Energy & Water Resources Program Coordinator

Location: 400 S. Ft. Harrison, Clearwater

Work Schedule: Monday

  • Friday; 8:00 - 5:00 p.m.; Some Remote Work

Are you a professional Energy & Water coordinator with experience in the consumption and use of natural resources (including energy and water) through technical and/or procedural processes? Pinellas County has the ideal position!

The OAM Energy and Water Program Coordinator is a professional position with responsibilities to optimize the consumption and use of natural resources (including energy and water) through technical and/or procedures processes. The position acts as a subject matter expert and contributes to formation of energy/water management policies, establishing energy efficiency targets, utilizing renewable resources, and integrating industry-based best management practices into County operations and procedures. The position is responsible to develop and implement strategies that drive engagement and results with internal and external stakeholders. This includes, tracking and analyzing consumption data as well as reporting and presenting findings to management. Work can be highly complex and is performed with considerable independent judgment and initiative. The position will assist the County Sustainability & Resiliency Coordinator in assessing, developing, and implementation of advanced energy policies and innovative practices. Specifically, the position will collaborate in executing goals and initiatives within the Sustainability and Resiliency Action Plan, coordinate data-driven solutions related to Green House Gas (GHG) emissions reduction, and develop proactive strategies to meet the Clean Energy Targets set forth in the Board of County Commissioners' Resolution 21-127. Additional opportunities include maintaining the County's LEED for Cities designation, assisting departments with LEED for Building certification, federal/state policy support, solar energy development, and electric vehicle fleet transitions. The position will also assist in identifying projects where conservations efforts will best benefit triple bottom line (social, economic, environmental). The position is in the Office of Asset Management (OAM). The OAM provides support services to County departments that operate, preserve, invest, and optimize physical assets. The position is customer focused and requires effective communication skills to build networks within the departments being served.

What Would You Have To Do?

  • Develops energy and water use policy for County government facilities. Develops and implements strategies to optimize consumption in facilities.

  • Identifies where conservation projects are beneficial to the triple bottom line (social, economic, environmental).

  • Reviews and studies past conservation project investments to monitor and track attainment of return on investment.

  • Tracks and analyzes energy consumption through industry standard reporting applications/software and report any abnormalities. Develop and report energy consumption performance metric.

  • Leverages management best practices in review of design and construction documents of new and renovated facilities as they relate to energy and/or water consumption.

  • Assists/coordinates the transfer and acceptance of new and/or renovated energy related infrastructure to ensures proper maintenance and operations going forward.

  • Meets regularly with departments to discuss trends and tips to engage staff in energy/water conservation.

  • Assists in development of energy operating budgets

  • Seeks funding in the form of grants and Performance Contracts for projects which have been identified as meeting the goals of the County policies

  • Collaborates with County Extension Services to develop education programs for the county organization, citizenry, businesses, and visitors.

  • Carries out site inspections and energy surveys.

  • Prepares detailed schedules of work/feasibility studies and cost estimates.

  • Benchmarks county energy consumption against best practice guidelines.

  • Keeps abreast of federal and state legislation.

  • Organizes events and workshops.

  • Additional duties may be assigned and not included in the above listing.

What Do You Need To Have?

Experience

  • Progressively responsible experience managing, designing or implementing energy and/or water efficiency programs.

Education

  • Sustainability, Environmental Science, Engineering, Building Construction, Architecture, or a related field.
  • 7 years of experience as described above; or

  • Associate degree as described above and 5 years of experience as described above; or

  • Bachelor's degree as described above and 3 years of experience as described above; or

  • Master's degree as described above and 1 year of experience as described above.

  • Institute of Asset Management Certification within 1 year of hire

  • Possess and maintain a valid Florida Driver's License

  • Assignment to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations.

Highly Desirable

  • LEED Green Associate or LEED AP Certified.

  • Certified Energy Manager (CEM).

  • Infrastructure Asset Management experience.

  • PMP Certification or project management experience.
