  • Serves as Project Management Officer for a Program Executive Office, Intelligence, Electronic Warfare and Sensors Product Manager, integrating, leading, and directly controlling the efforts associated with assigned projects. Exercising independent judgment and applying exceptional managerial skills in with product support.

  • Developing plans which affect the organization's long-range goals, objectives, and direction and require an analytical approach in order to forecast future trends and results.

  • Establishes procedures, priorities, and schedules and tasks matrix support elements to accomplish specific project actions.

  • Apply an understanding of positioning, navigation and timing (PNT) and related systems to conduct states of the project/program lifecycle.

Travel Required
25% or less - This position requires business travel to other duty locations approximately 25% of the time.

Specialized experience is defined as performing duties that include: 1) Utilizing project management principles, organizational theory and techniques of analysis/evaluation in support of acquisition product development; 2) Conducting analysis of product development to the areas of acquisitions, testing, and product improvements; and 3) Developing program/project plans, schedules, and cost estimates to support the development and fielding of products. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02/GS-11).

Perspecta is an AA/EEO Employer - Minorities/Women/Veterans/Disabled and other protected categories Responsibilities: Summary: The Project Manager – Watercraft Systems is an exempt management position responsible for execution and management of the Army Watercraft Sample Data Collection (SDC) program. This position requires employee selection and training, work planning, reviewing data quality and completeness, complying with the deliverable schedule, leading, directing, managing, and coordinating personnel and resources to fulfill customer requirements. Essential Duties and Responsibilities: Include the following: * Ensures requirements of the Primary Work Statement (PWS) are met or exceeded for the Watercraft program including induction of required equipment density, data submission timeliness and quality, deliverable reports, staffing workload and completeness of collected data. * Manages all Army Watercraft Data Collection under the SDC Contract and prepares reports, charts, tables, diagrams, and briefings needed to report program progress. * Recommends changes in the level of professional and technical staff required to accomplish defined and anticipated contractual requirements. * Prepares position descriptions, conducts interviews, and selects employees for employment in support of the Watercraft SDC program. * Trains and mentors Watercraft employees to ensure compliance with PWS and SDC program requirements. * Performs quality assurance of all data collected and processed by the Watercraft data collection team. * Provides technical direction to the Watercraft data collection team at one or more CONUS and OCONUS locations. * Develops and maintains the Watercraft data collection training and standardization program to include ensuring currency and accuracy of the applicable portion of the Field Monitor's Guide. * Assures that all Watercraft program process and quality requirements are realistic, recognized and met to ensure timely and complete data submission from field sites. * Balances assets and work levels between sites and coordinates to assist in surges and working backlog, as required. * Adjusts data collection procedures as required to remain up to date with current Army Logistics Information Systems and maintains complete continuity of the Watercraft SDC program. * Creates software and database design requirements needed for Watercraft data collection and review. Recommends enhancements to software and database design to continually improve data quality and completeness. * Coordinates with supervisor, and government contract and technical representative(s) to develop proposed solutions to Watercraft equipment related systemic issues associated with reliability, maintainability, and readiness. * Coordinates with the COR all external Watercraft data support requests that originate outside of customer channels. * Travels to designated project field sites to review internal quality and productivity performance procedures, and ensures all employees follow applicable rules and regulations. * Performs other duties as required to accomplish the SDC mission. Qualifications: Qualifications, Education and / or Experience: * Bachelor's degree in Management, Business Administration, Computer Science or similar with at least eight years of relevant work experience. * At least eight (8) years of Army Watercraft maintenance experience. Experience with the Logistics Support Vessel (LSV) and award of MOS 88L is preferred. * At least three (3) years of comprehensive logistics automation and data collection and processing systems experience. * Experience with The Army Maintenance Management System (TAMMS), the Global Combat Support System – Army (GCSS-A), and the Logistics Information System (LIS) is required. * Extensive knowledge of the Army maintenance system, to include all levels of maintenance, repair and supply procedures, as well as procedures employed by the Army to accomplish Watercraft system maintenance. * Experience in performing analyses, preparing reports and presentations, and briefing results to senior Army officials (Corps, MACOM, Army level) or Army equivalent CEO level. * An ability to effectively communicate with Government and nongovernment employees. * Strong proficiency in Microsoft Office Access, Excel, Outlook, Powerpoint, and Word is required. Reasoning Ability: Ability to apply common sense understanding to carry out instructions furnished in written, oral or diagram form. Must have the ability to deal with complex problems involving several variables in standardized and nonstandardized situations.
