POSITION SUMMARY

The Project Director for Upward Bound is responsible for the administration of the Upward Bound, TRIO grant program at Northeastern Oklahoma A&M College. The position will ensure compliance with all US Department of Education guidelines; coordinate the selection and recruitment of high school students to participate in the program; develop and implement program activities and services to help achieve program objectives. The position will be tasked with creating marketing materials, managing personnel, and overseeing student progress from high school into college.

ESSENTIAL FUNCTIONS

  • Ensure effective and efficient management of all programmatic aspects of the Upward Bound project.

  • Ensure compliance with guidelines required by the US Department of Education.

  • Work with an evaluation team in the selection of participants in compliance with the US Department of Education.

  • Develop and implement all activities and services to meet project objectives.

  • Create and revise marketing materials with assistance of the public relations/marketing director to publicize the project on campus, in the community and in the target schools.

  • Select, hire, train, supervise, and evaluate personnel.

  • Oversee recruitment of students in project and identify eligible participants.

  • Ensure that individual progress of all participants is continually monitored and tracked from high school through postsecondary education, according to program requirements and guidelines.

  • Oversee the academic assessment of participants, the Education Action Plans, progress reports, and participant performance.

  • Provide academic, career and counseling services which encourage and motivate students to complete high school and to enter postsecondary education.

  • Plan and implement services to assist in the development of the personal, cultural, social and academic awareness needed to successfully participate in a postsecondary environment.

  • Ensure all participants are provided with academic support services in core subjects, which result in the improvement of academic skills and competencies.

  • Coordinate summer residential program of services and curriculum.

  • Travel with the students on field trips throughout the year; requires evening and weekend work, with some overnight travel; target school travel is required.

  • Travel is required for professional development workshops/conferences.

  • Prepare annual performance reports; ensure that accurate and complete data is maintained for compliance and performance reports.

  • Develop grant proposal for continuation of project.

  • Continually evaluate, review and update program policies and procedures.

  • Schedule bi-weekly staff meetings to discuss project-related problems, concerns upcoming events, etc.

  • Other duties as assigned.

POSITION QUALIFICATIONS

  • Master's degree in administration, education, counseling, or related field.

  • Three years' experience in designing, implementing, or managing similar projects.

  • Minimum 2 years fiscal management experience, with TRIO experience preferred.

  • Previous experience working with high school students preferred.

  • Experience with proposal writing preferred.

  • Must have basic computer skills.
