Parsons is now hiring a Senior Project Control Engineer for our rapidly expanding transportation project.

We need our Project Control Engineers at this level to be fully qualified professionals with solid experience, enthusiastic to work in highly flexible, teamoriented environment and who have exceptional communication, analytical and leadership skills.

In this role you will develop, implement, and maintain cost control, and/or provide planning/scheduling function on one or more larger projects. You will be utilizing your technical expertise, and f amiliarity with company policies and procedures to complete complicated tasks independently.

Responsibilities:

Provides guidance, direction, and specialized assistance for the resolution of difficult project control problems.

Analyzes, evaluates, and forecasts current status against an established baseline schedule.

Assesses the impact(s) of design or construction changes and schedule slippages.

Reports status of schedule to appropriate project and Company management as well to the client.

Understands and applies engineering, procurement, and construction terminology, concepts, and relationships.

Develops and maintains critical path logic networks and bar charts utilizing this information.

Customizes project control systems to meet specific project requirements.

Accumulates historical data, such as performance experience, for use in maintaining a realistic basis for future planning and forecasting.

May supervise and provide performance reviews for one or more lower level Project Control Specialists and/or support personnel.

Provides input to Sr. Project Control Staff regarding staffing requirements.

Performs other responsibilities associated with this position as may be appropriate.

Qualifications:

Bachelor's degree in Engineering or Construction Management or related field (or equivalent experience)
5+ years of related work experience.

Requires basic engineering knowledge in electrical, mechanical, civil, or a related field.

Proficient PC skills including proficiency in various Project Controls software and Microsoft Office Suite.

VIEW JOBS 11/5/2019 12:00:00 AM 2020-02-03T00:00 Northrop Grumman Mission Systems Sector is seeking a Principal Program Cost Control Analyst to support the POLAND WISLA FMS Program as part of the International Battle Management Operating Unit, Business Management organization. This position is located in Huntsville, AL. This Program Cost Control Analyst will interface with leadership, program managers, functional management, control account managers (CAMs) and business managers to provide financial support and analysis to meet program requirements. Roles and responsibilities may include and are not limited to the following: * Set up cost control system, monitors and controls costs and schedules on contracts requiring validated cost schedule control system. * Perform analyses and prepare reports in order to ensure that contracts are within negotiated and agreed-upon parameters and government cost control guidelines. * Prepare budgets for contract work and perform or assist in financial analyses such as funding profiles, sales outlook, and variance analysis * Prepare program plans to ensure program requirements and statement of work are captured and scheduled * Responsible for ensuring adequate funding availability by maintaining accurate records of expenditures, directing preparation of expenditure projections, and submitting timely requests for additional funding to the government. * Incorporate contractual changes into control systems by staying aware of outstanding work against each contract in order to maintain realistic contract cost and schedule baselines. * Perform program financial analyses and provides both external and internal reporting(s). * Interface with program and functional management to provide financial support and analysis to meet program requirements. * Participate in knowledge transfer and best practices sharing with peers. * Create and provide the following to program management teams: * Work Breakdown Structures (WBS) * Program baseline * Risk and opportunities assessment * Performance measurement (Earned Value Management-EVM) * Variance analysis * Estimates To Complete (ETC) and Estimates At Completion (EAC). * Assists in preparing for internal and external audits * Establishing a budget/EAC and preparing reports for programs * Prepare work authorizations * Be fully versed in the operation of all EVMS processes/procedures and generate baseline and Integrated Program Management Report (IPMR) data for a complex program. * Prepares and updates ETC, Baselines, Task Description and Basis of Estimate (TD/BOE), and establishes Performance Measurement reporting/customer reporting requirements * Establish and analyze resource (manpower) plans for multiple projects and cost centers within an IPT * Recognize and identify potential issues (e.g., color of money, employee related issues, GFE vs. Capital, procurement issues) and can locate source information * Creates "what-if" scenarios and supports work-around plans * Evaluates assigned work packages for inconsistencies and trends The ideal candidate will be a proven team leader with strong communication skills. Basic Qualifications: * Bachelors degree in Finance, Economics, Accounting, Business Administration, or related field with 6 years of related experience or a Master's degree as described above with 4 years of related experience. (An additional 4 years of experience may be accepted in lieu of degree) * Earned Value Management (EVMS) program controls experience * Experience with work breakdown structures and the integration of Scope, Cost, and Schedule. * Experience analyzing metrics (CPI/SPI) and explaining variances (VARs) * Demonstrated ability to prepare and analyze data and figures * Strong PC skills required with high level Excel skills (including: the ability to insert pivot tables, vlookup, and conditional formatting, etc.) * The ability to obtain and maintain a US Secret level security clearance is required. US Citizenship is a prerequisite.
