Duties

Duties include but are not limited to:

  • Actively engages with the VALLHS Space Committee to oversee space allocations and recommendations to leadership, ensuring effective LEAF system tracking and documentation of approved employee and service movements within the service data space.

  • Oversees the management of the VISTA Space file, ensuring up-to-date records for new, remodeled, and leased facility spaces.

  • Manages and optimizes over 1.3 million GSF of program space across VALLHS locations, enhancing operational efficiency.

  • Leads the development of SEPS space programs for all construction and renovation projects, including minor construction and NRM/Station Level initiatives, ensuring strategic alignment with organizational goals.

  • Provides strategic executive and technical guidance on space management, influencing critical policy and program space realignments through key decision-making and recommendations.

  • Allocates multimillion-dollar planning funds annually, prioritizing investments in project formulation to drive future growth and development.

  • Acts as the primary technical advisor and expert on facility planning and programming, guiding VALLHS through comprehensive strategic initiatives.

  • Manages and coordinates a broad range of facility planning activities, including SCIP action plans and business case development, to ensure alignment with strategic capital goals.

  • Conducts thorough research and analysis on facility-related issues, contributing to the Planning and Programming Section's operational and strategic objectives.

  • Manages the financial aspects of the planning section, ensuring fiscal responsibility and strategic investment in planning activities.

  • Supports the Chief of Planning and Programming in budget presentations and defense to senior management, advocating for essential funding and resources.

  • Executes and leads construction projects as required, demonstrating flexibility and strategic project management skills.

  • Performs in-depth management studies and space utilization surveys, assessing organizational needs against economic principles, operational requirements, and future projections to optimize space efficiency and support mission goals.

  • Project manager overseeing construction programs and projects, including space utilization and capital asset improvements.

  • Implements corporate decisions, laws, regulations, and policy in project development.

  • Integrates project scope, schedules, budgets, responsibilities, assumptions, risks, contingencies, and performance criteria.

  • Participates in station programming decisions for assigned projects.

  • Coordinates with contracting officer in negotiations during project modifications.

  • Resolves execution conflicts and coordinates project work impacting hospital operations.

  • Consults with contractors to resolve complex problems and latent conditions during construction.

  • Serves as Integrated Project Team (IPT) Design Manager for construction projects.

  • Requires broad technical background, understanding of VA procedures, policies, and strong project management skills.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/01/2024.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Qualifying examples of specialized experience would be responsible for the overall management, control, coordination and execution of assigned construction programs and projects to include space utilization and capital asset improvements. Development of a Project Management Plan (PMP) is required for each assigned project. Implements corporate decisions, guidance, laws, regulations, and policy in the development of the project and intermediate products in support of the program. Negotiates and integrates all station functions (i.e., clinical, administrative, safety, planning, construction, contracting, etc.), customer needs, regulatory requirements, and other agencies' commitments in support of assigned projects into a comprehensive management plan. Within this plan, integrates project scope and criteria, schedules and milestones, budgets, and responsibilities of the participating parties, assumptions and risks, contingencies, and performance measurement criteria.

Preferred Experience:

  • Serving as a Facility Planner and chairing/co-chairing Space Committees.

  • Analyzing facility buildings to optimize the use of space.

  • Coordinating department moves, planning meetings, and managing move-related work orders.

  • Developing reports in response to specific Planning Action item requests.

  • Using software tools for generating reports, designing layouts, and creating contract documents, using tools such as Microsoft products and Autodesk AutoCAD.

  • Communicating with various service lines regarding project activations and relocations.

  • Conducting Risk Assessments and researching innovative solutions to complex problems.

  • Investigating and integrating emerging clinical and business practices.

  • Ensuring Healthcare systems are aligned with evolving needs.

  • Establishing and working towards benchmarks and performance goals for facilities.

  • Preparing and maintaining a master project schedule, with individual projects linked where dependencies or domino projects exist.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: Assignments regularly involve long periods of standing, bending, and stooping to observe and study work operations in an industrial, storage, or comparable work area.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
