The convenience store retail business is the largest 7-Eleven licensee in the United States and operates approximately 300 convenience stores in central and west Texas and New Mexico.
Role Summary
The Project Control Manager oversees several key project functions, which require accurate development and reporting of baseline schedule, schedule progress updates, related cost and cost projections, production of timely and accurate data for use by key project and management staff. This position works with Project Managers, Controllers and estimators to ensures accurate, timely and value added analysis and reporting on projects. The Project Control Manager ensures the provision of all schedule and cost control on the project including budget set up, updates and monitoring, variation estimating, cost reporting, risk contingency and management as well as all forecasting activities
Job Accountabilities
Prepares AFD and AFE funding request form
Maintains the project Delegation of Authority forms
Gathers detailed cost and schedule data from contractor and internal Delek US sources
Ensures all costs; expended, committed, and anticipated; are properly documented
Evaluates, monitors, and reports contractor and general project cost and schedule performance against baseline plan
Reviews all contractor change orders for compliance with the project scope and execution plan
Maintains project Asset Register
Reviews contractor invoices for accuracy, appropriateness, and compliance with the contract and initiates corrective action for erroneous charges
Works closely with the Project Engineer and Project Manager on all matters related to cost and schedule
Coordinates with Delek US subject matter experts on cost estimating, cost control, and schedule
Obtains work requests for services, enters SAP requisitions, and works with procurement to obtain purchase orders
Tracks and timely closes activities (i.e. purchase orders and work orders) for individual work scopes
Maintains the project Change Log
Develops and/or coordinates input into the project cost estimates
Develops and maintains the SAP WBSs for the project
Assigns WBS cost elements to all company generated requisitions and work orders
Prepares monthly accruals and submit to Accounting after approval of the Project Manager
Assists in bid reviews
Maintains log of "Lessons Learned: during the project
Completes project close-out per Delek US requirements
Other duties as assigned
Required Qualifications
Bachelor's Degree in Construction Management, Architecture, Engineering or related discipline
Ten (10) years of project or construction management experience including; scheduling, cost engineering and/or estimating and a strong background in process controls
Solid understanding of the construction industry, terminology, codes, documentation, and design disciplines
Demonstrated Project Management experience singly or under the guidance of or review by a more experienced engineer
Thorough knowledge of project management practices
Proven analytical and creative problem-solving abilities
Proficient in the use of Microsoft Office applications (Word, Excel, PowerPoint) with proven ability in Microsoft Project or equivalent project management application
Strong communication skills, in both oral and written forms, with all levels of the organization, clients, customers and vendors
Must pass drug test and background check
Must be Legally Authorized to Work in the United States
