Our Office

The Office of the Assessor-Recorder is responsible for carrying out property tax-related functions governed by the State Constitution and State and local laws. Our core responsibilities include locating all taxable property in the City and County of San Francisco, identifying ownership, establishing a taxable value, and applying all legal exemptions. Property broadly includes both real property and personal property owned by businesses. The Office of the Assessor-Recorder is also responsible for recording documents and maintaining those public records. Over 400 different types of documents are recorded annually, including deeds of trust, reconveyances, liens, and public marriage licenses. The Office is also responsible for collecting any transfer tax due upon a change in property ownership. The Office of the Assessor-Recorder strives to conduct our work with the core principles of professionalism and integrity.

What We Do

We're proud of our work to ensure the financial stability of San Francisco. Each year we prepare an assessment roll that reflects the taxable values of land, improvements, and personal property. The assessment roll is the basis for San Francisco's property tax revenue. We enroll property tax value by discovering new construction or changes in ownership. The work of our Office in enrolling property valued at $344 billion generates $4 billion in property tax revenue for the City and County of San Francisco. Property tax revenue represents over one-third of the City's General Fund which pays for crucial services ranging from public safety, affordable housing, and education to neighborhood improvements and health and family support services. In the years ahead, our Office will work closely with the Assessment Appeals Board to respond to the rising appeals workload and ensure that fair and accurate value is enrolled.

Known as SMART (System for Managing Assessment, Recording, and Transactions), this work will provide for increased 2esecurity and service as well as greater integration with other City systems utilized by the Office of the Treasurer & Tax Collector and the City Controller's Office. We are committed to developing an organization that can address the pervasive and persistent inequities enabled by biases and systemic functions that impede racial and economic justice and prevent equitable service to the public. Additionally, our Office seeks to increase access to resources across multiple constituencies by hosting presentations, workshops, attending events, tabling at resource fairs, and more to ensure that all San Franciscans know what our office can do for them.

Role description

Project Description:

The Office of the Assessor-Recorder uses a central property assessment system, EZ Access, that has been in place for almost two decades. EZ Access is a COBOL, DB2 database AS400 system that is maintained by the original developer, Hamer, Inc., for ASR.  EZ Access is the system of record for the City's property and assessment information, interfacing with the property tax system of the Offices of the Controller and Treasurer & Tax Collector. Although EZ Access supports department operations, the system is past its useful life and is being replaced with a more modern system currently under development.

On October 27, 2017, the ASR issued an RFP for a new Property Assessment System to support the needs of the ASR's property assessment functions, including all services related to the managed configuration, implementation, and ongoing support of the system.  The ASR subsequently selected Sapient as the System Integrator and Salesforce as the software platform and hosting vendor.  In January 2019, ASR and Sapient kicked off the Property Assessment System replacement project, now known to ASR as the System for Managing Assessments, Records and Transactions (SMART). The $55M project is being implemented in phases using a hybrid agile implementation methodology. Project Phase 1 went live in January 2021 with several following iterations in March and May. Phase 2 is behind schedule but expected to go-live in Summer 2025 with smaller product releases to follow.

Role & Responsibilities:

The Project Director will report to the Deputy Assessor of Finance and Information and act as the primary lead for the 20-member project team while directly supervising three (3) staff. Job responsibilities will include:

  • Oversee all work related to functional design, integration, data migration and data reconciliation, user acceptance testing, user training, change management and creating the ongoing support and maintenance structure.

  • Ensure project deliverables algin to the statement of work and confirm parent/child deliverables are completed with each milestone payment.

  • Mange vendor relationships including, including the system integrator Publicis Sapient, the software platform Salesforce, the legacy system vendor Hamer Inc. as well as any consultant engagements.

  • Ensure that all milestones and deliverables are successfully provided by the SI in the agreed upon timeline and cost, as specified in the statement of work and project plan.

  • Ensure project staffing is adequate and appropriate to meet Assessor-Recorder obligations of the project.

  • Lead and motivate the members of the team to work collaboratively to ensure the system is designed and configured to meet the needs of the business.

  • Ensure user acceptance training is prepared and executed.

  • Ensure end-user training is prepared and executed.

  • Oversee system cut-over and go-live.

  • Ensure system support and security documentation is in place.

  • Prepare the internal ASR team to provide level 1 system support after-go-live.

  • Manage communication to internal and external executive stakeholders and system integration partners.

  • Provide overall leadership to the team.

  • May include additional duties as assigned.

How to qualify

These minimum qualifications establish the education, training, experience, special skills and/or license(s) which are required for employment in the classification. Please note, additional qualifications (i.e., special conditions) may apply to a particular position and will be stated on the exam/job announcement.

Education:

An associate degree in computer science or a closely related field from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in computer science or a closely-related field].

Experience:

Seven (7) years of experience in system administration, information systems development, maintenance and support, or information technology project management, including two (2) years of supervisory experience

License and Certification:

None

Substitution:

  • Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units / forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in computer science or a closely related field.

Desirable Qualifications:

The stated desirable qualifications will be used to identify job finalists at the end of the selection process when candidates are referred for hiring.

The Ideal Candidate will possess the below traits, experiences and skills:

  • Bachelor's Degree in Computer Science, Information Technology or other related field or 8 years of experience implementing and managing integrated information systems projects with budgets of $10 million or more, OR qualifying education can be substituted for 12 years of experience implementing and managing integrated information systems projects with budgets of $20 million or more.

  • Experience managing a project team of 15 or more people, including project management, product management, information technology and business team members.

  • Project Management Professional Certification from the Project Management Institute, OR Information Technology Infrastructure Library Practitioner Certification.

  • Knowledge of current trends in applications technology related to property assessment and/or taxation.

  • Knowledge of web-based architecture, security, workflow and systems design; government enterprise business processes; project management and information systems development and maintenance; technical, operational, and programming problem solving analysis; data processing methods; job flow within a large scale data processing environment; financing, estimating and budgeting, including planning and estimating, calculating overhead, design, development and implementation costs; custom software development and third-party software integration.

  • Working knowledge of various funding sources and restrictions; legal and procedural requirements for City projects.

  • Ability to: develop and enforce requests for proposals and work statements; monitor, review and revise job orders, schedules, and budgets; monitor and track project progress and expenditures and implement cost controls; negotiate and resolve contract disputes; maintain client contractor relationships.

  • Ability to use computer-based project management systems.

  • Work effectively in a team environment; understand and communicate to others the larger context in which the project is being completed; make effective presentations to clients and executive stakeholders.
