Overview

The Project Control Specialist-FP (PCS-FP) will coordinate and support the completion of all phases of the project cycle of facilities-related (CONUS and OCONUS) construction projects. The responsibilities of a PCS-FP. include, but not limited to the following:

Responsibilities

MAJOR JOB ACTIVITIES:

  • Provide services to support project managers in opening/closing projects, generating and maintaining project schedules and other transactional ad hoc support

  • Provide support to PMs in generating and maintaining project schedules

  • Integrate multiple project schedules into master schedules at the Branch, Center, Division, and Office level

  • Support development and maintenance of templates, standards, and processes for the client

  • Support PMs to open/close projects

  • Support data gathering to facilitate financial transactions (SLAs, etc.)

  • Provide transactional, ad-hoc support

  • Coordinate projects and provide general systems/operations integration support

  • Perform quality control and assurance

  • Integrate activities (outside customer, landlord, or other Government Agency) into government schedules and systems

  • Perform impact analysis on schedule, resources and other variables, and assesses resource conflicts

  • Generate projects in MAXIMO, facilitating design review workflow, and ensuring project closeout compliance

Ensure integration of all systems, including information technology, telephone, security, electrical, HVAC, and plumbing

  • Prepare Contractor Performance Report (CPR) upon contract closeout

MATERIAL & EQUIPMENT DIRECTLY USED:

  • Laptop and desk computer.

  • Individual Protective Equipment (i.e., Hardhat,Steel Toed Boots, Safety Glasses, Work Gloves, Hearing Protection, etc.

  • Hearing Protection, etc.

  • Civilian or military equivalent Organizational Clothing and Individual Equipment

  • Be licensed and able to drive a manual transmission non-tactical vehicle (pickup truck/9 passenger van).

  • U.S. Government leased, owned, and rented vehicles.

  • Valid, current U.S. Passport

  • Valid, current U.S. Drivers License

WORKING ENVIRONMENT:

  • May travel to and through out various CONUS and OCONUS locations, often to remote, austere, remote permissive, non-permissive environments.

  • Work in an operationally-sensitive environment

  • Perform tasks outside during any weather condition for long periods of time.

  • Operate standard office equipment, such as a computer, copy machine and printer.

  • Function in an office environment in a stationary position approximately 50 percent of the time or more.

  • Work well in team environments including demonstrate the ability to function independently with minimal supervision.

  • Function not only in an office environment in a stationary position approximately 50 percent of the time or more, but may work in austere, remote or non-remote permissive and non-permissive environments.

PHYSICAL ACTIVITIES:

  • Able to lift twenty-five percent (25%) of his/her body weight over his/her head

Qualifications

MINIMUM QUALIFICATIONS:

Education:

  • Bachelors degree in any field; high school, vocational school, or trade school diploma and five (5) years work experience in a similar field may be substituted for degree requirement

Certifications:

  • Must have Valid U.S. Drivers and be able to obtain an International Drivers License

  • Must have a valid U.S. Passport

Travel:

  • Five percent travel or more as Client directed.

Clearance:

  • Must have an current, adjudicated, and active TS/SCI security clearance with Poly. Applicants selected will be subject to a security investigation and may need to meet eligibility requirements for access to classified information.

Experience:

  • Five (5) years work experience in a similar field may be substituted for degree requirement

  • Microsoft Windows and Office Suite encompassing Excel, Word, Outlook, PowerPoint, Project, Access, and SharePoint

Knowledge:

  • Knowledge of sound program management techniques

Skills:

  • Operate MS Project or other PM software such as MAXIMO

  • Ability to analyze, prioritize, and problem solve effectively.

  • Written and oral communication skills, especially ability to brief senior officials.

  • Strong multi-tasker with the ability to manage time and priorities

  • Strong leadership, project management, team building and presentation skills.

Abilities:

  • Communicate well verbally and in writing at all organizational levels

  • Work independently and as a team player

  • Work nights and weekends for operational necessities, as required

  • Continue developing professional licenses, certifications, and expertise through formal training and on-the-job experience

  • Handle multiple, demanding, and complex projects in a timely manner with accurate results

SUPERVISORY/BUDGET RESPONSIBILITIES:

  • Lead, manage, and supervise a multifunctional team

  • Advise and assist Client and Project Managers with planning, programing, budgeting, and executing project schedules.

The Train Control Systems Consultant can be based out of any US hub office and reports to our Rolling Stock Systems/ Electrical Service Manager. The Train Control Systems Consultant provides technical advisory for freight and commuter rail transit authority client(s) on rail control systems projects, particularly the control office subsystem of positive train control. Responsibility will include total system understanding of the design and function of systems such as the IETMS Positive Train Control systems, and Advanced Civil Speed Enforcement System (ACSES II). This expertise will be needed for contract document reviews for client railroads in order to ensure that the Prime contractor complies with the technical and contractual requirements for system design, production, delivery, installation, test and commissioning and associated documentation development. This also will include providing technical review, comment and oversight on Positive Train Control (PTC) Safety Plan documentation. This level may be achieved with fifteen years experience in rail signaling since Bachelor's or fourteen years since Master's. In lieu of a degree, 20 years of theoretical and applied experience in advanced Rail Signaling Systems required. Typical incumbent has 20+ years of experience. * Registration as a licensed professional engineer is generally required. However, extensive experience may be substituted in lieu of licensing. * Thorough knowledge of a major transit signal system. Strong quantitative, analytical, problem solving, decision-making skills, and critical-thinking abilities. Strong persuasive ability, technical writing and communications skills are expected at this level, proven through technical presentations, technical papers and/or participation in technical committees. May be eligible for project management training. * Familiarity with railroad and/or transit industry and rail transit vehicles. * Familiarity with rail signal systems and positive train control. * Experience with transit authorities, OEM's and contractors. * Excellent communication skills, both written and verbal. * The ability to work effectively remotely within a virtual team environment. * Proficient in Microsoft Office, including Excel, Word, and Outlook.
