The County of Yolo is recruiting to fill one regular, full-time position in the class of Project Coordinator in the General Services department.

Note: This recruitment will be open on a continuous basis until the position is filled.

The Department

The General Services Department is responsible for managing the County's facilities, constructing capital projects, operating the County's regional park system, overseeing countywide procurement processes, and operating the county's airport.

The ideal candidate will have a depth and breadth of experience with compiling bid packages, regulations and principles of the American with Disabilities Act (ADA), the California Uniform Public Construction Cost Accounting Act (CUPCCAA) and coordinating with California Environmental Quality Act (CEQA).

Additionally, the ideal candidate will bring innovative ideas and have a desire to serve a diverse client base such as Community Services, General Government Agencies. Law and Justice Departments and County Libraries. They will join an innovative team of individuals that are self-motivated and team centric. Candidate must have excellent organizational, communication and listening skills as well as a service drive work ethic.

Definition

Under general supervision, coordinates and manages the contracting and construction process for facility remodel, repair, and minor capital construction projects and/or other small construction projects within the County from project definition, construction, and project closeout; assists departments and Facilities Maintenance with warranty period and maintenance stages; ensures completion of tasks in accordance with established policies and procedures; prepares bid notices and reviews and evaluates construction bids; and communicates policies, procedures and job expectations.

Duties may include, but are not limited to, the following:

  • Supports and manages minor capital improvement projects; conducts field investigations and consults with representatives of various County agencies and professional consultants to obtain information for new construction, modifications, and repairs.

  • Recommends improvements and modifications to work processes, adapts work procedures to meet changing needs, and resolves less complex work problems.

  • Responds to and coordinates with supervisor to resolve routine customer inquiries and complaints.

  • Develops scope of work and project specifications and requests for proposals; receives and evaluates bids in coordination with customer departments and private sector technical consultants;assists in setting project budgets and schedules; manages projects within approved budget; and ensures that contractual obligations are met.

  • Coordinatesproject plan reviews by county building officials and other governmental agencies.

  • Coordinates the work of and facilitates communication between architects, engineers, contractors, and others involved in remodel, repair, and minor capital and/or other minor construction projects.

  • Ensures that Title 24 of the California Building Code and Title 2 of the Federal Americans with Disabilities Act requirements are met within project scope.

  • Reviews work under construction to ensure that assigned projects comply with plans and specifications, statutes, ordinances, building codes, and safety procedures.

  • Provides regular status reportsincluding assisting in preparing correspondence to various state, local and county boards related to construction projects.

  • Maintains records on construction projects for grant reporting and other purposes.

  • Performs related duties as assigned.

Employment Standards

Minimum Qualifications

Any combination of the required experience and education listed below that provides the required knowledge and abilities are acceptable. A typical way of getting the knowledge and abilities is outlined below.

Education:Associate degree in Construction Management, Civil Engineering, Project Management, Public or Business Administration, or a closely related field from an accredited college or university;AND

Experience: Four (4) years of experience in building construction, remodeling, or maintenance work. One (1) year of project management and coordination experience is preferred.

Substitution: Additional qualifying experience may be substituted for the required education on a year-for-year basis.

Certificate:Possession of a certificate of completion from a construction management, project management, or facilities management program is desirable.

License: Positions in this classification require incumbents to possess and maintain a valid California driver's license, Class C or higher, to carry out job related duties. Individuals who do not meet this requirement due to a physical or mental disability may request a reasonable accommodation.

Verification of Education

Acceptable forms of educational documentation are official or unofficial transcripts that list the student's name, institution name, field of study and date the degree was awarded.

For recent graduates who have not received proof of their degree yet, a letter from the registrar's office stating that all requirements for graduation have been met and listing the field of study will be sufficient proof of graduation.

Please do not send originals; copies of the required documents are acceptable. Any submitted documents will not be returned.

All foreign transcripts or diplomas must be in English. If the institution does not provide these documents in English, the applicant will need to provide a translation which has been done by a professional agency. The County of Yolo will accept education as equivalent to U.S. accreditation from Institutions that are listed as members of the International Association of Universities. You may check for your school by visiting the IAU web site (http://www.iau-aiu.net/content/institutions).

Applicants who possess a degree or completed coursework that is not from an accredited college or university, must submit one of the following:

1.A written statement from a U.S. accredited university or college that states that the applicant is qualified for entrance to a program of graduate studies for which a degree in a related field is required.

2.An evaluation of the applicant's degree and coursework equivalency by a private organization that provides foreign credential evaluation services. The evaluation must include a comparison of comparable U.S. courses for content, credit and grade.

Note: Foreign language documents must include a precise word-for-word English translation of all foreign language documents. It is the responsibility of each applicant to prove to the satisfaction of the County that the applicant meets the specific requirements listed on the job announcement for each specific examination. The following is a list of private organizations that provide foreign credential evaluation services. Fees range from $50 to $400 per document; processing times vary from 5-20 business days.
