Job Responsibilities

This position is accountable for the supervision of staff engaged in the preparation of contract plans and specifications for transportation infrastructure improvements and the quality assurance of such plans and specifications.

This position reports to the Studies and Plans Engineer. Reporting to this position are the Senior Design Squad Leaders, the Design Squad Leaders, and the Studies and Plans Unit Chiefs.

This position functions within the framework of both short- and long-range transportation facility improvement programs. These programs are necessarily flexible because of changing priorities and/or emergency and special legislative programs. The geographic area within which this position operates encompasses a nine-county area which is largely rural but does contain several highly urbanized areas. Staffing levels within this section are subject to seasonal fluctuations characterized by significant increases during the winter months. Because of these variables, the incumbent must plan and schedule work well in advance but must be able to shift priorities in order to complete the design and plan preparation for all projects proposed for a scheduled contract letting.

Typical problems faced by the incumbent include reviewing plans, specifications, and estimates for completeness, accuracy and uniformity, and compliance with design policies, design standards and principles. The greatest challenge of this position consists of coordinating the activities of staff who are involved with several diverse projects to ensure that designs are completed in an accurate and timely manner in accordance with a predetermined timetable.

The incumbent personally plans and schedules the detailed design and plan preparation activities of squads in accordance with the transportation improvement program. Coordination with other district bureaus is required to obtain and relay required information. This position assigns, trains, motivates, directs, and evaluates staff. The incumbent reviews the progress of each design squad, checks on proposed solutions to design problems, and is responsible for the overall design of projects. This position supervises the review of the detailed design plans and specifications submitted by consultants. The incumbent coordinates right of way needs with the Land Acquisition Section and coordinates geotechnical information with the district Bureau of Project Implementation.

The incumbent supervises up to five Studies and Plans squads. These squads do the detailed design and preparation of plans and specifications for the construction, reconstruction, rehabilitation or resurfacing of transportation facilities. This work includes the determination of lines and grades, the design of culverts and storm sewers, pavement designs, computation of quantities, traffic management plans, special provisions, and engineering drafting.

The incumbent is given wide latitude for monitoring the day to day functioning of the squads. Standard design policies are followed whenever possible. In case standard design policies are not applicable, the incumbent and staff investigate alternate designs for practicability, safety, and economy and make recommendations to the Studies and Plans Engineer. The Studies and Plans Engineer is consulted on special problems for review and approval of final plans and specifications. The incumbent makes and reviews annual evaluations, recommends staffing needs, promotions, and disciplinary actions for staff.

The most significant contacts made by the incumbent are within sections of the Bureau of Program Development district for coordination of surveying, right of way needs, cost estimates, utility adjustments, permits, and agreements. The incumbent has significant contact with the district Bureau of Project Implementation for coordinating geotechnical information and the district Bureau of Operations to obtain signing and signal information and information regarding existing field problems. Additional contacts are with consultants to check progress and review plans and specifications and with the Federal Highway Administration (FHWA), county and local municipal officials, contractors, and private parties to provide information regarding highway improvements. Travel within the district will be required occasionally.

The effectiveness of this position is measured by the timely submission of clear, concise, and accurate contract plans, specifications, and estimates for well-designed transportation infrastructure improvements so that the contracts may be let on schedule.

Principal Accountabilities

  • Ensures accomplishment of the district's annual program by developing schedules and setting priorities for all projects within the section to facilitate compliance with both the annual and multi-year programs.

  • Reviews and determines the completeness, conformance to policies and the overall design engineering of transportation infrastructure improvement plans prepared by staff and consultants.

  • Coordinates activities of staff with other district Program Development sections and other district bureaus to ensure timely completion of projects. Informs Studies and Plans Engineer on status of projects.

  • Negotiates agreements with consultants and monitors progress and quality of work.

  • Supervises, trains, and motivates staff.

  • Makes public presentations, attends meetings with squads and individuals to provide information and answers questions regarding specific design projects.

  • Performs duties in accordance with departmental safety policies. Performs all duties in a manner conducive to a fair and equitable treatment of all employees.

  • Performs other duties as assigned.

Qualifications

Position Requirements

  • Current registration as a Licensed Professional Engineer in the state of Illinois.

  • Five years of experience in civil engineering.

  • Valid driver's license.

  • Occasional districtwide travel.

  • Ability to successfully pass a background check.

Position Desirables

  • Ability to supervise the preparation of complete engineering plans and specifications.

  • Knowledge of the policies and procedures that govern the design of highway projects.

  • Ability to analyze and solve highway engineering problems.

  • Strong oral and written communication skills.
