The Norfolk Community Services Board (NCSB) provides treatment, support, and education to the community with a focus on mental illness, substance use addiction, and intellectual/developmental disabilities. Norfolk CSB provides services to persons in acute crisis as well as integrated, person-centered, and recovery-oriented programming for persons needing assistance and support stabilizing in the community.

Today, the CSB provides treatment and rehabilitation services to over 9,000 Norfolk citizens yearly. Norfolk CSB seeks team members interested in providing skilled services in a public service environment. We are also seeking persons to join our team that are dedicated to supporting a positive work and treatment environment that instills hope and recovery opportunities for the persons we serve.

The Programs Manager is responsible for the planning, implementation, operation and accountability of programs. Interprets program data and information. Coordinates personnel and program activities. Works with supervisors to establish appropriate case loads.

Work Schedule: Typically, M-F 8:30 AM - 5:00 PM however, this is a division that operates 365 days per year to include evening hours, therefore, it is expected that this position will rotate through shifts as needed, to provide supervision to all staff.

Essential Functions

Essential functions include but are not limited to:

  • Provides operational supervision, coaching, mentoring, and offering general guidance regarding program rules, protocols, and regulatory requirements.

  • Knowledge of evidence-based practices for MH and SA Adult OP treatment, ASAM criteria and DSM IV diagnostic criteria, methadone maintenance, Vivitrol, office based buprenorphine treatment and buprenorphine opioid treatment.

  • Coaching and training to staff to ensure high quality assessments and appropriate services are provided.

  • Crisis prevention, intervention, and management.

  • Knowledge of principles and practices of Clinical Supervision

  • Supervise staff and participate in regular scheduled supervision meetings which may be in an individual or group setting.

  • Familiar with recovery approaches and counseling techniques specific to persons with co-occurring problems.

  • Familiar with medical records audits and ensure that records comply with Federal, State, and agency requirements.

  • Assists in the development and implementation of special projects, e.g., specialized groups, etc., at the request of the Division Head of Crisis, Acute, and Recovery Services.

  • Familiar with program budgets, revenue, 3rd party billing, and expenditures.

  • Demonstrate positive interpersonal communication and effective listening skills

  • Establish effective working relationship with colleagues, consumers, and families

  • Demonstrate adherence to strict confidentiality and ethical standards.

  • Provide support to staff to assist them with implementing clinical decisions.

  • Develop and promote effective unit services and cross collaborative services with other NCSB programs.

  • Works with minimal supervison.

Education/Experience

Work requires specialized knowledge in a professional or technical field. Work requires professional level of knowledge of a discipline equivalent to that which is acquired in a Masters degree-level of study or equivalent.

Five years' experience in specialty area.

May perform assessments on individuals/groups suffering from mental illness, issues resulting from substance abuse and/or other physical or mental ailments. Makes recommendations regarding the development of treatment plans for patients, which may involve referring patients to outside services.</p><p>Monday</p><ul><li><p>Friday, 8:30 am</p></li><li><p>5:00 p.m., 40 hours per week and must be able to work a flexible schedule including evening hours as required. May have to confer with professionals both internal and external to the CSB in order to properly evaluate a patient's condition. Makes recommendations for the individual's/group's care.Maintains and/or creates required documentation of consumer assessments.</p></li><li><p>Collaborates with counselors, physicians or nurses to plan and coordinate treatment that meets the patient's needs. Monitors, evaluates and records consumer progress with respect to treatment goals, modifying plans as necessary. Assists patients in adhering with treatment plans by setting up appointments, arranging transportation to appointments or providing support. Communicates with referral agencies as necessary. Coordinates the admission process with other CSB providers when needed.</p></li><li><p>Counsels patients in individual or group sessions to assist them in dealing with mental/physical illness, physical/substance abuse or any other social or physical issues they may be facing.</p></li><li><p>Educates patients, family members and the community about mental or physical illness, substance abuse and available resources at their disposal.</p></li><li><p>Plans and conducts programs to prevent substance abuse, combat social problems or improve health or counseling services in the community.</p></li><li><p>Processes the assessment and intake paperwork, enrollments, program releases and discharges in an appropriate and timely manner.</p></li><li><p>Collects and reports service statistics and patient data as required.</p></li><li><p>May conduct regular and random urine drug screening for patients.</p></li></ul><p>Education/Experience</p><p>Work requires broad knowledge in a general professional or technical field.
