About this Opportunity

Develops and directs the development of engineering plans, reports and studies. The Project Engineer I classification is distinguished from the Project Engineer II classification by the limited complexity and diversity of engineering plans and reports developed by individuals in this classification.

Essential Job Duties & Responsibilities

Project Engineer I:

  • Develops engineering designs of public works construction projects

  • Develops project cost and materials estimates for current and projected public works activities

  • Develops engineering and construction project specifications defining project needs and parameters

  • Determines project surveying needs and coordinates requirements with survey and design personnel

  • Determines project right-of-way and property acquisition needs and requirements and develops accompanying legal descriptions

  • Reviews and recommends approval or modification of consulting engineering designs, plans and specifications for departmental projects

  • Conducts feasibility studies and field reviews of current and proposed projects to evaluate project need, determine parameters, recommend design features and modifications and prepare preliminary project costs

  • Coordinates utility relocation, easement and construction activities with utility representatives

  • Prepares bid documentation and obtains required construction permits;

  • Serves on ad-hoc committees as required

  • Develops and delivers presentations and attends meetings, conferences and workshops

  • Performs related work as required

Project Engineer II:

  • Develops engineering designs, plans, specifications and contracts for the construction of public works projects

  • Evaluates project requests, develops options and recommends engineering actions

  • Collects and analyzes data and develops construction and engineering reports for current or planned public works projects

  • Prepares and submits grant applications and coordinates with funding agencies

  • Negotiates contracts for and reviews and manages the development of consulting engineering designs, plans and specifications

  • Prepares and reviews bid documentation, agreements, and documents for City Council

  • Coordinates utility relocation, easement and construction activities with utility representatives

  • Leads pre-construction meetings

  • Provides direction to other Engineering staff

  • Conducts field reviews of current and proposed projects to determine project scope, needs and projected resources

  • Performs related work as required.

Project Engineer I:

Required Education and Experience

  • Graduation from an accredited college or university with a Bachelor's Degree in civil engineering or related field and 5 years of experience in public works project engineering design and construction; or

  • An equivalent combination of education and/or experience

  • Excellent written, verbal and interpersonal communication skills

  • Proficiency with Microsoft Office

  • Ability to work collaboratively with a diverse population

Required Licenses or Certifications

  • Licensure as a Professional Engineer issued by the State of Iowa or if issued by another state, the ability to obtain within 6 months.

Project Engineer II:

Required Education and Experience

  • Graduation from an accredited college or university with a Bachelor's Degree in civil engineering or related field and 7 years of experience in public works project engineering, design and construction; or

  • An equivalent combination of education and/or experience

  • Excellent written, verbal and interpersonal communication skills

  • Proficiency with Microsoft Office

  • Ability to work collaboratively with a diverse population

Required Licenses or Certifications

  • Licensure as a Professional Engineer issued by the State of Iowa or if issued by another state, the ability to obtain within 6 months.

Desired Qualifications

  • Experience in design and project management of significant capital improvement projects.

Work Schedule

Monday-Friday 7:30am-4:30pm

Annual Salary Ranges

  • Project Engineer I: $80,870.40- $109,137.60

  • Project Engineer II: $86,548.80- $116,833.60
