The Public Works Department is actively seeking a Project Inspector - Landscape.

This is technical work inspecting contracted services and various types of landscape construction projects to ensure compliance with the City of Jacksonville standards and contract specifications. The work requires knowledge of contract administration and the techniques, methods, practices, and procedures used in maintenance and construction of various types of projects which is usually gained through experience. Contacts with citizens and contractors require courtesy, tact, and skills in understanding and influencing people to resolve maintenance and construction problems and complaints. The work is standardized with specific procedures and specialized standards, because of changing priorities or different situations, the employee has the latitude to consider which of the many procedures or standards should be followed and in what sequence. The work is performed in the field where there are some risks and hazards, but they are known, predictable and controllable. The physical demands consist of walking, standing, sitting, and bending, and exposure to dust, dirt, and other unpleasant conditions. Operates standard office equipment such as computers, copiers and fax machines and must be capable of operating PH meters, soil probes, diameter tapes, measuring wheel, radios, and a motor vehicle. The work is performed under general supervision where the work assignments are varied, and latitude is permitted to set one's own priorities subject to superior's approval.

Examples of Work

  • Inspects contracted services work and various types of construction projects along with in house landscape and mowing services to ensure compliance with the City of Jacksonville standards and contract specification.

  • Inspects vegetation projects that include public landscaping and renovations to ensure compliance the City of Jacksonville standards and contract specifications.

  • Assists in planning and organizing the work of contractors performing landscape maintenance in public areas.

  • Administers routine maintenance and weed control contracts.

  • Inspects and diagnoses problems in the public landscape and recommends solutions.

  • Orders removal of defective work and requires proper re-installation.

  • Verifies materials used by contractors for compliance with proper specifications.

  • Ensures proper execution of construction plans.

  • Maintains a daily log of all jobs inspected.

  • Investigates and resolves complaints (CARE) concerning landscape maintenance, mowing and landscape and turf renovation projects.

  • Measures quantities and certifies contractors' pay requests.

  • Estimates costs for equipment, materials and services.

  • Operates a computer to establish and maintain records.

  • Performs related work as required.

Knowledge, Skills and Abilities

  • Knowledge of the City of Jacksonville standards and contract specifications.

  • Knowledge of methods, practices and procedures of contract administration.

  • Knowledge of the techniques, methods, practices, and procedures used in the construction of various types of landscape and turf renovation projects.

  • Knowledge of horticulture, arboriculture techniques, methods and procedures.

  • Knowledge of insect and plant disease life cycles.

  • Knowledge of integrated pest management practices.

  • Knowledge of the methods, practices and procedures used in weed control.

  • Knowledge of plant and pest identification, plant nutrient requirements and industry standard plant health guides.

  • Ability to inspect contracted services and various construction projects to adhere to specifications.

  • Ability to read, understand and interpret landscape and irrigation plans.

  • Ability to investigate and resolve CARE issues.

  • Ability to perform mathematical computations.

  • Ability to operate a computer and digital camera.

  • Ability to communicate effectively, orally and in writing.

  • Ability to operate a motor vehicle.

Open Requirements/Supplemental Information

  • A four (4) year combination of education and experience in landscape maintenance inspection or landscape construction.

  • Agricultural Chemical experience - preferred.

  • ISA certification - preferred.

  • Supervisory experience - preferred.

LICENSE/CERTIFICATION/REGISTRATION:

  • A valid driver's license is required prior to appointment and must be maintained.

  • Must meet standards to obtain a City of Jacksonville Public Driver Certification.
