We are seeking a Lead Senior Analyst for a position supporting the Cybersecurity Division's (CSD) Office of the Chief Technology Officer (CTO) within Department of Homeland Security's Cybersecurity and Infrastructure Security Agency.

CTO is tasked with leading the technical vision and strategic alignment of cybersecurity and communications services to combat evolving risks and protect federal networks and critical infrastructure. The CTO oversees technology integration across CS&C components, develops strategies to use technology and sets up technology governance rules.

The CTO provides technical expertise to broadband communication programs including priority services programs, ensures modeling and analysis capability development supports cybersecurity, information infrastructure and emergency communications mission requirements, identifies emerging technologies for communications interoperability, tracks identification and mitigation of electromagnet pulse and related vulnerabilities. Additionally, the CTO leads communications and cyber research and development coordination activities, as well as develops a roadmap for CS&C information architecture and technology.

In this position you will lead a team of three and serve as focal point/liaison between senior leadership, cyber subject matter experts and your team to provide guidance and materials that include process and procedural requirements and cyber policy documents. Materials to be developed include: briefing memoranda, talking points, standard operating procedures, responses to Congressional questions, human capital planning and process materials, and budget and acquisitions responses.

Must be a US Citizen with an active Secret or TS clearance

Primary Responsibilities Include:

Supervise two team members

Receive and respond to requests for information in a timely manner

Manage and oversee the quality control and document management requirements in accordance with established procedures, including enhancing staff awareness and understanding of leadership expectations for response timeliness and submission quality

Draft memoranda, briefing slides, and other materials

Apprise leadership of critical, upcoming, and anticipated tasks in anticipation of actions.

Report status and metrics to leadership.

Candidate Must Have:

Background in and understanding of DHS CISA/CSD

Leadership experience

The ability to prioritize and attend to conflicting client requests

Excellent writing and editing skills

Ability to work well and in coordination with other task leaders, both federal and contractor.

A desire and aptitude for developing a transparent, well-coordinating and trusting relationship with federal personnel and contractor teammates, helping them to problem solve/execute work well. Customer service oriented, focused and extremely responsive and energetic.

Manages and is responsible for the successful completion of all tasks in assigned project.

DESIRED QUALIFICATIONS: BA/BS, 5+ years experience
