Our client, an established government contractor based out of Rockville, MD and Tyson's Corner, VA, is looking for 2 Project Control Analysts to join their team. This person(s) will provide planning, tracking, analysis and reporting across the project life cycle. Youre the ideal candidate if you possess strong analytical and organizational skills and a strong comprehensive knowledge of accounting principles. You should be a self-starter with the ability to balance multiple tasks and the ability to pivot priorities. See below for further job description and requirements!
Job Description:
  • Facilitate contract travel requirements and review requests and expense reports
  • Review client and subcontractor invoices for labor rate, category, and spend accuracy
  • Identify issues and concerns on multi-levels of contract documents/reports
  • Prepare monthly cost, travel and supplemental reports for clients in Excel and/or Word
  • Combine and finalize monthly status reports in Word and/or PDF
  • Review subcontractor hours and costs to assist in managing PO funding needs. Project months in advance to determine spend rate and amount allowable on a contract/PO, and whether costs are within budget
  • Compile data and generate reports in Excel for various levels of program review
  • Participate in proposal preparation/review through costing and administrative support
  • Demonstrate customer service focus with PMs, vendors, and employees.
  • Effectively communicate with corporate staff on project accounting, contracts, security and human resources issues
  • Generate projections/budgets on a monthly, quarterly, yearly, etc. basis as identified by the reporting requirements
  • Understand contract mods and allocation of funding/ceilings on CLIN's
  • All other duties as assigned

Minimum Requirements:
  • BS/BA Degree, preferably in business, accounting or other related field; or the equivalent years of experience to replace degree (7 years equates to a BS/BA)
  • Ability to obtain/maintain a DOE Q security clearance
  • Accounting, Contracts, US Government Contracting experience
  • High proficiency in data modeling and analysis in MS Excel
  • Exceptional attention to detail and accuracy
  • Clear and professional written and oral communication skills
  • Ability to create a positive rapport and work effectively with a variety of colleagues and clients
  • Ability for local travel to DC location weekly

SUMMARY The Contract/Subcontract Administrator is responsible for cradle-to-grave administration of the prime contract and decentralized task order subcontracts, ensuring compliance with both contract and task order requirements. ESSENTIAL DUTIES AND RESPONSIBILITIES * Prepares, revises, and maintains compliance with the prime contract and task order subcontract agreements, delivery orders (DOs), and/or service purchase agreements (SPOs) for construction, facility operations and maintenance services, and other services in support of multiple, decentralized task order locations. Appropriately coordinates actions with onsite management and corporate Legal and the Contracts Department. * Prepares subcontract terms and conditions, clauses, and provisions related to cost, performance, and delivery. Appropriately coordinates actions with onsite management and corporate Legal and the Contracts Department. * Develops subcontract acquisition plans and milestones, method of procurement, and prepares the necessary justifications and/or determination and findings. Appropriately coordinates actions with onsite management and corporate Legal and the Contracts Department. * Reviews task order procurement requests (i.e., requests for subcontract action, statements of work, and cost estimates, etc.) for adequacy and completeness and resolves any problems prior to initiation of contractual actions. * Prepares subcontract solicitations assuring all applicable laws and regulations are observed, contract terms and conditions, provisions, and evaluation factors related to cost, performance and delivery are incorporated into the proposed subcontract. Appropriately coordinates actions with onsite management and corporate Legal and the Contracts Department. * Analyzes subcontractor bids/proposals, terms and conditions, conducts price/cost analysis and negotiations, and awards subcontract agreements, DOs and SPOs. * Conducts post-award meetings to assure subcontractor understanding of contractual requirements, specifications, statements of work, and deliverables. * Monitors subcontractor's performance (in conjunction with onsite management and task order locations) identifying potential problem areas and initiating remedial action. * Administers task order subcontract agreements, DOs, and/or SPOs including negotiation, correspondence, documentation, and certification. * Tracks task order subcontract deliverables and coordinates with onsite management and task order locations to ensure subcontract requirements are fulfilled. * Reviews and coordinates subcontractor performance and payment bonds, as required. * Maintains organized contract/subcontract files, records, and other documentation. * Assists with contract/subcontract auditing and compliance analysis. * Builds positive relationships with external customers, internal customers, and subcontractors by maintaining excellent customer service standards. * Performs other duties as required and approved by onsite management and corporate. QUALIFICATIONS – EXPERIENCE EDUCATION AND CERTIFICATIONS Required * Bachelor's degree in Business Administration or related field, or the equivalent combination of education, training, or related work experience. * A minimum of five (5) years of progressively responsible subcontract and/or contract management experience in federal Government contracting and commercial contracts, preferably in support of Government construction and services contracts. Experience must be within the last three (3) years. * Possess an active federal Government Top Secret security clearance. Department of State security clearance preferred. * Extensive knowledge and experience with Federal Acquisition Regulations (FAR) and federal Government and commercial procurement methods. * Ability to research and understand state and local procurement laws as applied to a particular action. * Proficient skill level with Microsoft Office applications and Adobe Acrobat. Skills, Knowledge and Abilities * Extensive knowledge of business and management principles involved in contract formation and federal Government contracting processes, such as solicitation, source selection, purchasing, administration, and closeout. * Knowledge of commercial contract principles including Uniform Commercial Code, master agreements, and other standard terms and forms. * Possess highly developed interpersonal, analytical and communication (written and verbal) skills, problem solving skills, and demonstrate the ability to deal with a variety of people in a professional and courteous manner in diversified situations. * Customer service focused and have good time management skills. * Detail-oriented, proactive, and well organized. * Works independently, exercises sound judgment and considerable initiative to determine the approach or action to take in non-routine situations.
