About the Job:
SC Housing has partnered with SCDOT in a new and exciting way!
Because of the I-526 widening project scheduled to start in and around Charleston and North Charleston in the coming years, SC Housing will be assisting SCDOT with the creation of new homes- both apartments and single-family housing. The successful candidate for this Project Manager position will spearhead the efforts on behalf of SC Housing, through the construction, sale and mortgage financing for Single Family Housing. The Project Manager will be responsible for research, outreach and development of Requests for Proposal (RFPs) to procure the appropriate partners and vendors to complete the project, pursuant to the agreement in place between SC Housing and SCDOT.
The Project Manager will also partner with other SC Housing team members in offering technical and financial assistance for SCDOT's Environmental Justice - First Time Homebuyer and Financial Literacy Programs, such as offering information to SCDOT on lending partners eligible to participate in the First Time Homebuyer Program, along with providing program information to displaced individuals and members of the community who may be interested in homeownership. Additionally, the Project Manager will facilitate technical support with drafting restrictive covenants to ensure affordability for low-income individuals and families.
Minimum and Additional Requirements
Agency Minimum Qualifications*:
A bachelor's degree in business, public administration, accounting, finance or a related field of study and ten (10) years of full-time experience in the administration of federal grants, housing subsidy programs, housing management, housing construction, housing finance, real estate, mortgage industry and/or other housing related field. A minimum of four (4) years of project/program management experience which may be concurrent with professional experience.
Additional Requirements:
Knowledge of project management principles and methodologies.
Knowledge of and ability to interpret laws, regulation policies, and procedures relevant to grant or project/program management.
Plan and organize work activities and prioritize task completion to meet schedules and deadlines.
Conceptualize needed change and to initiate appropriate activities to move from concepts to implementation.
Extensive computer skills with proficiency in all Microsoft products, ability to perform high level functions in MS Excel, such as spreadsheet design/layout and basic formulas, design presentations, and prepare reports.
Ability to establish and maintain effective working relationships with department staff, coworkers, external partners, and customers with a wide range of experience.
Exceptional written and verbal communication skills including the ability to write letters and other business-related documents that are professional in appearance and content.
Must possess strong analytical skills, be detail oriented and have the ability to maintain organized, accurate, and updated files.
Ability to work independently and communicate effectively with SC Housing staff, organizational leaders, elected officials and/or the general public.
Ability to resolve conflicts quickly and professionally in order to produce a solution that all parties can agree to.
Ability to multi-task and manage time effectively, prioritize tasks, and process time sensitive materials in a fast-paced environment.
Ability to exercise judgment and discretion to make sound decisions supported by facts.
May include overnight travel and flexible outside of business hours.
Must be able to lift and carry files, books, and reports weighing up to 20 lbs. Must be able to perform filing, desk work, and operate general office equipment. Must be able to sit or stand for prolonged or intermittent periods of time while sharing, gathering, or presenting information to other staff members or external parties. The employee must be able to perform these tasks with or without reasonable accommodations. Preferred Qualifications
Master's degree or higher
Working knowledge of state and federal housing programs
Experience in data analysis and budget management
Consulting experience, with a focus on operations management
Proven success in a project coordination role
Nimble business mind, focused on developing creative solutions
Strong project reporting skills with a focus on interdepartmental communications
