Responsibilities

Noblis is seeking a Project Engineer with a Top Secret SCI w/ CI Poly clearance in Chantilly, VA

You will join a highly functioning SETA team that supports the government in national systems acquisition, development, and sustainment. You will advise the government customer in areas of updating and integrating national SIGINT capabilities. You will work with technical team members to perform strategic planning of future program efforts that relate to national systems. Your efforts will be critical in the overall management of the programs system acquisition, development, and sustainment. You will work with all stakeholders to ensure all support requirements are met within schedule and budget. You will also work to review and write technical documents and recommend design changes and integration criteria. You understand the current and emerging client space to evaluate and apply practical and innovative concepts and methodologies to solve difficult problems. As a part of the Noblis team, you make recommendations to improve standard practices, procedures, and tools.

Day to day responsibilities include:

  • Serve as program support to the government Program Manager (PM) with responsibility for technical knowledge of the assigned groups and programs/projects, maintaining awareness of government organizational policy that may impact program capabilities and form courses of action with recommendations for leadership

  • Support the PM in multiple areas which include analytic support, technical analysis, user requirement management/development, architecture, and customer outreach and support

  • Other responsibilities include administrative and technical support to the Government leadership team, cross office coordination, external mission partners and other DoD/IC customers

  • Perform data analysis and provide products to support presentations and demonstrations of operational tools and capabilities to DoD and Intelligence Community senior leadership and decisionmakers

  • Conduct thorough research and apply intelligence discipline knowledge in the recommendation for improvements to program capabilities

  • Plan, organize, and conduct thorough evaluation of new capabilities (software/hardware) and form recommendations for Government leadership

  • Plan, organize and develop user training to support program capability end users

  • Assist in the development/improvement of program/system documentation, operational concepts, lessons learned and maintain an organized system of records

  • Travel to geographically dispersed areas to support system fielding, upgrades, and training

  • Respond to Government directed requests for information (RFI) in a timely fashion with accurate information that includes citing sources.

Required Qualifications

  • Must possess an active TS/SCI security clearance with a Counter-Intelligence Polygraph

  • Bachelor's degree and 3+ years of professional experience; OR, High School equivalent and 9+ years of experience.

  • 5+ years of experience in the field of Signals Intelligence (SIGNT)

  • 3+ years of experience specialized on Electronic Intelligence (ELINT)

  • Experience with SIGINT exploitation tools (e.g. GALE) and TTP's using such tools

  • Experience in the utilization of IC enterprise database and reference resources used for emitter evaluation

  • Experience with setup, teardown, and operations of system hardware that includes radio frequency (RF) communications equipment

  • Experience with Communications Security (COMSEC) and Controlled Cryptologic Items (CCI)

  • Experience in test & evaluation as a test lead, test case developer, test, quality assurance, and/or quality control participant

  • Experience with Concept of Operations (CONOP) development

  • Knowledge of Intelligence Oversight (IO) policies that govern SIGINT

  • Ability to problem solve in a rapidly changing environment and interface with the customer daily

  • Ability to research, build and present technical reports, whitepapers, briefings and/or intelligence reports with specific knowledge of SIGINT

  • Track and respond to office tasking, build and present program briefings, and update project schedules and calendars

  • Self-motivated, able to work independently, and able to take initiative without always being directed

  • Possess excellent writing and verbal communication skills as well as the ability to manage multiple customer requests simultaneously

  • Must be able to demonstrate excellent relationship building and management skills

  • Must be able to travel

Desired Qualifications

  • Master's Degree

  • Experience in Project and Acquisition Management and applying project engineering techniques

  • Experience with Army TENCAP SIGINT systems is preferred

  • Experience with national systems ground tasking, collection, and processing-Knowledge of other (non-SIGINT) intelligence disciplines and strategies for the use of mulit-INT applications

  • Knowledge of Intelligence Community (IC), member organizations, and general roles & responsibilities

  • Basic knowledge of Artificial Intelligence (AI)/Machine Learning (ML) fundamentals and implementation-Advanced skills in writing, reviewing and editing of technical reports, statements of work, white papers and other technical and programmatic documents

  • Willingness to learn next generation technologies and innovative techniques

  • Excellent interpersonal skills and the ability to summarize and brief senior level Government leaders, civilians and military officers

Salary at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, and clearance level, as well as contract-specific affordability and organizational requirements and applicable employment laws. The projected compensation range for this position is provided within the posting and are based on full time status. Part time staff receive a prorated salary based on regularly scheduled hours. The estimated minimum and maximum displayed represents the broadest range for this position (inclusive of high geographic and high clearance requirements), and is just one component of Noblis' total compensation package for employees.

USD $85,600.00 - USD $149,800.00 /Yr.
