LNG in Houston with frequent expected travel to other company locations in and near Freeport TX, such as liquefaction and pretreatment facilities as required. Project Manager may also travel to EPC company office in greater Houston area, and occasionally to vendor or supplier offices and manufacturing facilities both domestically and international as project needs and resource availability dictate. This position requires the incumbent to hold a valid, unexpired driver license and a TWIC at all times in order to perform the essential functions of the job.

Duties/Responsibilities

  • Drives project execution and coach team on the application and drive continual improvement of the Department's Capital Project Execution work processes

  • Provides overall planning and organization during design and construction

  • Develops staffing plans and organizes resources for each project

  • Coordinates all design engineering, procurement, and construction activities

  • Leads the project execution planning including developing recommended contracting strategy

  • Analyzes project risks and develops mitigation plans

  • Initiates, monitors, and updates the project schedule and estimate. Closely monitors and controls project cost and progress. Manages change to established scope and baselines.

  • Ensures timely and accurate communication and reporting across the department and to identified stakeholders

  • Identifies and takes corrective action to ensure the project goals for cycle-time, cost, and quality are met

  • Assume full responsibility for the successful and safe execution of each assigned project for schedule compliance, budget compliance and ensure the company receives the correct scope and quality of deliverables

  • Coordinate with various stakeholders in an active plant and operating organization to successfully execute projects

  • Provide input to strategic decisions that affect the functional area of responsibility.

  • Organize and coordinate the implementation of project management systems and quality systems for each assigned project

  • Plan and identify upcoming tasks, potential problem areas, technical information, staffing priorities and identify solutions where necessary

  • Perform field walk downs and data collection. Position necessitates field activities, some climbing and travel as noted above

  • Ensure strict compliance with the Management of Change Process, and regulatory compliance

  • Other duties as assigned

Essential Functions

Minimum Qualification/Work Experience

Minimum Education: Bachelor's of Science in Engineering Degree

Minimum Experience: 10+ years' of Engineering and Project experience, must include oil & gas, refinery, and industrial projects.

Preferred Certifications: PMP certification from PMI (or in the process of obtaining one)

Preferred Experience: Minimum of 5 years of project management or leading roles and 15+ years' of Engineering and project experience in US LNG projects. Experience working with operations teams. Experience with FERC and PHMSA regulations for LNG Facilities.

Required Knowledge/Skills/Abilities

  • Ability to coordinate and work on multiple projects at once

  • Strong organization, time management, and attention to detail.

  • High knowledge of Excel and Microsoft suites

HSE Roles and Responsibilities

Support the policies, efforts, and programs of Freeport LNG Health, Safety and Environmental (HSE) Management System. Actively participate in the HSE Management System Policies. Ensure that HSE concerns are given priority in all activities completed within their area of responsibility. Implement routine inspections to ensure safe operating conditions.

  • Possible exposure to constant, or intermittent sounds of a pitch level sufficient to cause marked distraction.

  • Routinely uses standard office and field communications equipment such as computers, phones, photocopiers w/scanner and fax, and radios.

  • Ability to drive to other Company work locations as required.

  • Ability to move throughout all areas of the facility.

  • Stand and/or sit continuously and perform job functions for a full shift.

  • Incumbent required to use hands to finger, handle/feel and reach with hands/arms.

  • Physically able to walk, stand, bend, stoop, kneel, reach, twist, lift, push, pull, climb, balance, crouch, handle and move items weighing up to 20 lbs. without assistance.

  • Visual acuity corrected to perform job functions. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus.

  • While performing the duties of this role, incumbent will be required to talk and hear.

  • May be required to enter confined spaces.

  • May be required to work at elevated heights.
