Northrop Grumman Aerospace Systems has an opening for a Project Engineer Level 5 to join our group of qualified, diverse individuals. The position will be located in Palmdale CA.

The role requires strong leadership and communication skills and the ability to build strong working relationships across a multi-disciplined organization and team.

Candidate will oversee and manage all aspects of ongoing projects and serve as liaison between program leadership and the project team.

Travel up to 10% will be required.

Essential Functions:

  • Responsible for leading multiple projects for a wide range of technologies that are in various stages of development and implementation

  • Own the overall technical quality and performance, budget (cost), and schedule for the engineering content of the assigned programs

  • Prepare and brief status of projects to leadership and the Government customer

  • Identify risks and opportunities, and assess and resolve issues to meet project goals and objectives

  • Coordinate the preparation of proposals, proposal work statements and specifications, and proposal task assessments. Participate in the negotiation of contracts and contract changes.

  • Act as primary customer contact for program activities, leading program review sessions with customer

  • Serve as the interface between the IPT Lead, Engineering Leads, and Engineering Discipline/Department Managers to coordinate staffing requirements and ensure proper skill mix to support program activities

  • Mentor junior technical contributors

Basic Qualifications:

  • Active in-scope DoD Secret clearance (background investigation no more than five years old), and must be able to obtain and maintain special program access

  • BS STEM degree

  • Excellent communication (written and verbal) and interpersonal skills

  • Project Management experience with Earned Value Management Systems (EVMS), proposal estimating, risk management, and maintaining an Integrated Master Scheduling (IMS)

  • Experience with generating or reviewing cost estimates/basis of estimates (BOEs)

  • Must be proficient with Microsoft Office Tool suite (Word, Excel, PowerPoint)

Preferred Qualifications:

  • An active in scope DoD Top Secret clearance (background investigation no more than five years old)
  • Current access to SAP/SAR programs
  • MS STEM degree with 7 years experience

In doing so, this will help to ensure any issues with regard to maintainability are identified and communicated early on in the process to the team. By involving ILS LO Maintainability Engineering during the inception phase, the concerns raised and recommendations made by ILS, will help provide team members with common concerns of the customer/maintainer. By addressing these issues in advance, this will help to ensure the customers' concerns have been engineered into the process, this is important whenever program status reports, technical interchange meetings (TIM), or any fact-finding investigations required. Maintainability Predictions an Integrated Logistics Support (ILS) Low Observable (LO) Maintainability Engineer will help to provide team members input regarding LO applications for maintenance significant impact. Issues such as ease/difficulty of LO applications, new materials/equipment, and deployment footprint impacts will be the primary focus. The LO Maintainability Engineer will review manpower and personnel considerations regarding maintainer skill level, maintenance man-hour per flight hour (MMH/FH), and cure cycles to include facility requirements. Maintenance Impact to Tech Orders an Integrated Logistics Support (ILS) Low Observable (LO) Maintainability Engineer will provide feedback to team members concerning any potential impacts to the Technical Orders (TO). The LO Engineer will research/provide any TO procedure information as needed for current process considerations regarding field maintenance requirements such as periodic inspections and provisioning. Basic Qualifications: * Bachelor's Degree and minimum of 9 years of Low Observable or aircraft maintenance experience or a Master's Degree and 7 years of Low Observable or aircraft maintenance experience. * Current active Department of Defense Secret Clearance with an investigation within the last 6 years and the ability to obtain B-2 program access as required. Preferred Qualifications: B-2 aircraft experience, or prior LO maintenance experience on legacy platforms. Advanced LO application, composite and structures experience, prior military experience, and working knowledge of engineering tool CATIA.
