Our BIAF Federal team consists of over 700 employees delivering built environment solutions to the Intelligence Community and other Federal agencies. Our services include planning, design, construction oversight, and commissioning for mission-critical building and infrastructure systems directly supporting and sustaining the Intelligence Community's mission.

Program/Sales Manager

We are seeking a skilled professional, based in the Denver, CO area, to further enhance our offerings to the Federal government. This individual will provide management for the delivery of multiple building design or renovation projects within budget and schedule, including leading multi-disciplined project delivery teams in the development of construction drawings and specifications in accordance with client requirements.

This individual will also work to impact strategic business relationships with key clients to ensure that Jacobs has a sustained and productive relationship with those clients to achieve complete client satisfaction with our work, and to fully leverage the relationship to the benefit of both our client(s) and the firm. Working with members of our team, your focus will be to make sure that Jacobs is the client's firm-of-choice, that the company has a thorough understanding of the client's needs and is seen as their best advocate for accomplishing their goals.


  • Responsible for delivering large and/or multiple projects, on time, within budget and to agreed specifications and providing effective, skilled project management to help reduce the costs of delivering projects.

  • Functions as a team lead for projects including acting as the liaison to internal departments as needed, and as a primary point of contact with our clients.

  • Assesses project requirements, while developing and recommending a sound approach or application to meet the needs of the project and client.

  • Facilitates the creation of communication plans, ensuring that appropriate information is exchanged among key stakeholders, and conducts status review meetings among project team members and clients.

  • Develops cost proposals to respond to client requests.

  • Manages and enhances project quality by providing ideas and suggestions to the team aimed at improving the effectiveness of their role, and of the project activities in general.

  • Determines, monitors and reviews costs, operational budgets, schedules and staffing requirements for project teams.

  • Responsible for ongoing financial reporting throughout project execution.

  • Mentors and trains clients, vendors and team members in project management methods, procedures and activities.

  • Engages with the clients to represent Jacobs as a positive, caring, solutions-delivery solution for their project needs to support planning design, commissioning, design-build, and staff augmentation services.

  • Leads operational selling within existing contract vehicles, and leads efforts to win new contracts to support Intelligence Community efforts in the Denver area, Southwest, and West Coast. This includes leading efforts to develop qualifications packages (SF330s) and leading interview teams.

  • Advocate on client's behalf by actively engaging the firm to address client needs and recommend strategic actions to optimize our business development investment and market share growth.

  • Facilitate creation of deep, personal and valued relationships between Jacobs and client personnel (management, technical, functional, delivery) to weave a fabric of broad-based relationships between our firm and our clients.

  • Develop trust and credibility with clients by engaging in business discussions to formulate winning and portfolio diversification solutions.

  • Identify higher levels of client engagement for executive sponsors.



  • United States Citizenship.

  • TS/SCI Clearance with full scope polygraph.

  • Bachelor's Degree.

  • Professional Registration (PE or RA) preferred.

  • 10 years of experience in client engagement and project management.

  • Strong verbal and written communication skills.

  • Proven track record of successfully creating, winning and delivering work for the Federal Intelligence Community.

This position is based in Denver, CO and regional travel is expected to be approximately 15-20% of total time, and of short-term (one week) duration per trip.

As Program Manager, you will be responsible for projects specific to Integrated Payments' initiatives that have significant impact on how the company does business, provides a product or service, or executes a function. The Program Manager serves as a primary contact to senior department managers for launching new partnerships and/or solutions and for other critical change initiatives. The role is responsible for communicating, influencing and negotiating both vertically and horizontally to obtain or leverage necessary resources for the completion of work in a timely manner. This is a cross-functional role supporting Bank of America's Small Business, Business Banking, Commercial and Corporate banking client bases.
