Job Description:

This classification level is responsible for coordinating focused components of statewide adult justice programming, domestic violence, behavioral health, Interstate Compact and Inter-district Transfer, mediation, court services and/or court improvement program etc. Responsibilities may include researching, analyzing, developing, and making recommendations on adult justice, mediation and restorative justice, other court services, and programs, strategies and policies; evaluating all incoming and outgoing adult interstate compact transfer cases for approval or denying request based on requirements; review and approval of Parenting Act mediators; review and development of continuing education events; identifying youth/adolescents/emerging adult/adult issues and providing internal and/or community education; evaluating court services in order to improve current operations or implement new initiatives; performing research, analysis for policy and program development; making recommendations concerning issues tracking legislation on concerning issues and making recommendations; developing and monitoring grants; and serving as Administration's liaison on state juvenile and adult justice initiatives.

JOB DUTIES:

Works collaboratively to ensure management information systems capture data needed for service quality, continuous quality improvement and financial fidelity surrounding outcomes. Conducts on-site auditing of Registered Service Providers which results in a comprehensive report inclusive of the continuous quality improvement process.

Plans audit procedures and reviews budgets to ensure the efficient use of funds; recommends appropriate fiscal corrections or changes for consideration to the specific programs. Possesses knowledge of federal, state, county and private funding streams, which may be accessed for the provision of services to individuals in the justice system. Provides tools and support for assessing the financial needs for probationers/Problem-Solving Court clients seeking services and determines the appropriate accessibility to funding.

Coordinates accessibility to funding for placement and/or additional in-home services and responds to probationer, facility, and provider inquiries. Serves as a liaison with service providers and to public/private social service agencies and institutions relative to regulations, policies, and programs. Participates in or conducts conferences and in-service training as related to funding/quality assurance of services.

Completes all required reports and provides analysis, as requested, for various financial service reports. Provides technical assistance in the preparation of budget items involving funding/financial assistance, including proposed service rates for probation-funded services. Possesses knowledge of Nebraska's behavioral health systems (mental health, substance use and supportive services), specifically evidence-based services associated with the reduction of criminogenic risk for adult and juvenile justice-involved individuals.

Work at this level involves functioning as a leader, supervisor, facilitator, advocate and trainer. Performs other related duties as assigned.

Requirements/ Qualifications:

Minimum Qualifications: Bachelor's degree in social/behavioral sciences, management, criminal justice, education, human services administration or related areas.

Preferred Qualifications: Experience in the management of services for individuals preferred; experience in behavioral health desired.

Preferred License(s):

Clinical licensure of LMHP or LCSW. This position ensures quality and compliance with a wide array of clinical and support services statewide.

All educational credits must be granted from an accredited institution approved by the U.S. Dept. of Education.

KNOWLEDGE, SKILLS, ABILITIES:

Knowledge and skill in behavioral health, the principles behind criminal thinking and criminal behavior, strategic planning processes, the principles of continuous quality improvement, and basic budgeting and cost accounting processes. Demonstrate ability to supervise and/or lead other professionals and support staff, demonstrate creativity in program design and development.

Ability to communicate in writing, verbally and to develop quality deliverables including writing of policies, procedures and protocols. Ability to initiate projects, work independently with minimal supervision, and provide training to multiple local, state, and national stakeholders. Ability to work collaboratively, diplomatically and skillfully with internal and external stakeholders including victims, elected officials, behavioral health consumers, substance abuse treatment service consumers, criminal and juvenile justice individuals, providers, justice system professionals, clinicians, and administrators; skill at working in a political environment.

Ability to organize and manage multiple projects/deadlines simultaneously, and work under pressure to meet deadlines. Possess a general understanding of evidence-based principles and practices; restorative justice practices; staff selection; establishing and evaluating performance measures; fiscal administration; leadership; Nebraska's criminal and juvenile justice system; specialized adult and juvenile probation populations as it relates to crime in Nebraska; organization and operation of Nebraska's Adult and Juvenile Justice systems, and fundamental management principles.

Sedentary Work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects.

Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.
