Description of Job

ABOUT THE WORK UNIT

The Office for Victims Programs (OVP) exists to improve the physical and emotional recovery of Colorado's crime victims and to restore victims' confidence in the criminal justice system. To achieve this goal, the unit conducts the following statewide activities:

  • Development, implementation, and enforcement of the Standards for the administration of victim programs;

  • Investigation, mediation and enforcement of compliance with constitutional and statutory requirements to protect the rights of crime victims;

  • Development of public policy initiatives for victim services in Colorado, including coordination and collaboration with state and local public and private non-profit and governmental victim service agencies;

  • Training and education;

  • Administration of four federal formula grants, two federal discretionary grants, and one state grant program;

  • Staffing of the Crime Victim Services Advisory Board, which has statutory responsibilities and funding recommendation responsibilities;

  • Data collection and reporting to the legislature, the general public and the federal government;

  • Administration of the Sexual Assault Victim Emergency payment program; which includes the review and authorization of payments for forensic medical exams and medical costs in certain situations; and,

  • Staffing of the Colorado Human Trafficking Council (CHTC), which has statutory responsibilities for policy recommendations to the General Assembly.

ABOUT THE POSITION

The Human Trafficking Project Coordinator will be responsible for the overall continued refinement of the project under the Improving Outcomes grant award. This includes staffing a working group within the CHTC, supporting the of a statewide Multi-disciplinary Team (MDT) Toolkit, delivery of training curricula developed for this project, cultivating and providing technical assistance to MDTs, collaborating with sub-grantees, and coordinating a major event (MDT Summit). This position will also support the overall work of the HT Team at DCJ and support the work of the CHTC.

This position will report to the Human Trafficking Program Manager position, who has the overall responsibility for the Human Trafficking Program. However, since there are numerous advisory committees of the CHTC, this position will be responsible for facilitating and coordinating the work of two joint advisory committees (The MDT Working Group and the MDT Coordinator Advisory Group) to ensure that all grant activities under the advisory committees purview are accomplished. This will include being the primary author of the section in the CHTC's Annual Report dedicated to documenting the progress of these advisory committees and the Improving Outcomes grant project.

WORK ENVIRONMENT

  • Attendance at the Lakewood office is required two days a week every week at a minimum as well as to required in person meetings.

  • Travel may be required during work hours throughout the state.

  • This position will work within a hybrid model of home, office, and the field. The position will need to be flexible in their worksite location.

  • Office 95%; travel 5%

KEY RESPONSIBILITIES

Provide Training and Technical Assistance for Implementation of the Statewide MDT Toolkit

This position will coordinate any necessary revisions to the statewide MDT Toolkit with policies and procedures that outline a consistent multidisciplinary approach in addressing human trafficking of children/youth. In Phase 2 of the project, the position will work with and support existing MDTs as they beta test the MDT Toolkit in their communities, and will be responsible for updating or refining the toolkit based on the findings of the Evaluation Team on the beta test. Beta testing will include providing TTA to regional MDTs on how best to adopt the MDT Toolkit into their processes. This will involve continued partnership with members of the MDT advisory committees, a community non-profit and the Survivor Leadership Advisory Board. In Phase 3, the position will support the establishment of 1-2 new MDTs and will utilize the resources and training created in the MDT Toolkit. This will include being responsible for delivery of all training curricula created to accompany the MDT Toolkit.

Coordinate the Multi-Disciplinary Team (MDT) Working Group and MDT Coordinator Advisory Group of the CHT

Responsible for facilitating the established MDT Coordinator Advisory Group and the MDT Working Group, advisory committees of the CHTC. This will include the recruitment of community stakeholders, members from existing MDTs across the state and other subject-matter experts. Position will develop work plans, timelines, schedule meetings, set agendas and direct work product for the two advisory committees. This will include the coordination of monthly meetings of the MDT Coordinator Advisory Group, with a focus on beta testing the existing MDT Toolkit for the state of Colorado and providing relevant training and technical assistance for MDTs. Once a quarter, this position will facilitate the regular monthly MDT Coordinator Advisory Group as a combined session with the MDT Working Group. This position will also maintain an MDT listserv that will connect all existing MDT members together and help foster a space for the sharing of ideas, working together, and problem solving together on similar issues.

This position will need to implement all event logistics for one Summit. In consultation with the Human Trafficking Program Manager and the rest of the Human Trafficking (HT) Team, this position will execute all event logistics, including coordination of venue and vendors, agenda development, provide input into the guest list of stakeholders, and coordination of presenters. Other duties as assigned.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

MINIMUM QUALIFICATIONS:

Bachelor's degree in any field AND two (2) years of professional project management and/or coordination experience.

OR

A Master's or higher degree from an accredited college or institution in criminal justice, public health, social work, public administration, human/social services or closely related field AND one (1) years of professional project management and/or coordination experience.

OR

Six (6) years of professional project management and/or coordination experience.

  • Experience working in a government setting.

  • Experience facilitating large and small groups.

  • Good working knowledge of the Criminal Justice system.

  • Experience leading or working within a Multi-disciplinary Team (MDT).

  • Experience with curriculum development or the development of policies/protocols.

  • Working knowledge of monitoring and evaluation systems.

  • Experience coordinating large events.

CONDITIONS OF EMPLOYMENT

  • Requires successful completion of a background investigation that includes a polygraph exam, a fingerprint based criminal history search and a reference check.
