The Project Analyst will function as the Program Manager (PM) for projects within Recon Tactical Logistics programs. This position is responsible for providing overall direction for assigned projects/programs over their life (initiate, plan, execute, monitor and control, close). This individual shall manage the cost, schedule, and technical performance of development or production programs operating in a prime capacity.
The PM will establish a program schedule to include the development of Work Breakdown Structure (WBS), Integrated Master Schedules (IMS), and manages scope to ensure continued alignment with contract requirements and budgets. The PM will monitor and assess program performance against plan (schedule and financial), identify risk, and develop and implement corrective actions when necessary to initiate program changes. This position will serve as the primary customer interface for all program aspects, and leads customer attended program reviews/briefings to discuss technical, cost, and schedule activities.
Leads and develops the program Integrated Product Team (IPT) to include resource allocation and management. Works closely with Engineering, Operations, and Program Controls to coordinate and manage proposal efforts from customer requirements definition through scope development, contract negotiation and award. Understands the role and responsibility of each program team member, and establishes a common understanding among team members on scope, schedule, and financial objectives.
Controls expenditures within the limitations of the project budget and regularly reports on project budget to actual performance via the Estimate to Complete (ETC) process. Works within the established program reporting structure, providing a concise and accurate program status, as well as necessary financial reports/status required by management.
Delivers and communicates the committed business case and provides Sr. Management with the information necessary to manage the business through our internal gate processes, and program reviews.

Requires a Bachelor's degree in Business, Engineering, or a related field and a minimum of zero to three (0-3) years relevant experience or an equivalent combination of education and experience.
Must have strong interpersonal skills and able to work directly and professionally with the Customer, L3 Sr. Management, and all necessary Functional team members
Prefer working knowledge of logistics, financial management, and operational security
Must have strong verbal and written communication skills
Must be able to work individually, as well as have a strong sense of teamwork
Must have intermediate knowledge in Word, Excel, PowerPoint, Outlook, and SAP

Must be able to obtain and maintain a DoD security clearance which requires U.S. citizenship.
