The mission of the Department of General Services (DGS) is to be the city's premier provider of intra-governmental services that are efficient, effective and fiscally responsible, as well as, create a high-performance Animal Care Center and state-of-the-art parking system.

Using the Climate Action Plan as a framework, the Environmental Sustainability Division works with partners across the City to improve the quality of life in all Norfolk neighborhoods, reduce the City's carbon emissions, and prepare Norfolk for the effects of climate change, such as flooding and increasing temperatures. Weaving high standards for sustainability across divisions and departments, the team's impactful work reaches from Facilities Maintenance to Planning and everywhere in between. Sustainability is at the core of Team Norfolk. Through innovative strategies and initiatives, we are reducing energy consumption, expanding renewable energy utilization, and curbing carbon emissions from our buildings and fleet. Our sustainability efforts do not stop with government operations but extend to those who live, work, visit and play in the City of Norfolk.

The City of Norfolk's Department of General Services is currently seeking qualified candidates for the position of Energy Project Coordinator. This position will support the Environmental Sustainability Manager in creating, designing, developing, and implementing energy conservation measures and efficient operations to meet annual energy and greenhouse gas emissions reduction goals. The newly created Energy Project group will focus on climate change mitigation through reducing carbon-based energy demand throughout the City. The successful candidate will be an innovative, knowledgeable, detail-oriented project coordinator with a proven ability to effectively manage projects (from planning to implementation and evaluation). Candidates must possess strong leadership, organizational and decision-making skills, with a primary focus on:

  • Optimization of building and operational energy efficiency and reduction of energy consumption.

  • Building energy modeling and energy consumption data analysis.

  • Energy project financing.

Essential functions include but are not limited to:

  • Devise a portfolio-wide renewable energy generation strategy.

  • Develop strategies to identify and prioritize energy upgrade opportunities, estimate financial resources required, and calculate the projected return on investment.

  • Provide day-to-day organization, community engagement, and technical assistance for key programs, such as building energy benchmarking, energy financing programs, and other efforts directed to drive efficiency in municipal buildings.

  • Translate technical and quantitative aspects of energy projects to the broader community.

  • Identify, recommend, and assist in securing external funding (e.g., grants, leases, and incentive programs) for City clean energy initiatives.

  • Prepare and deliver energy-related presentations to City staff, consultants, and the public.

  • Prepare documentation supporting the City's participation with ENERGY STAR, the Better Buildings Challenge, LEED, and other energy and sustainability programs.

  • Perform a variety of professional, technical, and administrative duties to support utility billing management, renewable energy and storage, sustainability efforts, and employee engagement programs.

  • Support Environmental Sustainability priority areas, including racial equity and environmental justice work.

Work requires broad knowledge in a general professional or technical field. Knowledge is normally acquired through four years of college resulting in a Bachelor's degree or equivalent.

Required:

  • Three (3) years of experience in a field related to the program/project; or an equivalent combination of education and experience.

Preferred:

  • Bachelor's degree in Architecture, Environmental Science, Energy Management, Facilities-Related Engineering (Mechanical, Electrical, Energy, etc.) or related field

  • Valid Driver's License Required.

Preferred Licenses and/or Certifications:

  • An energy or engineering related certification such as: Certified Sustainability Professional (CSP); Certified Energy Manager (CEM); Certified Measurement and Verification Professional CMVP); Certified Lighting Efficiency Professional (CLEP); Certified Sustainable Development Professional (CSDP); Leadership in Energy and Environmental Design (LEED AP); Professional Energy Manager (PEM); Professional Engineer (PE); or equivalent certification.

Work Schedule: Monday

  • Friday 8am

  • 5:00pm, 40 hours per week

Signing Bonus:  This position is eligible for a one-time $5000 sign on bonus.
