Location: Primary place of performance is at USCIS Field Operations Directorate, 111 Massachusetts Ave., NW Washington, DC 20529.

Period of Performance: Fully funded - 5 Years; Contract was awarded 9/6/18. Employee can start as soon as DHS Suitability completes.

Salary: $85k with full benefits

Project Management Support:

  • Ensure consistent and disciplined use of tools, techniques, and practices of project management
  • Recommend updates and modifications to FOD's project management practices to reflect use, issues, and evolving practices, updating Program documentation as needed.
  • Provide innovative and agile approaches to right sizing project management practices to projects that are non-IT and partially IT oriented.
  • Aid the government in its efforts to implement, manage and maintain program management governance structure and associated artifacts.
  • Work collaboratively with Leadership to create baseline documentation for new projects and update existing projects and guides.
  • Develop, maintain, and evolve bi-weekly status reporting on projects via (enterprise dashboards).

Requirements



Minimum Requirements:

  • At least 5 years Program/Project Management Support Experience
  • Strong skills in: MS Project, Excel, Visio, PowerPoint and Word.

Clearance: Ability to Obtain DHS Suitability Clearance

Education: BA/BS, REQUIRED

Years of Experience: 5+ years of Project Management Support/Project Analyst experience

Description of specific Duties in a typical workday for this position: * Work with Project/Program Leadership and Controls teams to develop integrated master schedule, master risk register and project budget baseline using standard tools. * Collect ongoing performance data such as installed quantities, expended labor and other progress measurement data. * Track potential changes, ensuring estimates of cost and schedule changes are given visibility with the executive sponsor. * Integrate cost and schedule data as well as information for vendors and external entities to facilitate schedule and budget performance reporting. * Develop reporting mechanisms, dashboards and presentations about project performance indicators and feed this data to ensure a cohesive picture of the program and/or portfolio. * Assist junior team members with ongoing schedule and log maintenance and conducts baseline reviews of project schedules in accordance with Amtrak standards. * Drives evaluation and impact assessment of identified project risks to enable project team with applicable data for development of risk mitigation plans and contingencies. * Develops and maintains automated project controls tools and workflows. * Partners closely with business partners to assess new and ongoing projects to determine readiness for governance stage gates. * Monitors actuals and works with other peers to review forecasting against budgets. * Supports Executive status review meetings, Governance and Change Control Boards. * Manages Controls data via EPPM, SharePoint or any other approved EPMO systems and tools * Adheres to Amtrak Enterprise Project Management methodology. Position Requirements: * Demonstrated project controls, schedule skills (schedule management, schedule reporting) & financial skills (budget management, financial reporting) * Strong project management skills * Strong focus on collaboration, team building, and customer service * Effectiveness working diplomatically across teams with varying objectives. * Strong oral and written communication skills across all levels * Ability to organize and present project portfolio reports, proposals, and other related portfolio information * Experienced SharePoint, MSPS, Power BI/Access and Primavera user * Minimum 9 years of relevant work experience with a Bachelor's degree or any equivalent combination of education and work experience * PMP in good standing * Must have work authorization in the United States. * Preferred skills & work experience * Knowledge of contracts and contract administration including its assessment and implementation at each phase of the project. * PMI-SP, PMI-RMP, CCP or PSP certification * Six Sigma Green Belt * Transportation Industry background This is a full time position paying a base salary, full benefits, and has possible bonus potential based on merit and performance.
