VDOT's Fredericksburg District has exciting an opportunity available in its Preliminary Engineering Department. We are seeking qualified candidates to fill a Project Management Engineer vacancy. This position is responsible for overall project management to include planning, organizing, monitoring, and directing work activities and resources necessary to complete assigned projects. They manage projects to be consistent with established processes, schedules, budgets, design criteria, standards and specifications, and ensure projects are on-time and on-budget.

This position will manage projects in the preliminary engineering phase which involves taking a project from a concept level to final design plans for construction. Additionally, they navigate processes and approvals to prepare a project for construction. This position does not manage projects during the construction phase.

Required skills for job & position:

  • Knowledge of the principles and practices of transportation project management and

transportation project engineering

  • Skill in the use of computers and software applications to include MS Office, project

management and engineering software programs

  • Ability to manage multiple projects and priorities with competing deadlines and limited

resources

  • Ability to interpret technical data and prepare and maintain detailed reports

  • Ability to establish and maintain effective working relationships with others

  • Skill in contract management, change management, and team leadership

  • Ability to apply engineering principles and practices

  • Ability to enforce and demonstrate safety behaviors, as well as advocate and practice safety

in everyday work activities

  • Knowledge of civil engineering principles as they relate to roadway design and Standard

Design technical knowledge

  • Ability to investigate and resolve design issues

  • Ability to read and understand highway construction plans

  • Ability to communicate effectively orally and in writing with diverse groups

  • Knowledge of roadway design criteria, construction methods, standards, specifications and

materials to include VDOT road and bridge specifications and standards

  • Ability to provide detailed reports on review findings

  • Knowledge of VDOT, state, and federal policies and procedures relating to transportation

engineering

  • Ability to understand and apply advanced engineering and planning principles and practices

to a variety of transportation engineering and construction projects and planning design

programs

  • Knowledge of transportation project development process, project integration on complex

projects, and associated regulatory, financial, and legal constraints

  • Ability to negotiate outcomes and work with diverse customer groups

  • Knowledge engineering specifications and standards

  • Knowledge of project management procedures and principles

  • Skill in providing and promoting good customer service to internal and external customers

  • Ability to draw rational conclusions and develop solutions from analysis; make independent

decisions; and manage multiple assignments

Minimum Qualifications

  • Skill in contract management and change management

  • Skill in the use of computers and software applications

  • Engineering experience related to transportation design, construction, and the project

development process

  • Ability to communicate effectively orally and in writing to include presentation skills

  • Ability to investigate and resolve design issues

  • Knowledge of the principles and practices of transportation project management and project

engineering

  • Knowledge of roadway design criteria, construction methods, standards, specifications and

materials to include VDOT road and bridge specifications and standards

  • Ability to plan, coordinate and manage multiple projects and contracts

Additional Considerations

  • A combination of training, experience, or education in civil engineering or related field

desired

  • Professional Engineering license or Engineer in training certification

  • Certification as Project Management Professional

  • Experience in roadway project management and design

This position is classified as "designated" to emergency operations and may be required to work outside of normal work hours, on weekends and holidays during emergency situations which may include but are not limited to inclement weather, disaster response and emergency operations to ensure the safety of the traveling public.
