American Water is consolidating employees based at multiple sites in southern New Jersey into one Corporate Headquarters location in Camden, New Jersey for a greater sense of community, efficiency and collaboration. More than 600 people from each of the four existing buildings will move in a phased approach beginning in early October and continuing through November. Positions posted in Voorhees, Mount Laurel, and Cherry Hill, NJ will ultimately be based in Camden, NJ.

Primary Role

Undertakes assignments and activities related to the development of water and wastewater infrastructure projects including preparation of feasibility studies, acquisition of permits, and design of facilities. Typical projects include, but are not limited to, potable water wells, treatment facilities, storage tanks, and water distribution systems along with sewers, pumping stations, septic systems, and wastewater treatment facilities.

There are two Project Engineer positions available in this group.

Key Accountabilities

  • Performs engineering calculations, contributes to the preparation of engineering and project reports, conducts field investigations, develops engineering cost estimates and prepares design sketches and drawings, all under the supervision of a managing engineer. (30%)
  • Monitoring and managing budgets and schedules for several medium to small Capital Investment Projects and programs of moderate scope and complexity. (20%)
  • Delivery of assigned Capital Projects in accordance with policies and procedures set for in the Capital Investment Management (CIM) system to meet asset needs. (15%)
  • Asset Owner satisfaction in accordance with the scope of work agreed upon for each project. Interacts with Operations personnel to ensure project delivery program meets operations needs and is coordinated with operations personnel on operational impacts related to project delivery program. (15%)
  • Provides limited assistance in the development of new business documents and proposals. (10%)
  • Prepares portions or entire project reports/designs for project manager. (10%)

Knowledge / Skills

  • Demonstrated competency of engineering practices related to planning, design, and construction of water/wastewater facilities, engineering and utility economics, contract administration and construction technology.

  • Working knowledge of regulatory developments, new technology and current trends in water/wastewater, developer services and engineering economics.

  • Knowledge of applicable safety and environmental regulations, federal and state water quality and design regulations and technical standards.

  • Applicable knowledge of water resources industry, business and environmental regulatory field.

  • Ability to effectively interact with colleagues, governmental agencies, consultants and the general public.

  • Leadership ability and interpersonal skills (tact/diplomacy, persuasion, cooperation and ability to motivate others).

  • Solid verbal and written communication skills (e.g., presentation, listening, report writing.)

  • Detail oriented to conduct through analysis and evaluations, render and implement timely decisions and recommendations.

  • Computer literacy. Competent in the use of word processing, spreadsheet, flow-charting, project scheduling.

  • Financial analysis skills, including budget management and basic accounting knowledge.

  • Professional Engineering (PE) license preferred, EIT (or ability to pass within 6 months).

Travel Requirements
20% In-State Travel to support business requirements as necessary.

The Project Engineer is also responsible for scope development, initiating material procurement and engineering contractor oversight throughout the project life-cycle to maximize benefit, minimize cost and reduce risks. * We anticipate filling this position locally, therefore it is not eligible for cross-border or domestic relocation programs. Responsibilities * Conduct initial project feasibility studies, cost estimating, project risk analyses, and conceptual, preliminary and detail design work; * Partners with Operations, Technical Services, and the Project Manager to perform alternative analysis; * Develop draft project Design Basis Memorandum (DBM) and engineering scope of work; * Secure engineering contractor(s) through selection process, contract development and award; * Develop consistent project cost estimates using established guidelines with solicited input from key Company and third party stakeholders; * Plan and coordinate engagement of internal stakeholders including operations and engineering to provide input to and review of engineering deliverables; * Collaborate and provide engineering support to Project Stakeholders (Land, Environmental, Air, Operations, Technical Services Engineering, etc.); * Facilitate project design reviews with Project Stakeholders during FEED and detailed engineering Review engineering contractor invoices and change order requests; * Oversee 3rd party engineering to ensure work is executed and managed in accordance with approved plans, contracts, schedules and budgets; * Collaborate with internal drafting and design team to develop, review, and approve engineering deliverables, when necessary; * Support project bid-meetings; * Establish strategic direction around facility and pipeline engineering specific to FEED work; * Collaborates with Construction, Environmental, Land and Project Management to identify feasible project workspaces; * Schedule and participate in meetings to discuss Process Hazard Analysis (PHA); * Provide procurement support to include: * Engineering & Material Procurement Plan; * Material Requisition package review and approval; * Technical and Commercial bid tab review and approval; * Purchase Requisition package review and approval; * Approval drawing review and approval; * Updating material tracker; * Validate material purchase acknowledgments; * Qualification of suppliers; * Work with project controls to update engineering and material monthly forecasts; * Assist with the review and evaluation of scope changes during detailed engineering and construction; * Lead the resolution of technical/engineering issues during detailed engineering, construction and commissioning, including information requests and needs; * Technically support resolution of Non-Conformances generated during engineering, procurement of material, construction and commissioning; * Review and approve hydrostatic testing documentation; * Manage the workflow between TransCanada and external consultants; * Track key engineering deliverables and adjust engineering plans and/or resources to meet the needs of customers; responsible for reporting status to project management and making corrective actions as needed; * Lead the Project Engineering Closeout Documentation (DBM, as-builts, etc.) process; * Identify changes and support management of change process to ensure integrity is maintained throughout the design development process; * Identify and document opportunities for improvement as lessons learned throughout the design development process; * Work collaboratively with other project groups to share and implement best practices; * Participate in engineering practice groups; * Contribute to the continual improvement of the company's project management tools and processes; * Other tasks as required.
