Aquatech has an immediate need for a full-time Project Engineering Manager to work in our Canonsburg, PA office. The hours are Monday - Friday 8:00 am to 5:00 pm. The Project Engineering Manager will report to the VP of Projects and will perform the duties described in the job description below and will be considered an Exempt employee.

The ideal candidate will oversee engineering project management work for major projects; and performs related work as required, be responsible for supervising the design, construction and start-up of major projects, and planning annual budget. This candidate must also have experience in a project-related industry.

Minimum Qualifications / Experience:

  • Bachelor of Science Degree in Engineering

  • Six (6) or more years of experience, progressively responsible engineering experience

  • Three (3) years of lead experience directing the work of others in the field

  • One (1) year of supervisory experience.

  • Prior water/wastewater infrastructure project experience preferred.

  • Understanding of regulations governing the operation of water facilities, water treatment processes, environmental regulations, and workplace safety; engineering project management methods and techniques.

  • Experience in budget administration; principles of employee supervision and personnel management; modern office practices, methods.

  • Knowledge of computer equipment and applications related to the work, including Microsoft Office, word processing, database, and spreadsheet software.

  • P6 scheduling software experience preferred.

Job Description

  • Prepares monthly project report summaries for management.

  • Supervises engineering review proposals; after budget approval, assigns projects to engineering staff; sets priorities, and adjusts workload accordingly. Pre- and post-contract engineering coordination/supervision

  • Prepares and updates project engineering procedures including a description of the project administration process and contract documentation guidelines; ensures projects are implemented in accordance with purchasing, Request for Proposal (RFP), and contracting procedures.

  • Provides technical oversight and coordination of project engineering work; through project coordination meetings and other means, monitors progress against project schedules and budgets; reviews project design for compliance with engineering principles, contract requirements, and related specifications; recommends allocation of resources as required to accomplish goals.

  • Collaborates with other divisions to address water system capital needs, challenges, and opportunities; communicates activities related to capital project execution, technical developments, scheduling, and engineering design issues.

  • Reviews inspection reports and assists in resolving field construction problems; authorizes or recommends change orders and claims resolution.

  • Attend customer meetings as required.

  • Represents Aquatech in construction contract dispute resolution meetings.

  • Monitors engineering aspects of facility start-ups; ensures project start-up plans and required documentation are completed and coordinated with Operations and Maintenance Department personnel.

  • Provide status, control, progress reporting support services on projects, and project schedules per project requirements.

  • Manages developing, negotiating, and administrating construction contracts and consultant agreements.

  • Monitors progress and performance of projects; evaluates and approves changes that substantially impact the scope, budget, and schedule of the projects.

  • Interviews and hires new staff; prioritizes, assigns, and reviews work, approves time off for payroll purposes; prepares employee performance evaluations; monitors and participates in employee relations activities within the department.

  • Work autonomously without constant guidance

  • 10% domestic and international travel will be required

  • Other miscellaneous duties or responsibilities as assigned to support the operations of the department or the company

Skill Requirements:

  • Ability to plan, organize, and direct an effective project engineering program; apply

engineering principles and techniques to the solution of engineering problems; review alternatives.

  • Understanding of engineering processes and calculate life cycle costs; prepare engineering specifications, requests for proposals, contract documents, and design drawings; plan, assign.

  • Supervise the work of subordinate staff; present technical information to non-technical audiences.

  • Maintain detailed and accurate records; prepare clear and concise written reports; operate modern office equipment. Including but not limited to computer equipment and specialized software applications programs.

  • Communicate clearly and concisely, both orally and in writing; establish, maintain, and foster positive and effective working relationships with those contacted in the course of work.

  • Strong time management and organizational skills.

  • Must possess a valid driver's license and have a satisfactory driving record.
