Job Summary / Purpose

Golden Pass LNG, a joint venture of QatarEnergy & ExxonMobil, has an exciting opportunity in Engineering at our Sabine Pass, TX location (approximately 10 minutes from Port Arthur, TX). We are looking for team members that have a proven track record of providing support, have strong intrapersonal and communication skills, and are self-motivated and self-directed to be a part of our transformation from an import facility to the premier LNG exporter in North America.

The Project Engineer is responsible for developing and executing projects including but not limited to new Golden Pass facilities, existing facility modifications, maintenance replacement projects, and Turnaround projects.

The Project Engineer will be responsible for coordinating the design, fabrication and installation of a project while maintaining the highest standards of safety and environmental integrity. Additionally, the Projects engineer will coordinate interfaces between the 3rd party Contractors and Golden Pass Functions (Engineering, Operations, Maintenance, Turnaround Planning Team, Regulatory, etc.).

Due to the anticipated variability in Project Spend, the Project Engineer (in coordination with the Projects Supervisor) will need to monitor resource requirements for future activities and ensure the company is taking appropriate steps to staff the Projects Organization with employees, hat contractors, and support EPC organizations accordingly.

Essential Duties / Functions

  • Responsible for execution projects to achieve compliance with applicable laws, regulations and standards.

  • Maintains protection of environment and the health and safety of employees, contractors, and the community as highest priority. Actively engaged in SSHE reviews, site observations, permit audits and inspections as required during field execution.

  • Implements Project Management Process on all Projects, scaling requirements as appropriate based on scope of each project and as agreed with Project Gatekeeper.

  • Works with Project owner and other stakeholders to define Project scope and requirements according to specifications. Leads development of Project deliverables; Project Plans, Basis documents, Cost and Schedule estimates, etc., that support progression through staged gate Project management system.

  • Develops gate approval materials; presentations, funding material, etc., to provide project status and support management decisions.

  • Communicates directly with materials and service providers to specify, obtain quotes, and follow up on purchases of equipment and services. Coordinate development of cost and schedule estimate for the Project based on vendor information and market conditions.

  • Support the work program and budgeting process by providing expenditure profile for ongoing & upcoming projects to develop annual budgets. Support monthly cost reporting with accurate cost performance analysis, including, actuals, accruals, etc.

  • Assembles specifications, procedures, scope of work, and other required documentation into bid packages. Works with Supply Chain Services to coordinate bid issuance, evaluation, and award.

  • Coordinates interfaces between Contractors and other 3rd parties and Golden Pass functions (Engineering, Operations, Maintenance, Turnaround Planning Team, etc.) to ensure timely review and responses to queries, deviation requests, change proposal requests and change orders, etc., and incorporate changes into the project documents.

  • Ensures all modifications are accurately documented, incorporated into the master set, and released back to Operations in a timely manner. Interface with MOC and Document Control organization to implement document interface process with Contractors and ensure that all Project Deliverables are aligned with Golden Pass MOC Standards.

  • Ensures projects are scoped and executed according to Golden Pass Quality Standards.

  • Participates in and ensures that the appropriate personnel are engaged in the required project reviews; HAZOP's, SIL studies, Independent Project Reviews, Cold Eyes Reviews, Constructability Assessments, 3D Model Reviews, Factory Acceptance Tests, Performance Tests, Pre-Startup Safety Reviews, etc.

  • Ensures pre-commissioning and commissioning of project facilities, participation of required discipline in walkdowns, timely closure of punchlist items, and seamless handover to Operations.

  • Leads lessons capture and dissemination sessions for each Project and supports Project process and procedure improvements by providing feedback to Project Execution and other Operations Integrity System Leads.

  • Manages project staffing and ensures on-boarding and demobilization per approved plans.

Qualifications

Minimum Requirements

Minimum education required of the position:

  • Bachelor's degree in Chemical, Mechanical, Civil or other Engineering or a Project Management Degree

Minimum experience required of the position:

  • Minimum of 10 years of related experience in an industrial setting (LNG, Refining, Petro Chemical, etc.) in engineering or operations.

  • Working knowledge of plant installations and specifications with experience in accepted industry procedures, safety, and environmental policies.

  • Experience with cryogenic refrigeration, gas processing, and/or steam preferred.

  • Experience as Project Engineer for full life cycle of a project (CAPEX of $1M+)

Minimum knowledge, skills and abilities required of the position:

  • Project Management

  • Project development, contracting, execution and closeout / transfer to operations.

  • Planning and budgeting

  • Turnaround planning and execution.

  • Demonstrated knowledge of mechanical and piping in a plant environment during engineering, construction, commissioning phases leading to operational readiness.

  • Acute sensitivity to safety issues and precautions in a hazardous operating environment.

  • Ability to apply written specifications to design, procurement, execution, and quality.

  • Demonstrated ability to handle multiple projects simultaneously.

  • Excellent leadership and teamwork skills.

  • Analytical thinking and problem solving.

  • Adaptability to changing priorities and effective / efficiency goal achievement.

  • Exceptional written, verbal, and interpersonal communication skills.

  • Knowledge of project cost estimating and scheduling techniques

  • Organized, planning skills, able to manage multiple activities and programs in timely fashion and with a high degree of accuracy, able to meet work deadlines.

  • Exceptional computer skills, including Microsoft Office Suite including Word, Excel, Access, Project and PowerPoint, P6, and Smartsheet.

Any certificates, licenses, etc. required for the position.

  • Must maintain a Transportation Worker Identification Credential (TWIC) card in good standing status

  • State issued Current and Valid Driver's License

  • Office and Normal field environment

  • Operating equipment at hot and cold temperature and low and high pressures. Combustible and flammable process fluids

  • Able to wear all necessary PPE equipment to perform job function
