Purpose:

Worley is seeking a Compliance Specialist to be part of a team with direct substantive responsibility for administering, implementing, managing, and updating the company's Compliance program. Candidates must possess meaningful compliance experience, enhanced attention to detail, self-driven initiative, and strong communications skills to timely and effectively execute program activities. The ideal candidate must be capable of succeeding with relative autonomy in a fast-paced, multi-task environment, applying project management and analytical skills coupled with sound judgment and discretion to help design and execute the many activities and sensitive matters that arise in the compliance function.

Responsibilities:

  • Supporting and administering compliance with project and construction management, Keystone project teams; and,

  • facilitate PHMSA inspections including preparation of post-inspection reports, RFIs, etc.

  • Serve as the frontline "face" of the Compliance department by liaising with company stakeholders who interact with the department

  • Take first-level responsibility for compliance program activities and initiatives, such as periodic enterprise-wide compliance meetings, annual compliance training, matter / metric tracking and reporting, and carrying out responsibilities of the compliance department to ensure compliance with the company's policies and program guide

  • Analyze and prepare reports on compliance metrics and program activities for use in high-visibility presentations to company management

  • Exercise sound discretion in developing, maintaining, and updating Compliance policies and procedures

  • Interpret company compliance policies and respond to inquiries from company stakeholders to provide sound advice based on a strong foundation of knowledge and familiarity with compliance topics and depth-of-knowledge on specific company policies

  • Monitor, research, analyze and report on notable developments in compliance, including changes in regulations, government investigations, enforcement actions, and industry best practices

What you will bring

Required Technical and Industry Experience:

  • High School Diploma and a minimum of 10 years of industry experience

  • 5 years preferred in oil or gas pipeline and/or chemical industry

  • Minimum of five (5) years of direct, broad compliance experience

  • US pipeline regulations (49 CFR 195 or 192); and,

  • Construction Quality Control/Assurance concepts

  • Clean driving record

  • Demonstrated ability to distill program materials and performance metrics into presentations and effectively present content in key stakeholder meetings in a clear and concise manner

  • Proficient in Microsoft Office Suite applications

Education Qualifications, Accreditation, Training:

Required:

  • High School Diploma and a minimum of 10 years of industry experience

Preferred:

  • Bachelor's Degree in Environmental, HSE or related field required

The ideal candidate will provide compliance and permitting services for a wide range of environmental projects and industries. The job responsibilities include conducting multi-media environmental compliance audits, develop strategies for environmental compliance for the clients, prepare technical documents including proposals, reports and regulatory agency correspondence, development of SPCC Plans, SWPPP, FRP and other regulatory environmental plans. The candidate needs to be able to communicate complex regulatory issues and concepts to technical and non-technical clients and project teams. Prior knowledge is a requirement for this position. The ideal candidate will have: * Degree in environmental science, engineering, geology, or other sciences * Knowledge of regulatory environmental requirements at the federal and state levels (Texas and surrounding states) * Excellent technical writing and reviewing skills * Be detailed oriented * Data compilation, reduction, interpretation, evaluation/comparison to environmental regulatory standards * Ability to effectively communicate with other technical professionals, clients, and regulatory officials * Ability to manage multiple projects at the same time * Proficiency in MS Word, Excel, PowerPoint & Outlook * Willingness to travel (including overnight stays) * OSHA 40-Hour HAZWOPER training is a plus The successful candidate will: * Manage several projects simultaneously involving various environmental compliance * Experience in multimedia compliance management within petrochemical, oil and gas, and refining industries * Perform compliance and recordkeeping audits and provide regulatory determinations for state and federal regulations * Perform SARA TRI/Tier II reporting * Prepare Storm Water Pollution Prevention Plans for construction and industrial storm water permits Additional experience the ideal candidate may have include: * Business development of new clients * Established professional network * Manage multiple projects simultaneously * Provide training and mentorship * Working with multiple team members * Develop unique client and project strategies * Assist with growth of group and recruiting additional staff * Understand scope/schedule/budget on large projects * Demonstrate proven leadership ability Our commitment to you Fostering gender balance, diversity and acceptance of flexible working is central to the way GHD does business.
