Our client, an established government contractor based out of Rockville, MD and Tyson's Corner, VA, is looking for 2 Project Control Analysts to join their team. This person(s) will provide planning, tracking, analysis and reporting across the project life cycle. Youre the ideal candidate if you possess strong analytical and organizational skills and a strong comprehensive knowledge of accounting principles. You should be a self-starter with the ability to balance multiple tasks and the ability to pivot priorities. See below for further job description and requirements!
Job Description:
  • Facilitate contract travel requirements and review requests and expense reports
  • Review client and subcontractor invoices for labor rate, category, and spend accuracy
  • Identify issues and concerns on multi-levels of contract documents/reports
  • Prepare monthly cost, travel and supplemental reports for clients in Excel and/or Word
  • Combine and finalize monthly status reports in Word and/or PDF
  • Review subcontractor hours and costs to assist in managing PO funding needs. Project months in advance to determine spend rate and amount allowable on a contract/PO, and whether costs are within budget
  • Compile data and generate reports in Excel for various levels of program review
  • Participate in proposal preparation/review through costing and administrative support
  • Demonstrate customer service focus with PMs, vendors, and employees.
  • Effectively communicate with corporate staff on project accounting, contracts, security and human resources issues
  • Generate projections/budgets on a monthly, quarterly, yearly, etc. basis as identified by the reporting requirements
  • Understand contract mods and allocation of funding/ceilings on CLIN's
  • All other duties as assigned

Minimum Requirements:
  • BS/BA Degree, preferably in business, accounting or other related field; or the equivalent years of experience to replace degree (7 years equates to a BS/BA)
  • Ability to obtain/maintain a DOE Q security clearance
  • Accounting, Contracts, US Government Contracting experience
  • High proficiency in data modeling and analysis in MS Excel
  • Exceptional attention to detail and accuracy
  • Clear and professional written and oral communication skills
  • Ability to create a positive rapport and work effectively with a variety of colleagues and clients
  • Ability for local travel to DC location weekly

This is a full time position located in the NNSA offices in Washington DC. Description: The Project Controls Analyst will coordinate and report on activities contributing to the successful execution of the strategic material program(s). This person is accountable for maintaining current awareness of program execution status at the geographically dispersed national security laboratories and strategic material facilities. This person will be expected to provide situational analysis and advise the Federal program manager on matters pertaining to execution plan, schedule, earned value, and performance against spend plans and budgets. Specific duties include: * Defining requirements for resource-loaded schedules for status updates and changes to the integrated master schedule. * Reviewing integrated master schedules utilizing Primavera P6 to confirm interface milestones and activity durations identified in multiple NNSA Management and Operating (M&O) contractors' schedules. * Implementation and adherence to ANSI 748C EVMS guidelines. * Coordinating baseline changes and management reviews. * Analyzing schedule and cost risk contingency using Acumen Fuse Monte Carlo analysis. * On-going schedule tracking, analysis, and review of changes to work packages, working with appropriate Program Managers and other applicable organizations. Qualifications: Required Clearance: * Active DOE Q and/or DOD TS clearance Required Education, Experience, and Skills: * Bachelor's degree in business or other technical field. * 12-15 years of related program controls experience in military, government, or corporate construction, manufacturing, or production floor environments. * Experience with project management/scheduling tools and techniques particularly Primavera P6. * Expert understanding of Earned Value Management Systems including the application of ANSI 748 criteria. * Proficiency in the transition of requirements, interfaces, linkages, and risk mitigation activities associated with program scope into an integrated, resource loaded schedule with schedule and cost risk contingency analysis. * Proficiency in the Microsoft Office suite with particular emphasis on word processing, presentation, and spreadsheet applications (MS Word, MS PowerPoint, and MS Excel). * Demonstrated experience in establishing and maintaining a positive and productive work relationship with federal customers and fellow contractor staff based on level of expertise, quality of work, personality, communication skills and timely delivery of work products. Desired Education, Experience, and Skills: * Master's degree in a related field. * Prior project controls/systems engineering experience with NNSA headquarters, NNSA field (e.g., SNL, LANL or LLNL) or the Department of Defense (e.g., Air Force, Navy, Army, DTRA). * PMP or PMI-SP certification.
